1 CENTRAL TEXAS COLLEGE PROTECTIVE SERVICES DEPT POLICE ACADEMY ADVISORY BOARD MINUTES November 27, 2017 I. Call to Order: I. 12:08 pm meeting was called to order by Chief Wilson. Roll Call: I. Members present: i. Chief Eddie Wilson (Copperas Cove Police Dept) ii. Jos Partmann (Civilian member) iii. Katrina Clemons (Civilian member) iv. Ex-Officio Member- Patrick J. Boone (CTC Academy Training Coordinator) Absences (excused): i. Lieutenant Catherine Groothoff (Lampasas Co. Sheriffs) ii. Ex-Officio Member - Jon Cella (CTC Protective Services Dept Chair) iii. Ex-Officio Member -- Clifton Osborne - CTC Full Time Academy Professor iv. Ex-Officio Member- Chrissa Link (Academy Clerk/Board Secretary) Ill. IV. Review and approval of previous board minutes I. May 31 51, 2017 meeting minutes were read and approved Old Business: I. Academy Coordinator gave progress of current academy's Physical Fitness standards i. XBPOC 2017-Alpha, all students met the 50% V02 Max standard on the rowing machine (2000m for time) by the end of the course. ii. BPOC 2017-Charlie, everyone met the 25% V02 Max on the rowing machine (2000m for time) during one of the many PT test administered during the academy. There are three students who will have problems achieving the 50% V02 Max for the end of course PT final. 1. Scores will be adjusted to reflect their final PT score (i.e. student scores 45% V02 Max their final PT score will be 65 pts) 1
2 11. TCOLE Exam status: i. BPOC has had 2 classes (2017-A and 2017-B) graduate since our last 1. Total of 27 students graduated and maintained 100% TCOLE licensing exam pass rate with an % average on the licensing exam. ii. Basic County Corrections Course has had 3 classes since our last 1. Total of 33 students graduated and had a 94% first time pass rate, the two who failed repeated the exam and passed on the second attempt. iii. Basic Telecommunicator course has had 2 classes since our last 1. A total of 14 students graduated and maintained 100% pass rate on the licensing exam Grant applications i. Perkins grant for FY 2018 was approved and the academy will be receiving 40 laptop computers to issue to Police Academy students to be used instead of hard copy handouts. This will save paper and money for the student and the academy. Lesson plans and slideshows can be continuously updated for the students. ii. DEAAG Grant 1. Plans and specs were submitted with grant proposal to the State of Texas. These went through several reviews and corrections. 2. Plans for driving track, skid pad and building for training near the CTC Police academy range. 3. Final proposal was pulled due to an issue with not submitting the proposal to the CTC board of directors. 4. We will correct issues for next year and re-submit. iii. Motion was made to approve old business, was seconded and approved. V. New Business: I. TCOLE licensing courses updates for i. TCOLE reported that the BPOC, Basic Jailers and Telecommunicator course were being updated and changed for this upcoming year. ii. Academies will receive the initial reviews starting in January Changes will not go into effect until at least June/July 2. Once approved all three courses will have at least a week added to the curriculum due to recent Legislative requirements directly associated with the Sandra Bland Act. 11. Physical Fitness Standards 2

Request that all academy students be required to pass the 2000 meter rowing test at 25% V02 max due to current issues with sponsored students coming into the academy based on their department standards. ii. Motion was made to discuss the matter of changing the physical fitness test requirement for sponsored students. 1. Several students in the current class would have not made it into the academy if this would have been in effect. 2. These students had injuries that affected their performance on PT during the current academy. 3. They have shown significant improvement, however a standard to ensure the student is ready for the rigors of the academy need to be set. iii. Recommendation was made to require the sponsored student to achieve 25% V02 max score on the rowing test in order to enter the academy for the BPOC. 1. Discussion 2. Motion made to approve change the entry requirements for the sponsored students. 3. Motion 2nd and voted unanimously to approve. VI. Reports: (Academy Coordinator Report): i Training Calendar 1. Training calendar issued to board members a. Motion made to approve the training calendar b. Motion 2nd and approved unanimously 2. Current BPOC 2017-Charlie a. About to take their final exam on November 28th and their licensing exam on November 30th, b. Everyone is ready and they are projected to pass on their first time. c. Class academic average is the highest of any academy going into the final. d. Graduation is December 2nd, 2017 at 11:OOam at the Anderson Center. A very large crowd is expected as this is the largest class to date (24). e. Began academy with 25 students i. One quit in the first month due to not being able to maintain an 80% average f. Started academy with 8 of the 24 being sponsored. i. During the last month all but 6 students have been offered police officer positions or hired. ii. 6 remaining students are in the hiring process with several local agencies Police Academy 3
4 a. Next day academy begins on January 15th, 2018 b. Next night academy also begins on January 15th, c. Working with Physical Education dept. to improve our PT program for future academy. ii. BPOC 2017-Bravo, everyone met the 25% V02 Max on the rowing machine (2000m for time) to enter the academy (February 5th, 2017) and everyone except two students have already met the 50% standard after the fourth semester PT test. iii. BPOC has had 2 classes graduate since our last 1. Total of 33 students graduated and maintained 100% TCOLE licensing exam pass rate with an 88% average on the licensing exam. iv. Basic County Corrections Course has had 3 classes since our last 1. Total of 29 students graduated and maintained 100% pass rate. 1
6 v. Basic Telecommunicator course has had 2 classes since our last 1. A total of 12 students graduated and maintained 100% pass rate on the licensing exam. vi. Motion was made to approve old business, was seconded and approved. IV. New Business: I. Introduced the new civilian member of the board, Katrina Clemons. i. Was recommended by Chief Wilson and appointed by Jon Cella (CTC Protective Services Chair). 11. TCOLE has a group working on re-writing the Basic Peace Officer curriculum for They are going to test the new curriculum with several academies throughout the state. Our academy volunteered to be a test academy. No word on whether we will be selected. Ill. Motion was made to discuss the matter of changing the physical fitness test requirement for sponsored students. i. Previously, a sponsored student had to take the PT test to successfully complete the course, however since they were hired under different standards, if they didn't reach the 50% V02 max score they still receive.d a 70 on a test score. ii. Recommendation was made to require the sponsored student to achieve 50% vo2 max score on the rowing test in order to receive any award (Academic, Firearms or Class President). Furthermore, if the student does not score 50% or better they will receive the score that they achieved as a test score (i.e. 48% V02 max would equal 68 on a test score our of 100). 1. Discussion 2. Motion made to approve re-application to academy standards 3. Motion 2nd and voted unanimously to approve. V. Reports: (Academy Coordinator Report): i. Ongoing improvements to the academy since Dr Ady (Deputy Chancellor) has been involved with the academy. 1. Still working on improvements at the range a. Structures b. Obstacle course c. Possible driving track d. Dependent on grants that are coming in the fall Currently working with DFW Airport police department and the US Army Transition program to get additional recruits into the academy. a. They tested 5 potential applicants from this program with only one making it through the process for the July 2017 class. 2

Current BPOC 2017-Bravo total students a. 5 students from Copperas Cove PD b. 1from Fall County Constables office c. 1 student from San Saba County Sheriff Ofc d. 1 student from Lampasas Fire Dept e. 3 students from Copperas Cove Fire Dept f. 1 student from Killeen Fire Dept g. 5 non-sponsored (full time paid students) iii. Current BPOC 2017-Alpha (Extended academy) 1. Started with 17 students, down to 10 due to grades/financial issues. a. 3 students from Bell County Sheriffs Dept b. 7 non-sponsored (full time paid students) iv.
