SEIS ICT services and Service Oriented Architecture described on a high level, without referring to specific implement at ion t echnologies and st andards. The document closes by proposing a rough and very preliminary action plan for the implementation of SEIS ICT component s..udnrz-xqh 4
5 ICT Guidelines: more details Discussion of reporting aspects is decomposed into INSPIRE-like components: 0HWDGDWD: metadata elements and encoding formats for reported datasets and other resources, applicationspecific met adat a profiles. 'DWD6SHFLILFDWLRQV: solutions for modelling and encoding dat a report ed from diverse domains. 1HWZRUN6HUYLFHV: implementation options per each of the potential ICT services described in the Roadmap..UDNRZ-XQH 5
6 ICT Guidelines: more details For each of the above components, the standards and technologies adapted by INSPIRE in the same component s were assessed for usabilit y for SEISspecific needs. CSW, WMS, WFS, ISO 19115, ISO 19139, SOAP-based Web Services, XML Schema. ISO19 and OGC standards leave enough extensibility points to use them not for spatial features, but caution to be taken when actually doing so, as using for not original purpose might cause confusions. Other technologies and solutions were discussed as well, relying on experience from Report net. RDF, RDF Schema, OWL, Semantic Web, Linked Data.UDNRZ-XQH 6
7 ICT Guidelines: more details The chapter about volunatrily provided data assumes that solutions should be as flexible, easy to implement and cheap as possible, and they should support understanding the semantics of such data. For these criteria, solutions based on Semantic Web, Linked Data, RDF and OWL were found suit able, based on first experiment s in Report net. But voluntary data that is offered only in vendor specific formats and through trivial transport means, should also be t aken int o account..udnrz-xqh 7
8 Important notes The high-level description of services and Service Oriented Architecture in ICT Roadmap leaves possibilities to consider a variety of technologies and standards for implement ing t hem. This is leveraged by the ICT Guidelines and the same can be done by further SEIS ICT specification efforts. Therefore the Roadmap should not contradict neither with recent developments that have been made towards SEIS in Reportnet, nor with the technological approaches that have been chosen to implement SEIS-like principles in INSPIRE..UDNRZ-XQH 8
9 Important notes The action plan proposed in the closing sections of the Roadmap is only preliminary and it depends on various aspects, such as financial and organisat ional support for t he init iat ive, software implementation estimates once specifications are clear, etc. The proposed timeline is relative to the starting date of the action plan which is left open. The action plan is expected to remain subj ect to many changes (both in terms of content and timeline) as the SEIS specificat ion and implement at ion progresses..udnrz-xqh 9
10 Important notes The Roadmap should be read first. But both documents should be read to get the full picture. In WP5 of NESIS, the two documents will be integrated into a single document to avoid confusions that might result from keeping them separate..udnrz-xqh 1 0
11 Impact of SEIS legal status The future legal status of SEIS is currently still not fixed. Identifying if SEIS will have any legal impositions or not, could significantly help to draw t he ICT framework of SEIS. For example, among other criteria, the choice of standards and technologies also relies on whether SEIS compliancy will be implemented voluntarily or mandatorily in the context of part icular law..udnrz-xqh 1 1
12 NESIS WP5: the validation phase For example, first feedback has already indicated that the two documents leave an impression as if SEIS is a component of INSPIRE while it should be vice versa; technologies change, so maybe better to focus on typical reference problems and explain requirements to the technology for solving them. NESIS WP5 provides possibilities to improve these and ot her issues t hrough act ive feedback process..udnrz-xqh 1 2
