If we deno statistical classifications (e.g. ICD-10) and rminologies (e.g. SNOMED) as ontologies we have to distinguish at least three levels. Firstly, there is an ontology like ICD-10-GM It is, as it is. It is not a representation of something. Consequently, it is not a model. Secondly, we have a family of ontologies, the ICD or the ICD-10, sharing a common structure, common rules, the domain and the area of application. That could be call a model, but the model does not exist explicitly, because it summarizes different instances like ICD-9 WHO 1996, ICD-10 WHO 2006, ICD-10-, ICD-10-CM 2012, Thirdly, something like ClaML exists; ClaML is a language able to represent statistical classifications. So, if one is looking for a model of ontologies, ClaML is the most obvious option. Avoid the phrase model of ontologies. Replace that sennce with.. a metamodel for a registry that can regisr ontologies and models of a specific type such as process models or....
