4 BACKGROUND The Forest Service Outdoor Recreation Accessibility Guidelines (FSORAG) and the Forest Service Trail Accessibility Guidelines (FSTAG) are the legally enforceable standards for facilities, routes, and features within the National Forest System. FSORAG provides guidance for maximizing the accessibility of outdoor recreation areas while protecting the unique characteristics of the natural setting. ITEMS TO BE DONE BEFORE ENTERING THE FIELD Remember to do these items in the office connected to the internet. FS ACCESSIBILITY DATABASE SURVEY TOOL 4
5 PROJECT MANAGER INFORMATION 1. Reserve a vehicle with the capacity to fit the crew. 2. Train and certify needed drivers. 3. List all the sites needing to be targeted with priorities identified, as well as any special planned overnight trips, to plan surveys accordingly. 4. Ensure crew lead knows how to read maps, use radio, knows Region, Forest, and District of destination. 5. Train crew lead in operation of all materials. 6. Ensure crew members have read entire Field Users Manual. 7. Provide resources/support for crew lead as needed to complete their tasks. 8. Gather materials. FS ACCESSIBILITY DATABASE SURVEY TOOL 5

7 INFORMATION TO KNOW BEFORE ENTERING THE FIELD 1. Region, forest, district. 2. The smart device will overheat if in direct sunlight. 3. Try to do surveys under shade when possible. 4. When not possible, do surveys with your back to the sun to use shadow as protection for smart device. 5. Concept of Latitude & Longitude and how they refresh on the smart device. 6. The Latitude & Longitude is obtained when Collect is selected in the 123 app so wait to Collect until you are at the actual physical location of what you are surveying. 7. The terms clear space and firm and stable will always refer to the ground adjacent to the item in question-never about the item itself. 8. Reference the question mark icons for unknown terms/clarification. 9. When surveying for Tent Pad: Remember it is not a requirement to be present at each campsite. All lush grass does not constitute an obvious designated tent pad. If no obvious tent pad, state composition in why nots. 10. All standards legally enforceable come from the FSORAG and ABAAS. 11. There is a difference between a Trails Survey and the Trails portion of THIS survey. FS ACCESSIBILITY DATABASE SURVEY TOOL 7
8 INFORMATION TO KNOW BEFORE ENTERING THE FIELD 12. How a 3-person team can be most efficient doing the surveys: i. One person on the smart device, the other two with a tape measure, smart level, weight, and guidebooks. ii. Everyone to become familiar with the types of questions needing to be answered. iii. The goal is to have the pair relay the answers to the person with the smart device without the smart device having to wait for the measurements to be measured. iv. For Example: The trio arrive to a new campsite site and click camping under facility. While the person with the smart device is writing down the name, the duo can go ahead and start identifying the type of unit and material while walking to the grill to start measuring it. The person with the smart device can start asking the first three questions while the duo moves to the picnic table and starts measuring. *it is important to note that once a measurement fails standard, you can stop measuring, identify why, and move forward* The person with the smart device asks questions and the duo responds with the answer while moving to the fire ring to measure-keep the strategy of the duo being ahead on the measurements while the person with the smart device writes them down and once in a rhythm, progress is efficient. Once those answers are taken down, go back as a group and state any remarks/recommendations as you walk over to the next site and repeat. FS ACCESSIBILITY DATABASE SURVEY TOOL 8
9 CREW LEADER INFORMATION Before going into the Field Ensure all Crew members have Read ENTIRE Field Users Guide. Go through the Accessibility Guidebook on Outdoor Recreation and Trails and both FSORAG Pocket Guides in their entirety and tab up your personal pocket guide at your pace. Understand the difference between an Outdoor Recreation Accessibility Route (ORAR) within a developed recreation site and Trail which is a route for recreational hiking. Dedicate 1 hour to go over FSORAG with the entire crew and have them tab theirs for easy reference in the field. Dedicate 1 hour to go over process laid out in Field Users Guide. Dedicate 1-2 hours to do a practice campsite survey. Go over measurements, looking for exceptions, actively seeking features to survey, and how to be more efficient next time. Reference Field Users Guide for process questions. Spend the first day studying the guides, volunteer agreements, JHA s, Webinar on accessibility. Ensure daily and weekly lists of sites are created in a way that will prove most efficient and coordinate with rec staff to learn about the sites, their proximity, and best routes to take. Coordinate with onsite rec tech to have access to everything needing to be surveyed unlocked and ensure no reservations at time of survey-group campgrounds may be reserved and buildings/gates may be locked with site specific keys. 10 CREW LEADER INFORMATION First time out in the Field It is crucial the crew understands the importance of integrity and to complete the surveys to the best of their ability. The whole process will be a slow start the first few times. The crew still isn t familiar with how to do all measurements, and no flow has been established yet-that is okay. Give a full walk through of doing a survey and provide examples of potential issues that can occur when locating a site- 1. Example: Stopping at a trailhead on the side of the road. There is also an interpretive section on the history of the trail. If you search for site under trailhead and cannot find it, it may be under the type interpretive. 2. Example: There is a fishing pier by a lake. You search under boating/fishing, but the site isn t coming up. That might be because boating or fishing isn t promoted (or hasn t updated on infra) to the lake, but rather the pier is associated to the day use area besides it. 3. The survey will ask why something is not meeting standards. When providing an explanation, include Subject, description of problem, measurements. Grill is cemented in; firm & stable doesn t meet because of a 5-inch crack from a tree root. Grill doesn t rotate and needs to be accessible from all sides. Picnic table transition from zones is too big a gap; 4-inches high. When you arrive to a site, look around and try to identify all features and items that will be surveyed. 11 REQUEST AGOL ACCOUNT FOR FOREST SERVICE EMPLOYEES The link below is internal to the Forest Service and isn t an internet link. If you are an FS employee you can request an AGOL account here. If you are NOT a Forest Service employee your unit coordinator (FS employee who is managing the survey) will request one for you. Please submit your address to the unit coordinator so they can acquire an AGOL account for you. If you are a Forest Service employee please move forward with the following steps. 12 REQUEST AGOL ACCOUNT FOR FOREST SERVICE EMPLOYEES 1. Go to USFS- ArcGIS Online - W eb GIS Implementation. You will see the webpage below. Select Click here to Request Access to AGOL. FS ACCESSIBILITY DATABASE SURVEY TOOL 12
13 REQUEST AGOL ACCOUNT FOR FOREST SERVICE EMPLOYEES 2. You will then be redirected to AGOL Request Form. Please fill out Requester Name, Requestor , Requestor Phone #, and Region / Station / Area. Then click submit once finished. The owner of the new account will receive an sent to the Requestor entered above. Once this is received, the recipient will need to set their AGOL password. Make sure not to forget your username and password. You will need it throughout the survey season. When the account is setup and password set, notify the applicable Regional Accessibility Coordinator (RAC) Regional Accessibility Coordinator and they will arrange for the survey to be made visible to the user. Allow 1-3 days for this step to be completed. When this is done, the survey will show up as available for download on your mobile device in the Survey123 app. FS ACCESSIBILITY DATABASE SURVEY TOOL 13

Tap the Cloud with the down Arrow to download the FS Accessibility Database (FSAD) Survey Tool. Make sure it is the one with the most recent date. FS ACCESSIBILITY DATABASE SURVEY TOOL 17
18 DOWNLOADING A SURVEY FOR A SMART DEVICE 9. Once the Survey is download you will be taken back to My Surveys screen. Tap FS Accessibility Database (FSAD) Survey Tool to get started. FS ACCESSIBILITY DATABASE SURVEY TOOL 18

20 1. The survey will open, then tap Collect to start collecting data. 2. Next tap Allow to let the Survey123 Application know your location. FS ACCESSIBILITY DATABASE SURVEY TOOL 20
21 3. Use the pull down menus and text boxes to start entering data. Please enter as much data as possible. FS ACCESSIBILITY DATABASE SURVEY TOOL 21
22 4. Use the menu to select a Region. Once this has been done, you will see that Forest then has been populated menu for you to select from. 5. Next select a forest by taping the menu then tapping the circle next to the forest you want to select. FS ACCESSIBILITY DATABASE SURVEY TOOL 22
23 6. That will then populate the districts. You will then need to select a district. Please be patient after making a selection. 7. Next tap the Drop Down for site type and tap an item from the drop down. If you don t see what you are looking for Tap the white space in the box and move your finger up to scroll for more options. Please be patient after making a selection. Each of these Site Types will change the criteria within the survey. Please answer to the best of your ability. The Guide only has the camping Site type shown. FS ACCESSIBILITY DATABASE SURVEY TOOL 23
24 8. Now select the site common name. Tap the Drop Down and then tap the Name of the item you want to select. If the name of the site is not listed go to step 10. FS ACCESSIBILITY DATABASE SURVEY TOOL 24
25 9. Then Tap Yes or No if the Survey was able to find the Site Name. If Yes the next few new Items will be auto filled from INFRA or the information you fill in below. You will need to skip these boxes. If No you will need to fill in the Site Name and enter it in the space provided. If the location is not entered in the field this could result in a significant workload after the facts or loss of the data collected. FS ACCESSIBILITY DATABASE SURVEY TOOL 25
26 10. Next tap in the Survey Crew and type in the name or members of the crew. 11. Next answer the question what animals are allowed? FS ACCESSIBILITY DATABASE SURVEY TOOL 26
27 12. Next you will need to collect the information for the Site type which you selected above. Tap the amenities available for use at the site. FS ACCESSIBILITY DATABASE SURVEY TOOL 27
28 13. Tap the feature available for use at the site. 14. Once that is done you can either take a picture of the site or add one that you have already taken. Tap Camera button to take a new photo. FS ACCESSIBILITY DATABASE SURVEY TOOL 28
29 15. You will need to allow the app to access your phones and calibrate the camera before shooting the photo. If you have already taken a photo of the site tap the Documents Folder. 16. This will then pull up your photos and you can select from any of these options. FS ACCESSIBILITY DATABASE SURVEY TOOL 29
30 17. You will have the option to rotate your photos as well. Please make sure they are in the correct rotation before moving forward. 18. Next fill in the Campunit group starting with the Name of the Campunit. FS ACCESSIBILITY DATABASE SURVEY TOOL 30
31 19. Next take a phone of the campunit by taping the camera. 20. If you have a photo on file you can take the folder icon to use a photo you have already taken. FS ACCESSIBILITY DATABASE SURVEY TOOL 31

58 SAVE SURVEY 1. When you are ready to save the survey, tap the checkmark in the lower right hand corner. 2. You have three options to choose from, Send Later, Send Now and continue this survey. You should tap Send Later. Send now is if you are connected to Wi-Fi. If you want to go back to your survey tap Continue. FS ACCESSIBILITY DATABASE SURVEY TOOL 58
59 SAVE SURVEY 3. Once you get back to the office and connect to Wi-Fi you will need to tap on the Outbox. 4. You will then see Completed Survey. Tap Yes to move forward. FS ACCESSIBILITY DATABASE SURVEY TOOL 59

61 HOW TO SURVEY A GROUP CAMPUNIT WITH MULTIPLES OF THE SAME FEATURE If there are multiple picnic tables, fire structures, tent pads within a single campunit fill out all the information for the first set of them then hit the repeat + button. set of them then hit the repeat + button. 62 HOW TO SURVEY A GROUP CAMPUNIT WITH MULTIPLES OF THE SAME FEATURE On the second round for this campunit, select campunit in the features list, name it the same (e.g. #15) and answer only the pertinent questions (picnic tables, fire structures) for the additional (second, third, fourth, etc) campunit features (not overall site features). 63 TIPS TO IMPROVING GNSS/GPS ACCURACY Turn device on 5-10 minutes before testing, outside in the open. Make sure the receiver antenna is facing up, don t carry at your side. Center the antenna/device over the feature being recorded. Keep receiver away from your body or large obstructions. Keep software, applications, and firmware up to date. Post processing does not always improve GNSS accuracies. Connect to a high quality external receiver or antenna. FS ACCESSIBILITY DATABASE SURVEY TOOL 63
64 WHEN NOTIFIED OF A NEW VERSION OF THE SURVEY IS AVAILABLE NEW VERSION OF FS ACCESSIBILITY DATABASE (FSAD) SURVEY TOOL When a new version of the FSAD Survey Tool APP is released, the RACs are informed and pass the information to all those in their region who have been authorized to download the FSAD Survey Tool APP. FS ACCESSIBILITY DATABASE SURVEY TOOL 64
65 DELETE OLDER VERSION DO NOT DO THIS UNLESS ALL DATA HAS BEEN UPLOADED The Survey Tool APP users then need to delete the outdated versions. 1. Select the FASD Survey Tool version you want to delete by clicking on it in the My Surveys menu of Survey123. (This is the versions you previously downloaded to your device.) To delete an outdated version of the FSAD Survey Tool APP in order to update it the latest version a user does the following: FS ACCESSIBILITY DATABASE SURVEY TOOL 65
66 DELETE OLDER VERSION 2. Select the three line menu in the upper right of Survey Select Delete Survey. Then to get the new survey select Get Surveys FS ACCESSIBILITY DATABASE SURVEY TOOL 66
67 REINSTALL SURVEY Then on WiFi download the latest version. The downloadable FSAD Survey Tool APPs in Survey123 are all time and date stamped so it s easy to select the latest version. FS ACCESSIBILITY DATABASE SURVEY TOOL 67
