1 Questions and Answers DOH Security Surveillance System and Installation 1. Will cameras be set to motion event or continuous recording? This will affect bandwidth calculations The cameras will be set to motion events. 2. The 64GB SD card will not be able to hold 30 days of recording time unless the parameters are set very low. It will have to be set to a low frame rate, low bit rate, low resolution and/or motion-based recording - was this your intention? The idea will be to transfer the data daily, out of offices hours, to the central NAS. In the event of a communication or NAS problem, we want the camera to hold as much data as possible, so when the problem is solved, no data is lost. If after these considerations, the 64GB capacity can be exceeded, an optional interface for an external storage device is required. 3. Page 19 indicates a requirement for 30 days of NAS storage at FLHC, however the table on page 20 indicates a 6 month NAS storage requirement. Which one is correct? 6 months of off-site NAS recording with RAID5 will be very expensive. Moreover, one camera recording at a 1 meg bit rate could use several GBs per day- This will require immense upload bandwidth, even if offloaded every evening by all 118 cameras. The correct NAS storage is 6 months. Keep in mind this is motion base recording and the resolution could be adjusted. 4. The specs indicate external storage should be: "Directly on NAS and PC/Server without additional recording software" - Does this mean you want X cameras recorded on NAS and Y cameras recorded to server? Or all recorded to NAS and just have the capability to record to server? Recording should always go to NAS and just have the optional capability to record to a server 5. Is the full service maintenance agreement for years 2-4 included in the 150K budget? No, maintenance for years 2 to 4 is not included. NOTE regarding RAID5 vs RAID6: Although RAID5 is slightly cheaper, RAID6 utilizes two independent parity functions and may be a better choice for such a large NAS/SAN that could potentially require hard drive replacements every 20,000 hours or so.

2 Regarding the note, any proposal that meet or exceed the specifications is welcome, as far as it is within the budget. 2) Please give a detailed explanation of what is to be provided under the optional years 2-4 full service maintenance. The following is what we expect: Parts and labor should be included. An optional replacement kit on premises that could be used by our technicians to initially solve the problem. What NAS device will DOH use for the storage for this video data? The NAS device is to be proposed by the vendor. 2. Will the NAS storage be a separate procurement? It should be part of the procurement. The IP Cameras must be able to independently record all events onto an on-camera storage device with capacity to hold up to 30 days of recording. Can you please be specific as to the requirements for the 30 days of recording? If recording is to be done on motion only, can you please advise: # of events per day (estimated) This is difficult to estimate as every location has different types of activities. All camera video recordings should be capable of being offloaded periodically onto a NAS storage unit during off-peak hours and be capable of storing up to 6 months of video recording. Can you please be more specific as to what periodically means? Daily, out of office hours. Is the requirement to have the offload be done automatically without operator intervention? Should be scheduled, without operator intervention. Can you provide specific details as to the bandwidth that is available between all the locations and the NAS location? Some locations have 1.5 T1 other locations have bounded T1s. State route 84 has a 15 meg metro-e circuit. Management software should provide tools to search through recorded video from multiple cameras to quickly locate one or more video clips pertaining to a security event. If recording is only on motion, not event due to analytics, then the only search function available is a motion event, will this be acceptable? Recording wise, motion base event is the minimum requirement. However additional event do to analytics like head count will be desirable. When you state search recorded video from multiple cameras, where will this search happen; how many workstations will be required and if none, how many client stations. Search recording will happen on the NAS and on the cameras, when the event searched still on the camera storage. There are not dedicated workstations for the camera system, but NAS and cameras will be accessible by MIS tech workstations.

4 The surveillance system is intended to be un-manned; it is to be used primarily for forensic event searching and video exporting. Can you be more specific as how and where will the video be exported and by whom? Video export will be to a workstation by the MIS department only. FRAME RATE Most cameras have the ability to select frame rates. Can you please confirm which is the frame rate that will be used by cameras? 30 fps You list 4 compression formats. Are we to assume that cameras need to be able to compress in all four or we just need to comply with one? MxPEG is a PROPRIETARY format; if we are presenting a different camera that has the other three, will this be accepted? Preference will be given to equipment that has the four compression format. However, cameras that comply with all other requirement and have the other three compression format will be accepted. You list USB as one of the interfaces. Most of the cameras today do not have a need for USB, will you accept cameras that do not have a USB port or do we have to stick to the manufacturer that has it? If the SD storage capacity on the camera is exceeded, then a USB for an external storage device is required. You request ½ CMOS progressive Scan Most modern technology cameras have sensors that are smaller than ½ and provide enhanced performance. Will you accept cameras that have other size sensors? The Management software is a separate requirement and could be an EDGE technology approach. You list 4 compression formats. Are we to assume that cameras need to be able to compress in all four or we just need to comply with one? The blue prints provided do not have any camera locations nor information on what it is you want to see. During the visit we were not informed as to what it is each cameras purpose to be. Are you looking to identify individuals or just see general movement? Just general movement. Can you provide more specific information as to the purpose of each camera so that the right lensing can be included in the quotation?

6 The purpose of the cameras is to cover the movement of people on the public areas, as emphasized on the walk through. The speed with which you can off load the local video onto the NAS is directly related to the bandwidth available. Can you please provide specific details as to the bandwidth available between each location and the main NAS location so that we can do some calculations? Off load of local video to the NAS will be done out of hours. Some locations have 1.5 T1 other locations have bounded T1s. State route 84 (Main Building) has a 15 meg metro-e circuit. Can you please confirm the location of the IT/ server room where the switches will be located so that we can estimate cable runs to the camera locations? There is not a centralized IT/Server room. Each location has its own server room/wiring closet where switches will be located as it was pointed out during the walk through. Can you please confirm if there is conduit available from the camera location to the IT/Server room? If not will exposed conduit is allowed? There are places where conduit is available and can be used. Exposed conduit will be allowed, when no other option is available. In some indoor over the ceiling and in wall cabling cases, conduits are not necessary. Who is responsible for the switches? The vendor should supply the switches as per specifications. We manufacture and install Epoxy, Urethane & MMA flooring and would like to provide pricing to you for this project. This is usually found in division 9 of the specifications. This product is not part of the specifications and requirements of this ITB and therefore is not applicable. When will the questions about the Department of Health surveillance bid be answered and posted? As per the information stated on the timeline. What is more important for the salesperson to consider when providing WIC with an estimate, meeting their specifications or meeting their budget?

7 For clarification purposes, this is not a WIC project only; it is for the entire Florida Department of Health in Broward County. Both, meeting or exceeding the specifications and is within the budget are required. What is the current bandwidth from each facility going back to the main building where the NAS will be located? It will be motion base recording with the following characteristic: Frame rates : 30 fps Resolution: 720p or better The ITB specifies cameras with the capability of storing video on an SD card up to 64GB but does not specifically ask that they be provided. Are 64GB SD cards required to be provided for each camera? No, they are not. Assuming permits are required, who is responsible for payment of permit fees? The vendor. Is there a security control room where the video is monitored? If so, how many screens are present in this room? If not, how is the video monitored? As per specification, it is an un-manned system, used for forensic purposes only. The specification for the outdoor cameras includes "Bidirectional, IP telephony (VoIP)" Please explain how this function is to be used. Does DoH intend to initiate calls from the camera? Does DoH intend to initiate and / or receive IP telephony communications through the security surveillance system? If so, please explain if these are direct IP calls or if they are going through a proxy / registrar. There is no initial specific intent to use this functionality as yet, but if used it will be as an intercom.
