Are there any other previously approved WSAs that had a scope change after the WSA was approved? A4: If the project scope changes after the WSA is approved, the CEQA Lead Agency will ask DWP whether a new WSA will be required. LADWP makes the determination on whether a new WSA will be required based on the combination of the changes in scope and use as well as the resulting change in water demand. LADWP works with the lead agency to come to this conclusion on a case-by-case basis. Bixel and Lucas: Approved on 11/18/08, but LADWP was notified that the residential scope was reduced on 12/29/11. Since the scope was reduced, no new WSA was needed. Village at Westfield Topanga: Approved on 6/16/09, but LADWP was notified of scope reduction on 10/25/10. WSA was not amended. NBC Universal Evolution Plan: Approved on 5/4/10, but Final EIR was made available on 7/16/12, and Alternative 10: No Residential Alternative was analyzed and identified as the environmentally superior alternative. The City water demand was reduced and the County water demand was increased due to scope change. However, decision was made not to amend the WSA since the overall Project water demand decreased due to the scope change. NBCU s change in Gross Proposed Potable Demand (Net Add l+ Demolition) was less than significant. No new WSA required. Boyle Heights Mixed-Use Community Project: Approved on 11/20/09, but on 11/16/10, Planning informed LADWP that the developer wants to change their water conservation commitment to use artificial turf to natural turf on the plaza level and rooftop. Use of RW in place of artificial turf was proposed. LADWP replied to Planning that a no new WSA will be required if the Planning Dept does not consider the potential change in scope to be significant. LAX Northside Plan Update Project: WSA for Los Angeles World Airports Master Plan Alternative D approved on 7/1/03, and LAX Northside Plan Update Project was approved on 8/27/13. The 20 year historical City s water supply shows variation of approximately 26%. LAX Northside Plan Update Project s change in dev t [what is this, development (i.e. scope) or water demand, or both? However, during the Entitlement process, Planning uses the word is to state that the proposed project is consistent with the RTP. For the Crossroads project, the WSA request letter pages 5 and 6 list the approvals required such as zone variation, vesting tentative tract map, etc. Based on the attached document pg. 13, Entitlement process happens after Environmental Review.
