3 1 Amendment for RFP for Supply, Implementation and Maintenance of Solution In reference to the Request for Proposal for Supply, Implementation and Maintenance of Solution, reference no. InfoTech Project SEWA 2015/ / dated: 29/10/2015, the following Amendment & Clarifications are issued herewith. All other terms and conditions of the RFP document remain unchanged. Please treat this Amendment & clarifications provided herewith as an integral part of the RFP document issued The Vendor is required to use these revised Annexures at the time of bid submission. 1. AIC shall not pay any additional amounts to the bidder for the same. The Bidder is required to supply and implement updates and upgrades including new versions of all the software licenses supplied as part of this RFP during the period of warranty and AMC/ATS at no extra cost to AIC. The proposed solution should have chat facility from day 1 and should be able to integrate with AIC's Portal- MOSS Further, the solution should be able to send & receive using ios/ Android/ Windows phone, tablet/ipad and should be synchronized with desktop client software. The Bidder is required to supply and implement updates and upgrades of all the software licenses supplied as part of this RFP during the period of warranty and AMC/ATS at no extra cost to AIC. However, any future major OEM costed version upgrades need not to be factored by the Bidder in the Bill of Material. The successful bidder can use the training infrastructure at AIC s designated training centers and the ITInfrastructure available at these training centers. The bidder is expected to set up the required infrastructure (including the client desktops) at the designated training centers of AIC for the purpose of Training. AIC shall not pay any additional amounts to the bidder for the same. Also, the bidder is not required to provide client desktops with the related basic environmental software such as OS, Antivirus. The Bidder is required to supply and implement updates and upgrades of all the software licenses supplied as part of this RFP during the period of warranty and AMC/ATS at no extra cost to AIC. However, any future major costed version upgrades need not be factored by the Bidder in the Bill of Material. Page 4 of 23

Version upgrades should be done as and when a version is released prior to which, the bidder has to submit a proper complete standard Operating procedure on up gradation to AIC and on confirmation from AIC the same can be carried out. The Version upgrades installed should retain the user settings. However, any future major OEM costed version upgrades need not be factored by the Bidder in the Bill of Material. The clients (thick and web based) should have feature to send and receive files as attachments and as links in the proposed messaging solution. Please refer to updated Amendment 1- Annexure K - Bill of Material. NOTE: The bidder should use this Bill of Material format for the submission. Bidder should have made Profit after Tax in any two of the last three Financial years (i.e., , , ) Bidder should have successfully implemented the proposed mail messaging solution in India for at least 3 organizations in the last 5 years, out of which at least one implementation should be in the BFSI/ Govt./PSU/Large Corporate Sector in India. Bidder should consider high availability (active-passive) architecture at DC and without high availability architecture at DR site. However, DR environment should also be able to handle 100% of user load of AIC. However, the bidder should provide chat solution only at DC without high availability architecture (not at DR). 7 2 Annexure 2.1 Annexure P: Confirmation of Eligibility Criteria Only those Bidders who fulfill the following criteria are eligible to respond to the RFP. Offers received from the bidders who do not fulfil all or any of the following eligibility criteria are liable to be rejected. SL Criteria Proof to be submitted Compliance (Y/N) Bidder s Experience 1 The bidder should be a Government Organization/ PSU/ or a Limited Company/ Private Limited Company under companies act in India 2 Bidder should have Annual Turnover of more than Rs. 50 crores in each of the last 3 financial years (i.e., , , ) 3 Bidder should have made Profit after Tax in any two of the last three years (i.e., , , ) 4 Bidder should be the authorized partner of the OEM whose Messaging solution is proposed. Consortium of Bidders/subcontracting is not allowed. 5 Bidder should have successfully implemented the proposed mail messaging solution in India for at least 3 organizations in the last 5 years, out of which at least one implementation should be in the BFSI/Govt. / PSU/ Large Corporate Sector in India. Copy of the Certificate of Incorporation and Certificate of Commencement of Business to be submitted. 1. Audited Financial statements for the financial years , , AND 2. 8 6 Bidder should not be blacklisted by Central / any State Government / PSU s as on the date of bid submission. 7 The Bidder should have technical support center operational in India. 8 The bidder should have either of the following certifications: ISO or CMMI level 3 or above The certification should be valid as on the date of bid submission. OEM Experience 9 The proposed messaging solution should be an enterprise class, commercially available and should have a version history and future roadmap for next 3 years. 10 The proposed Mail messaging solution should have been implemented in at least Three BFSI organizations in India with at least 500 users. Of which at least one BFSI organization should be in the Government/Public Sector. Self-Declaration on Bidder s Letterhead An undertaking to this effect (specifying the location of such center(s)) must be submitted on bidder's letterhead along with details of the support center Self Declaration along with the copy of Certifications OEM Undertaking as per Annexure M and copy of published roadmap Relevant Credential letters OR Purchase Order with the Company s confirmation on having executed the PO to satisfaction Note: a. Bidders need to ensure compliance to all the eligibility criteria points. b. Purchase orders without relevant organization confirmation through a credential letter will not be considered as credentials. c. BFSI - Banking, Financial Services and Insurance organizations including regulatory authorities in India. d. Large Corporate Sector- Indian Corporate with Annual turnover of Rs. 500 crore. e. While submitting the bid, the Bidder is required to comply with inter alia the following CVC guidelines detailed in Circular No. 03/01/12 (No CTE/SPI (I) 2 / dated ): Commission has decided that in all cases of procurement, the following guidelines may be followed: In a RFP, either the Indian agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/product in the same RFP. The reference of 'item/product' in the CVC guidelines refer to the final solution that bidders will deliver to the customer. If an agent submits bid on behalf of the Principal/OEM, the same agent shall not submit a bid on behalf of another Principal/OEM in the same RFP for the same item/product. The decision of the AIC shall be final and binding in this regard. Deviations will be grounds for disqualification. Page 8 of 23

9 Service providers who meet all these criteria would qualify for the second stage of evaluation. The service provider would also need to provide supporting documents for eligibility proof. All the credentials of the service provider necessarily need to be relevant to the Indian market. The decision of AIC shall be final and binding on all the. 2.2 Annexure Q: Bidder s Past Experience S.N. AIC personnel should be able to generate reports and monitor the calls on daily basis The call logging system will be provided by AIC To migrate all necessary data (including folders and address book) from existing mail messaging system to the proposed mailing solution. The Bidder needs to factor all necessary tools and services related to data migration from the AIC's existing solution to the bidder's proposed solution. Page 10 of 23

11 The inbox size of heavy users is currently planned to be up to 2GB and light users will be up to 1 GB. The indicative volumes in the existing set up are as below: 1. Current Users : 300 Current Mailbox Size per user : 200 MB 2. Average Message size: 600KB to 1 MB Days The above information is the current information. The AIC's for the new solution is mentioned in the RFP. The bidder is required to adhere to the mentioned in the RFP Active Directory integration for authentication AIC has active directory in place. Existing Active Directory schema version: A central dedicated archival for and other critical information sources. The archival data would be retained for a period of 7 years. It should also support deduplication, message discovery for audit and compliance. Archiving is required only at the DC. The Bidder should ensure that the Archiving is done for all the data , IM and other related information. Page 11 of 23

12 6 16 The backup solution can either be a native or third party solution AIC expects the Bidder to leverage the existing backup software- Commvault However, if the proposed solution requires any specific backup software other than Commvault 8.0.0, the bidder should factor in the same , Point-3 McAfee Gateway EG4500-C Appliance HW DC 1 DR licenses AIC will provide general user licenses for McAfee related The bidder is also required to take backup as per AIC s policy. Any resource required for taking backup should be factored in by the bidder. The Backup policy will be shared with selected bidder. The indicative back up policy details are as below: 1.Daily incremental and Weekly full for mail database backup of the mail servers. 2. System level (Full) backup monthly The bidder should provide a resource level based on its solution Page 12 of 23

13 AIC will leverage the existing tape library and the backup software. The bidder is required to size the backup software licenses required for the solution. The bidder is also required to take back up as per AIC s backup policy and archive the data. AIC expects the Bidder to leverage the existing backup software- Commvault AIC will procure the Commvault backup licenses, however the bidder is required to provide the count of backup licenses required in Annexure-L. Further, if the proposed solution requires any specific backup software other than Commvault 8.0.0, the bidder should factor in the cost for the same Bidder to ensure optimal performance of the proposed solution/hardware and should take up necessary performance tuning and upgrades if required to maintain the same at no extra cost to AIC. The details will be shared with the selected bidder The solution should allow server side archived data to be stored in encrypted format on a separate database as a separate instance. The solution should be compatible with Oracle & SQL at least since these are available at AIC. However, the Bidder may propose other DB solution which is supported and well established & stable database solution. Page 13 of 23

14 The bidder is required to provide 9X6 onsite support throughout the tenure of the contract for solution related malfunctions as defined in SLAs and ability to log requests online. The bidder is required to provide 9X6 onsite support throughout the tenure of the contract for solution. Further, the bidder should provide comprehensive Onsite warranty for the first year and the ATS for the subsequent years for proposed solution Implementing of proper backup and retrieval process as per AIC s policy. The policies will be shared with the selected bidder The Bidder is required to establish the DR for the mail solution and conduct DR drills, if required, as per AIC s policy. As per AIC's policy, the bidder is required to conduct approximately 2-4 drills in a year A central dedicated archival for and other critical information sources. The archival data would be retained for a period of 7 years. It should also support deduplication, message discovery for audit and compliance. Archival is required only at DC. Page 14 of 23

15 Annexure G: Functional and Technical Specificatio n Should support a storage solution AIC has implemented Oracle FS1-2 storage AIC currently uses Oracle Convergence solution. The Existing clients are configured on MS Outlook version 2010 and Office 365 Midsize Business and AIC intends to reuse the same with the new solution. However, if the bidder wishes to provide a different client that is similar or higher than the existing Client then the same may be factored by the Bidder as part of the Technical & Commercial Proposal. 18 General Generic Please refer to clause for the indicative user count at AIC Sizing parameters Currently there is no limitation on the number of messages being sent & received on existing mail setup. 16 Sizing parameters Indicative volumes in the existing set up are: Minimum mail size : 9 KB Maximum limit : 20 MB, Average Mail Size: 600 KB to 1 MB. The above volumes are indicative and may vary for future solution. 21 General The existing mailbox box size on server is 200MB per user. The Mail Data is 65 GB and Calendar archives is 40 GB. Local mail data/archives on user PC's should also be migrated/ made available in the new solution. The size of local mail data/archives on user PC's is variable Sizing parameters The details of the Active Directory implemented at AIC are as below: Windows Server Enterprise 2008 Service Pack 2 Forest Functional Level : Windows server 2008 Domain Functional Level : Windows server All the licenses, perpetual in nature, required for any hardware /Software to meet the RFP document will be procured by the bidder. The bidder is required to provide OS licenses. The backup licenses- Commvault will be procured by AIC. If the proposed solution requires any specific backup software other than Commvault 8.0.0, the bidder should factor in the cost for the same. Page 16 of 23

The size of such data is user specific and varies for each user. 39 General Project Objective To migrate all necessary data (including folders and address book) from existing mail messaging system to the proposed mailing solution. The Bidder will need to factor all necessary tools and services related to data migration from the AIC's existing solution to the bidder's proposed solution. The bidder will be responsible for end to end data migration from server, storage, desktop etc General Requiremen ts: The indicative user count at AIC during the tenure of the contract will be as below: The users are distributed across Head office, regional offices, DC/DR. 21 41 76 Annexure G: Functional and Technical Specificatio n The proposed Messaging Solution should support leading platforms like Windows, AIX, HP-UX, SUN SOLARIS, SUSE LINUX, and RHEL. The proposed solution should be compatible with any of these platforms Annexure G: Functional and Technical Specificatio n The proposed solution should enable way to search the entire outlook for mails, contacts and even attachments with a minimal information for the system to search and fetch items. Should support text search feature. AIC would prefer leveraging its existing Outlook client, however, if the Bidders solution requires a different client, then the same need to be factored by the Bidder Annexure G: Functional and Technical Specificatio n solution should be compatible with Microsoft outlook as client to check and send and receive s. AIC has the below licenses for outlook clients: 1. OfficeStd 2010 INC OPL D Gov (Product No: ) version licenses 2. OfficeProPlus 2010 SNGL OPL D (Product No:79P-03548) version licenses 3.MS Office 365 Midsize Business - 40 licenses for 200 devices. Additional client licenses required should be provided by the bidder. Page 21 of 23

22 Design, Size, Supply, Installation, Integration, Commissioning and Maintenance of Mail Messaging solution at AIC s DC and DR site. Implement a 100% Disaster Recover (DR) set up of the production environment for business continuity. The DC set up should be in High availability whereas DR set up should be without High Availability. The proposed solution must be an on premise solution. AIC is looking for on premise solution. The bidder is required to propose a solution in line with the RFP The Bidder is required to size and maintain the storage volume required for the mail messaging solution at DC & DR. AIC will augment its existing Oracle FS1-2 storage. The storage should be sized on RAID 5 or equivalent. Existing mail data volumes are being managed on Sun storage at DC & DR configured with RAID 10. Storage level replication of mail application is in place between DC & DR. However, AIC is implementing Oracle FS1-2 storage and bidder is required to leverage Oracle FS1-2 storage for the purpose of proposed solution. Page 22 of 23

23 AIC will leverage the existing tape library and the backup software. The bidder is required to size the backup software licenses required for the solution. The bidder is also required to take back up as per AIC s backup policy and archive the data. Currently Sun SL 500 tape library and Commvault backup software is being utilized for backup of mail server. Daily incremental, weekly full & monthly full system backup is scheduled The solution should be designed to enable AIC s existing Antivirus solution to scan the attachment for virus AIC currently uses the following Antivirus solution: 1. McAfee Server Security Suite Essentials 2. McAfee Antivirus Desktop software Microsoft Office Licenses AAA Office 365 Midsize Business Implementation & Data Migration AIC may implement a new domain environment in future and it may involve changes in ids.
