2 TSG-S Meeting Summary: - July 00 - Seoul, Korea GPP-S R Page During the period of - June 00, a meeting of GPP TSG-S was held at the COEX Intercontinental Hotel in Seoul, Korea. This report is intended to summarize those discussions. OPENING PLENARY. CALL TO ORDER AND OPENING REMARKS: The meeting was called to order on July 00 at :00 AM local time by TSG-S Chair, Rich Robinson (Sprint PCS). The Chair welcomed everyone to the th meeting of TSG-S. He also thanked TTA for their excellent facilities and support. He also noted that TTA has invited the TSG-S membership for a dinner reception on July 00 at :0 PM. Each attendee then briefly introduced himself to the group. The PMT Chair, Bob Plunkett (Quicksilver), is currently responsible for transporting and supporting the TSG-S Server. He noted that, since this was his last meeting, a volunteer will be required to transport the LAN in his absence. Support for the adhoc mode and the wireline connection will be eliminated. The Chair expressed his thanks to PMT Chair, Bob Plunkett, for his work in getting the LAN setup and in maintaining it on an on-going basis.. ATTENDANCE REGISTRATION AND ROLL CALL: A roll call of TSG-S active companies indicated companies in attendance out of active companies (% participation). Thus, meeting quorum was achieved. Sign-in of individual attendees was accomplished via electronic sign-in on a file on the server.. DISTRIBUTION AND NUMBERING OF CONTRIBUTIONS: Contributions were documented in S R. All contributions were distributed as soft copy only and were made available from the server.. ADOPTION OF AGENDA: The proposed agenda (S R) was reviewed and approved without objection as modified by the discussion (S R).. ASSIGNMENT OF CONTRIBUTIONS TO AGENDA ITEMS: The contributions were numbered and assigned to agenda items in the approved agenda.. REVIEW AND APPROVAL OF PREVIOUS MEETING SUMMARY: The meeting summary for June 00 in Vancouver, BC (S ) was presented and approved without objection as modified by the discussion (S R).. CORRESPONDENCE AND LIAISON REPORTS GPP SC: No report. The next meeting is this month immediately following this TSG-S meeting. GPP OP: No report. The next meeting is this month immediately following the SC meeting.
3 TSG-S Meeting Summary: - July 00 - Seoul, Korea GPP-S R Page ITU: Response to GPP SA Liaison regarding IMT-000 management cooperation from GPP SA (S ) was presented. This contribution was remanded to WG for review and action as appropriate. Response to GPP SA Liaison on the coordination of GPP and TM/ITU tml/xml work efforts from GPP SA (S ) was presented as FYI. GPP SECRETARIAT: No Report. TSG-S ALL IP ADHOC: The TSG-S All IP Activity Report (S ) was presented. It noted a very real risk that All IP will not be able to be included in Release C. This contribution was remanded to the PMT for review and action as appropriate, especially in conjunction with its release planning discussions. Correspondence dated July 00 from the TSG-S All IP AdHoc regarding All IP Stage- and Systems Requirements Documents (S ) was presented. The correspondence included three () imbedded attachments that were Stage descriptions with an indication that they should be approved and made available to the TSGs for implementation by August 00. This contribution was remanded to WG for review and action as appropriate. TSG-A: No report. TSG-C: The TSG-C Liaison report which detailed the activities of that group from their July 00 meeting in Montreal (S ) was presented as FYI. Correspondence to TSG-C from CDG requesting the addition of a 0 baudot rate support for TTY to the TSG-C workplan (S A) was remanded to the PMT for review and action as appropriate. The updated TSG-C Workplan v (S B) was remanded to the PMT for review and action as appropriate. Correspondence dated July 00 to TSG-S and the SC regarding clarification of GPP work planning terminology (S C) was remanded to the PMT for review and action as appropriate. Correspondence dated July 00 regarding TSG-C comments of the Rescue Channel Stage (S ) was remanded to WG for review and action as appropriate.

The TSG-N Liaison Report for the July 00 meeting in Montreal (S ) was presented as FYI. Correspondence dated July 00 to TSG-S and the SC Chair from TSG-N regarding the new work item adoption process (S ) was presented. This contribution indicated that three () recent additions to the GPP Workplan had been approved without the approval of TSG-N. An correspondence dated July 00 clarifying the requirements from the PMT Chair (S A) was also noted. These contributions were remanded to the PMT for review and action as appropriate. Correspondence dated July 00 from TSG-N regarding the Stage process (S ) was presented. This contribution suggested that TSGs should be consulted before any decision or action is taken in TSG-S. This contribution was remanded to WG for review and response. Correspondence dated July 00 from TSG-N regarding the EMS Stage (S ) was presented. This contribution was remanded to WG for review and action as appropriate. Correspondence dated July 00 to TSG-S and the SC Chair from TSG-N regarding packet data intercept (S ) was presented. This correspondence recommended that control of the standard for the interface to the Collection Function should remain under the national SDOs. GPP involvement should stay focused on packet data capture. On the same subject, a related correspondence regarding an appeal related to the new work item for Packet Data Call Surveillance (PDCS) (S ) was presented by NEC. In this contribution, NEC, KDDI, Fujitsu, and Hitachi objected to PDCS being included in the GPP Workplan based on their opinion that this is a US regional issue only. These contributions were remanded to the PMT for action on these challenges to workplan item. Correspondence dated July 00 to TSG-A from TSG-N regarding the TSG-A development schedule for the packet data inactivity timer (PDIT) (S ) was presented as FYI.

This contribution indicated a potential conflict between RC-PDSIT and the existing PDIT feature. This contribution was remanded to WG for review and action as appropriate. In addition, since the RC-PDSIT Stage was approved for publication at the last meeting pending resolution of any potential conflicts, that Stage document (S.P00) was also remanded to WG for review and action regarding its disposition. The WG Chair noted that the RC-PDSIT Stage had not been published since the conflict was identified before it was sent. Correspondence dated July 00 to TSG-S and the TSG-S All IP AdHoc from TSG-N regarding the relevance of the All IP NAM and Evolution documents (S ) was presented. This correspondence was remanded to the TSG-S All IP AdHoc for review and response. TSG-P: Correspondence dated June 00 to TSG-P from the TSG-S All IP AdHoc (S ) was presented as FYI. Correspondence dated June 00 from TSG-P regarding the Broadcast/.Multicast Stage (S ) was presented. This contribution was remanded to WG for review and action as appropriate. Correspondence dated June 00 from TSG-P regarding the QoS Stage (S ) was presented. This contribution was remanded to WG for review and action as appropriate. Correspondence dated June 00 from TSG-P regarding the RC-PDSIT Stage (S ) was presented. This contribution was remanded to WG for review and action as appropriate. TR: Correspondence dated June 00 from TIA TR. regarding the UIM Assignment Guidelines (S ) was presented. This contribution requested that all references to TIA/EIA- be removed from the Guidelines. This contribution was remanded to the UIM AdHoc for review and response by the closing Plenary of the next TSG-S meeting in Portland. TR AHAG: correspondence dated June 00 from TIA TR AHAG regarding the TSG-S consideration to form a GPP Security WG (S ) was presented as FYI. This correspondence indicated that AHAG will collocate with TSG-S in Portland in August 00 for the purpose of discussing this issue. The Chair advised that the joint meeting with AHAG has been scheduled for August 00 at :00 PM. A verbal report from the AHAG Liaison was also presented as FYI. The Enhanced Cryptographic Algorithm (ECA) rev. A was finalized including AKA.

TM: A Review Request for tml/xml Based DSL Service Provisioning Draft Standard from TM (S ) was presented. This contribution was remanded to WG for review and action as appropriate. CDG: No report. MWIF: A verbal report was given by the MWIF Liaison as FYI. WAP FORUM: No report. GGRF: A verbal report was given by the Chair as FYI.. NEW BUSINESS An invitation to the GPP Future Evolution Workshop during the period of -0 October 00 in Helsinki, Finland (S ) was presented as FYI. The CDG Technology Vision (S ) was presented. CDG indicated that this document is intended to guide the evolution of wireless systems over the next five () to seven () years.. OLD BUSINESS: The Chair initiated a Vision AdHoc to develop the GPP Vision Document to guide the organization s activities the next -0 years and to serve as GPP points of contact for both the ITU and CDG related activities. Nick Mazzarella (Lucent) was named as Convener for this group. Volunteers were noted and the TSG Chair agreed to support the effort of preparing terms and conditions. The idea of working with the CDG to setup a workshop to facilitate this research was also noted. There was substantial discussion regarding the scope and magnitude of this effort. In addition, TTA committed their support to this activity. The AdHoc was tasked with the following by closing Plenary: Identify potential membership Basic terms of reference Future meeting schedule and workplan Qualifications of Chair(s) The CDG Technology Vision document was also remanded to this group. This correspondence distributed the attached Stage for review and comment as baseline text for the next point release. Proposed correspondence to all TSGs regarding three () Stage descriptions from the TSG-S All IP AdHoc (S ) was presented. This correspondence included the following Stage descriptions as attachments: Network Security from External Impacts SIP Registration in a Multimedia Domain Architecture for Hand-off Requirements This correspondence was approved without objection for transmission as modified by the discussion (S R). S.P000 EMS Stage (S ) was presented. This document was approved without objection for publication as modified by the discussion (S R). WG Report (S ) was presented by the WG Chair, Jörg Schmidt (Motorola) as FYI. Reviewed correspondence from GPP SA and ITU-T SG regarding charging and billing. Although these were FYI for WG, they were required to be forwarded to TSG-P and TSG-N as FYI. Completed update of S.S00 OAM&P Specification. Decided that S.R00 should also be updated based on the changes to S.S00. Proposed correspondence to TSG-N and TSG-P regarding Liaisons on Billing/Charging Activities of GPP SA and ITU-T SG- (S ) was presented. This correspondence was approved without objection for transmission. S.S00 OAM&P v.0 (S ) was presented. This contribution was approved without objection for publication. PMT Report (verbal report) was presented by PMT Chair, Bob Plunkett (Quicksilver), as FYI. Noted correspondence from TSG-N indicated that EMS was complete by the addition of a service indicator. Noted an appeal on the inclusion of Packet Data Call Surveillance in the GPP workplan from KDDI, Fujitsu, Hitachi, and NEC. The appealers have requested SC review of their concerns.

Bob Plunkett noted his resignation as the PMT Chair and that this was his last meeting. The TSG-S Chair publicly thanked Bob for his ½ years of outstanding service in that role. The GPP MIS Coordinator will also bring the server to the next meeting. At that point in time, a volunteer will be solicited to be responsible for bringing the LAN to future TSG-S meetings.. ASSIGNMENTS: Although not specifically reviewed at the meeting, the following action items are noted in this report: All TSG participants were requested to review the Subscribed Rate Stage in advance of the next meeting.
