1 CHATHAM AREA TRANSIT AUTHORITY RFP , ADDENDUM NO.2 DATE: February 15, 2013 ORIGINAL RFP NUMBER: PROJECT: CHATHAM AREA TRANSIT AUTHORITY VOIP This Addendum forms a part of Chatham Area Transit Authority s (CAT) Request for Proposals , VOIP, dated January 22, I. Inquiries from Vendors and CAT Responses Inquiries received by 5:00 p.m. on February 13, 2013 for CAT s Unified Communication RFPs , , and are listed below along with CAT responses: Questions received from Avaya: Q1: Please describe the data network you would need provided to support the VoIP system. Outline specifics such as: Will the phone provide a Ethernet port for another desktop device like a PC? A1: No. Will you want the phones and (if needed) this 2nd port to provide 10/100/1000 switching? A1: Not Applicable. Will this network need to provide routing to any other network? A1: The system will need to support the Operations Center and the Transit Center. All network routing necessary for this function will be required. Q2: Please describe the physical location or locations of ALL external trunking you will need terminated in this VoIP system. A2: This will be discussed during Design Review process if needed. Q3: Please describe the physical location of the primary VoIP processor and the redundant VoIP processor. A3: Processor will be housed at the Operations Center at 900 East Gwinnett Street, Savannah, GA location. If redundant Processor is proposed, it can be housed at the Transit Center on 510 West Oglethorpe Ave, Savannah, GA Questions received from Stanley Security Solutions: Q4: Can the sets of E and T drawings be posted so that we may have them to prepare our quotes? A4: Yes. The drawings are being hosted at Clayton Digital Reprographics, Q5: Will the above ceiling space be plenum? CAT RFP , Addendum 2 February15, 2013 Page 1
2 A5: Yes. Q6: The video system must interface with the planned access control system. In order to comply with this requirement, we must know the manufacturer and model of the access control system. Can we be furnished that information? A6: Stanley and Security 101 are providing a DSX brand access control system using a DSX-1048 controller and their SQL version software. Questions received from NetAge: Phones: Q7: Do the phones need to support Gigabit PC connections? (If so, the PoE switching and phones themselves will need to have Gigabit ports) A7: No. Q8: Control Center/Dispatch phones what are their requirements? Receptionist: A8: The same functionality as the customer Service IP phones. Q9: Additional line capability hardware or software console? A9: Provide capability and proposed solution in your proposal response Q10: Will the receptionists require or desire to service common queues or act as backup for each other? A10: Yes Q11: How many queues will each site need? (Or will each site have just one queue?) A11: Please see the scope document and provide proposed solution that meets the needs. Q12: Expanded Display Please explain more Faxes: A12: Provide expanded display based upon additional capability requirements for those type of phones. Q13: Are there any analog faxes/modems whose number will be coming through PRI or SIP? If so, how many devices? A13: No. Q14: Fax from Desktop How many users will need that functionality? Will they need Unified Messaging in Exchange? How many concurrent fax channels would you estimate for send/receive from desktop? A14: Please refer to the RFP. It explains these requirements. 3 Vendor Guarantee: Q15: RFP states that Vendor must guarantee 99.99% system uptime? Can you please expand to confirm if this is extended to each function as well as each site? How do you plan to measure and treat any deviations? A15: This is extended to each critical function at each site. Measurements and deviations will be determined at a later time. System Redundancy: Q16: Is this applicable to? Call Control A16: Yes Voic A16: Yes Customer Service? A16: Yes Fax over IP A16: No Speech Recognition A16: No Location Redundancy: Q17: Site Level (What if Op Center fails?) A17: Yes Q18: Device Level? Servers A18: Only for critical functions Voice Gateways A18: Only for critical functions Switches for Servers A18: Only for critical functions Customer Service: Q19: Have indicated a total of 18 phones for customer service agents. Does this count include customer service supervisors as well? A19: Yes Q20: Do you have a concurrent number of service agents and supervisors that will be logged in? Or should we license the system for a max of count determine as above? A20: Unknown at this time. Q21: Do you need recording of customer service calls? 4 A21: No Q22: Language Will this be just US English? If not what other languages need to be offered for speech recognition for callers to be directed? A22: Yes, US English only. Voice Gateway: Q23: What type of voice circuits will be delivered to each site? o Op Center PRI or SIP? How many sessions/circuits? o Transit Center PRI or SIP? How many sessions/circuits? A23: Please provide in your proposal as to what best meets the RFP requirements. Questions received from Converged Communications: Q24: What type of output/input format is the CAD/AVL Interface? I understand it is based upon GIS and is transmitted wireless to a given point, is there a sample data output/input from the receiver point that can be made available as to best design a reliable integration? A24: Integration will be done through web services. No data is available at this point but can be made available to the winning proposer at Design Phase. Questions from Security101: Q25: During the site visit on February 7 th with Ramond Robinson it was said there was a consultant who designed the CCTV system outlined in the RFP. What is the name, phone number, and address of the consultant? A25: This Information is not available for release. Q26: Is the consultant bidding on this project? A26: No. Q27: Page 22 of the of the RFP states, The video system shall integrate with the electronic Access Control system under Section Who is the manufacturer of this Access Control system? A27: DSX brand access control system using a DSX-1048 controller. What is the model of this Access Control system? A27: See above. What software is this Access Control system utilizing? A27: SQL version software. Who is currently maintaining this Access Control System? A27: Savannah Systems will maintain system. Contact Todd Foster, Q28: Should a separate proposal be provided for this Access Control System if it has not already been decided on or awarded to an integrator? 5 A28: No. Q29: Is CAT providing POE switches or are the POE switches to be included in the proposal? A29: POE switches are to be provided by the Vendor and should be included in the proposal Q30: What is the standard and/or manufacturer and model of the POE switches to be used at CAT? A30: Cisco switches are preferred. Q31: Are the 4 parts of the RFP being evaluated independently or will companies be penalized if they are bidding on a single portion rather than all 4 parts? A31: All 4 RFPs are being evaluated independently. Anyone bidding on single RFP will not be penalized. Q32: Does software support need to be included in the required warranty? A32: Yes. Q33: What are the most critical areas to be viewed by the CCTV system? A33: All areas Q34: Are there any scenarios where vehicle tags need to be captured by the CCTV system? If so, please specify in what locations and for what reasons. A34: No. Q35: During the site visit on February 7 th, conduit was discovered by the bus wash at the maintenance facility. Does this conduit run to the fueling station and can it be used to run cable for cameras at the fueling station. Questions from Speros: A35: There are 3 unused conduits in the ground, east of the bus wash exit, that have been capped and buried. They terminate on the east end of the fuel island. They may be used however each individual bidder must evaluate the appropriateness of their use for themselves. CAT will not guarantee their appropriateness, only that they can be used if so desired. Q36: Does the Customers Existing Managed Routers at both the Operations and Transit locations support redundant WANs with automatic failover for the Fiber and ½ T1s connections? A36: There are no existing managed routers between Operations and Transit Center. Redundant failover will be supported in the future between the two facilities. Q37: With regard to UPS systems to support power outages, what is the length of backup uptime requested in the event of an outage? And power failover to a Customer Premise Generator? A37: The vendor does not need to provide a UPS system. CAT RFP , Addendum 2 February15, 2013 Page 5
6 Q38: Configuration is specific to service type. Has CAT selected a voice service carrier for either PRI/ISDN or SIP trunks? A38: No. Q39: Need to Number of ACD Agents and Supervisor? A39: Unknown at this time. Will be discussed during the design process. Q40: Phone pricing is specific to connection type. Has CAT decided on the Phone network connection speed? 10/100 or Gigabit? A40: It will be 10/100. Q41: Is there is any advantage considered for a local business responding to proposal and/or if business is woman owned? A41: Please refer to RFP evaluation criteria. Questions received from Savannah Networking: Q42: Could we receive digital high resolution diagrams of building lay outs, all floors? Preferably with low voltage diagrams and electrical diagrams. Actual blue prints would great, even at our own costs. A42: The drawings are being hosted at Clayton Digital Reprographics, Q43: Are there fiber pairs available for our (VOIP and/or CCTV) dedicated use terminals? Is the selected vendor responsible for any fiber termination of those pairs, or will that be done by CAT staff? A43: Fiber pairs will be available. They will be terminated into ST connectors for use by the selected vendor. II. Price Proposal Template Please use the Price Proposal Template, Exhibit 1 to this addendum, for the price proposal portion of your submission.
