1 2013 AARP Survey of Pennsylvania Residents Age 50+ on Telecommunications AARP s Pennsylvania State Office, in response to its commitment to ensure reliable telecommunications service for all residents, commissioned this survey to explore the views of residents age 50+ on their telephone service. These results are based on a telephone survey fielded August 29 to September 7, 2013 with Pennsylvania residents age 50 and older. A total of 802 interviews were completed yielding a margin of error of ±3.5 percent. The data in this report have been weighted to reflect the age, gender and geographic location of the population age 50+ in Pennsylvania. An annotated survey of the weighted responses begins on page 7 followed by a description of the methodology. Survey-In-Brief Nearly all (94) Pennsylvania residents age 50+ are satisfied with their landline telephone service; however, they are split in their level of concern about future landline service rates. 97 percent of Pennsylvania residents age 50+ have landline telephone service in their homes. 67 percent of these residents are extremely or very satisfied with their landline telephone service and another 27 percent are somewhat satisfied. About half (54) are extremely, very or somewhat concerned about being able to afford the cost of landline service over the next three years while a little less than half are not very or not at all concerned (45). Four in five Pennsylvania residents age 50+ are unlikely to cancel their landline telephone service and use only a cell phone for all of their calling needs. 80 percent say they are not very or not at all likely to disconnect their landline service over the next 12 months and use only a cell phone. 50 percent say they receive some calls on their landline and some on their cell phone while only 11 percent say they receive all or almost of their calls on their cell phone. Three-quarters of Pennsylvania residents age 50+ strongly oppose legislation that would allow landline telephone service providers to terminate service in rural areas of the state. 74 percent strongly oppose allowing landline telephone service providers to stop service in rural parts of the state and another nine percent somewhat oppose this action. Opposition is stronger among rural residents compared to non-rural residents (85 percent versus 70 percent). More than half of Pennsylvania residents age 50+ opposes taking away the authority of the Public Utility Commission (PUC) to oversee the rates charged and the quality of service provided by landline telephone service providers. 58 percent strongly or somewhat oppose legislation that would take away the PUC s authority to oversee the rates charged by landline telephone service providers in Pennsylvania. 61 percent strongly or somewhat oppose legislation that would take away the PUC s authority to oversee the quality of services provided by landline telephone service providers in Pennsylvania AARP Survey of Pennsylvania Residents Age 50+ on Telecommunications Page 1

2 Detailed Findings Pennsylvania residents age 50+ are satisfied with their current landline telephone service; however, they are split in their concern over being able to afford this service over the next three years. Almost all respondents (97) say they currently have landline telephone service at home. Of those respondents with landline service, 67 percent pay a set monthly price for bundled services on their landline telephone while 29 percent do not. More than two-thirds are extremely or very satisfied with their landline telephone service. Another quarter indicates they are somewhat satisfied while only six percent say they are not very or not at all satisfied. Just over half is extremely, very or somewhat concerned about being able to afford the cost of their landline service over the next three years. On the other hand, nearly half is not very or not at all are concerned about affording this service. Four in five (81) respondents say they currently have a cell phone. Approximately three in five of those respondents with a cell phone are extremely or very satisfied with their cell phone service. Another third is somewhat satisfied while only eight percent are not very or not at all satisfied. 3 Pennsylvania residents age 50+ most often receive calls on both their landlines and cell phones. Half of respondents who have landlines and cell phones say they receive some calls on their landline and some calls on their cell phone. About two in five report that they receive very few calls on their cell phone. 4 Pennsylvania residents age 50+ are not likely to cancel their landline telephone service because they like the security this service gives them or they cannot depend on wireless service where they live. Of those respondents who are unlikely to disconnect their landline service, a quarter (24) says it is because they want to have security in case of an emergency or power outage. About one in eight says they will not disconnect their landline service because wireless service is not dependable where they live (12). Pennsylvania residents age 50+ strongly oppose legislation that would allow landline telephone service providers to terminate service in rural areas of the state. Of those respondents who are unlikely to disconnect their landline service, approximately three-quarters strongly oppose allowing landline telephone service providers to terminate landline service in rural areas of Pennsylvania and another one in ten somewhat oppose this action. Respondents who live in rural areas are much more likely to oppose this legislation than respondents who live in non-rural areas (85 versus 70). Nearly half strongly opposes legislation that would take away the Public Utility Commission s (PUC) authority to oversee the rates charged by landline telephone service providers in Pennsylvania while another one in eight somewhat opposes this legislation. Approximately half also strongly opposes legislation that would take away the PUC s authority to oversee the quality of the services provided by landline telephone service providers in Pennsylvania and another one in eight somewhat opposes this legislation. 19 Methodology The 2013 AARP Survey of Pennsylvania Residents Age 50+ on Telecommunications was conducted through telephone interviews with a sample of 802 respondents ages 50 and older drawn at random from the state of Pennsylvania. The interviews were conducted in English by Woelfel Research, Inc. from August 29 through September 7, The results from the study were weighted by age, gender and non-rural/rural residence. The margin of error for the complete set of 802 interviews is ±3.5. Respondents were screened to insure that they were residents of Pennsylvania and age 50 or older. Quotas were set to collect 200 interviews among respondents residing in rural areas and 600 interviews from respondents residing in non-rural areas. and rural were defined at the county level using data from the 2010 US Census. The questionnaire was developed by AARP staff. In order to improve the quality of the data, the questionnaire was pretested with a small number of respondents. The pretest interviews were monitored by Woelfel Research, Inc. and AARP staff. The response rate for this study was 44 percent and was calculated using AAPOR s response rate 3 method. The cooperation rate was 84 percent as calculated using AAPOR s cooperation rate 3 method. 1 Throughout the report, statistics representing survey responses are reported in percentages which may not add up to 100 due to rounding and non-response.
