4 1 PURPOSE This Statement of Work (SOW) provides material and labor descriptions for the installation of a video security system at, Gorman Yard Field Office. 2 GENERAL The County of Los Angeles Department of Public Works shall be known as DPW. All labor and materials shall comply with the requirements of this SOW. 3 ACCEPTANCE POLICY DPW reserves the right to reject any piece of equipment that fails to meet the DPW requirements. The Contractor is responsible to correct all discrepancies and provide additional units as needed to meet the SOW requirements. 4 STANDARDS This project shall comply with applicable National Electrical Codes, Telecommunications Industry Association (TIA), Electronic Industries Alliance (EIA), Public Works Standards and Specifications and Permit References as noted. 5 SCOPE OF SERVICES A. Project Kickoff and background Review the details of this SOW to ensure a clear understanding from both parties of the project goals and expectations. Review the roles and responsibilities of the Contractor resource and DPW. Review the schedule for the project tasks and coordinate a high level project review. Identify the project managers and other key contacts involved with the project. B. System design review and network and deployment planning Review the architecture and design of the proposed video security system and provide feedback and/or suggestions for improvement. Engage with DPW s team to understand business reasons behind current system proposal. Review DPW network environment to identify any network or external dependencies that may interfere with the deployment design and schedule. C. Video security installation and review Installation of nine cameras and network digital video system hardware and software. Recording: Receive, index, and archive video security feeds at a minimum 3 megapixels and 10 frames per second (fps) for 30 days. Monitoring: Dynamically switch display(s) among live video security feeds. Provide minimum 1080p high definition monitor. Review and Export: Recall recorded video, and ability to export to external media. Viewing from local and remote workstations. Viewing from Apple ios and Android devices connected to the Local Area Network 6 MAIN LOCATION Gorman Yard (RD 556A), Gorman Post Rd, Gorman, CA SITE LOCATION AND DESCRIPTION All cameras will be installed outdoors. Refer to Camera layout diagram. Office Trailer - Install four (4) cameras on the outside of the trailer. Page 4 of 13

5 Garage Building Install three (3) cameras on the outside of the garage. Fuel Station - Install two (2) cameras under the fuel station canopy. 8 SCHEDULING The work schedule and installation of equipment shall cause minimum interruption. The Contractor shall coordinate all work fourteen business days prior to the start date. Work shall not begin before the scheduled start date unless agreed upon by the DPW. 9 CONTACTS Jennifer Din, ISD Purchasing and Contracts Analyst (323) HOURS All work must be performed during regular business hours. Tuesday through Friday from 8:00 a.m. to 4:00 p.m. PST 11 DOCUMENTATION The Contractor shall provide equipment documentation for ALL components to DPW upon completion of installation. This includes set up and test documentation, operation manuals, user guides, and programming or maintenance manuals for each system. Updated documentation shall be provided to the DPW for all design changes, hardware changes and any other modifications pertaining to installation. An equipment inventory shall be provided upon completion of installation. 12 NETWORK COMMUNICATION AND REQUIREMENTS Install conduit and Ethernet cabling at each camera location thereby providing network connectivity back to the SALIENT Video Management System (VMS). Each camera location will utilize power through the Power over Ethernet (POE) functionality of the two (2) new Cisco POE switches being purchased and installed inside the office and inside the garage building. Each camera location must be tested and proven to provide clear video transmission when accessed through the web based console and through mobile devices such as a smart phone. Page 5 of 13

6 13 SECURITY STANDARDS Cameras, recording devices, and video storage equipment must provide user authentication mechanisms (e.g., user ID/password, Active Directory, 802.1x/RADIUS, WPA2, etc.) Cameras, recording devices, and video storage systems must support encryption for user authentication credentials (e.g., passwords) in storage and transit. Default vendor passwords must be changed on all devices. Automatic login features should not be used. Video security systems must support the creation of unique user accounts. Cameras, recording devices, and video storage equipment must have the capability to limit user access to required functions (e.g., multi-level user access for administrators, operators, view-only, etc.) Wireless network video traffic must be encrypted to ensure the security and privacy of the video content (e.g., WPA2/AES). Video security system devices must be managed via secure network protocols (e.g., SSH, HTTPS, SNMP v3, etc.); clear-text management protocols should be disabled. Page 6 of 13

7 14 WORK DETAIL 14.1 All Network Communications equipment and others related outdoor equipment must be sustainable to withstand outdoor environment and temperature must be between -30ºC to 55 ºC (-22 ºF to 131 ºF) All outdoor conduits must use rigid conduit All electrical and electrical junction boxes must be NEMA (National Electrical Manufacturers Association) rated Contractor must comply with National Electrical Codes where applicable unless otherwise specified by DPW All cable and wire must be high grade, outdoor UV-rated and meet NEC specifications standard All network cable must be outdoor UV-rated CAT 5e or CAT6 shielded cable with the specification of 10/100/1000 Mbps All underground electrical conduits must be schedule 40 or higher PVC. The PVC conduits must be buried at a minimum of 18 inches from the ground to top of the conduit All grounding material used must be copper All equipment must be new, no refurbished equipment will be accepted All cameras must be mounted to secure against high wind conditions. 15 CAMERA 1 WEST CORNER ROOF CAMERA 15.1 The camera must be an Axis P3367-VE or equivalent and must come with heater, fan, 15.2 A 2 pole must be installed to top corner of the trailer for camera installation and the camera must be mounted on the pole using a pole mount. 8 16 CAMERA 2 GATE CAMERA 16.1 The camera must be an Axis P3367-VE or equivalent and must come with heater, fan, 16.2 A 2 pole must be installed to top corner of the trailer for camera installation and the camera must be mounted on the pole using a pole mount. 17 CAMERA 3 SOUTH OFFICE CAMERA 17.1 The camera must be an Axis P3367-VE or equivalent and must come with heater, fan, 17.2 A 2 pole must be installed to top corner of the trailer for camera installation and the camera must be mounted on the pole using a pole mount. 18 CAMERA 4 NORTH EAST OFFICE CAMERA 18.1 The camera must be an Axis P3367-VE or equivalent and must come with heater, fan, 18.2 A 2 pole must be installed to top corner of the trailer for camera installation and the camera must be mounted on the pole using a pole mount. 19 CAMERA 5 FUEL STATION CAMERA 19.1 The camera must be an Axis P3367-VE or equivalent and must come with heater, fan, 19.2 The camera must use pendant mount type to install. 20 CAMERA 6 WEST FENCE CAMERA 20.1 The camera must be an Axis P3367-VE or equivalent and must come with heater, fan, 20.2 The camera must use pendant mount type to install. The pendant will be installed under the fuel station canopy. 21 CAMERA 7 EAST GARAGE CAMERA 21.1 The camera must be an Axis P3367-VE or equivalent and must come with heater, fan, 21.2 The camera must use wall mount type to install to the structure. 10 24 DPW REPONSIBILITIES DPW shall: Provide access to existing computer and monitor to be used to access the video security system. Provide input for the development of configuration documentation. Provide IP addresses and subnet masks and existing DNS and DHCP server configurations information, if applicable. Provide a list of users, security levels, and access privileges and define the Video Security system administration and securities policies and any other special requirements to be implemented in the product. Provide a staging room with adequate table space, power, grounding, and network infrastructure as specified in the staging plan to allow the vendor to stage and configure the product. Provide access to the building and affected areas to facilitate installation and testing. Coordinate work efforts between DPW and the Contractor. DPW may: Test any equipment and systems operation to ensure no failure operation before and after installing the actual equipment in the field. Verify the grounding connections of all installation physically and the nature of the installation. 25 CONTRACTOR RESPONSIBILITIES Develop configuration documentation with input from the customer and/or network design team. Develop the implementation-specific network diagram with input from the customer and/or the design team. Install rack into DPW office. Mount digital video system, switch and UPS into rack. Install video security monitor. Configure the Video Security system for maximum conformance to the desired access and security policy. Receive, inventory, and record serial numbers for the product at the on-site staging location. Provision and configure all nine (9) cameras. Install conduit and Ethernet cabling for all cameras. Test all new equipment prior to installation. Install the equipment and all other hardware specified in this Statement of Work. Provide all documents related to the equipment hardware and software installed. Provide system layout diagram in detail related to the equipment installed. Provide two hours of administrative instruction and one hour of on-site training to at least three users on system installed. Session should cover the following: Introduction to Video Security Add/delete cameras Change Recording parameters Add/Change/Delete users Basic maintenance Basic troubleshooting techniques 26 WARRANTY The Contractor must provide at least one year of parts and labor in the service maintenance. 11 27 PRICING Provide detail of costs for all major material, labor and sales tax for the items required in this SOW. List the items on a Unit Bid Sheet. 28 PAYMENT AND PENALTY Contractor must fill out Unit Bid Sheets in order to receive partial payment for the completed portions of the job. Contractor must complete the work within two weeks after award of this Contract. The amount of $500 will be subtracted each day from any monies due the Contractor if not finish by the time specified. 29 SIGNATURES By signing below, the Contractor agrees to this SOW. Purchase, install, and configure nine (9) Smoked Vandal Day/Night 5MP IP Outdoor IP Domes (AXIS P3367-VE) or equivalent. Purchase and install four (4) AXIS Pole Mount for P3367 Camera ( ) or equivalent and securely mount cameras. Purchase and install two (2) AXIS Pendant Mount for P3367 Camera ( ) or equivalent and securely mount cameras. Purchase and install three (3) AXIS Wall Mount for P3367 Camera ( ) or equivalent and securely mount cameras. Purchase and install two (2) Cisco Catalyst ports Ethernet 10/100 PoE+ 1 dualpurpose 10/100/1000 and SFP ports LAN BASE (Cisco Catalyst 3560CG-8PC-S). One to be installed into NEMA cabinet located in the garage area, the other will be installed in office. Switches will be configured by DPW. Purchase and install one (1) 27u Middle Atlantic 19 gangable rack with caster wheel (PTRK- 2726MDK) or equivalent. Purchase and install one (1) Samsung 32 LED TV/Monitor (UN32F5500AFXZA) or equivalent. Purchase and install one (1) wall monitor mount or equivalent.
