2 2. Chair's remarks Thanks to NIST for their contributions and complimented Kevin on the quality of his work for the TC. Also, thanks to Noblis for hosting the face to face meeting today. 3. Review of minutes from meeting #51 No comments; minutes accepted. 3.1 Review of action items (see list below) (Group) Identify BIAS implementation projects your organizations would be willing to perform. (John & Cathy) Check if US VISIT could participate with regards to a reference implementation. (Matt) Create proposed disposition of comments on CD01. OPEN (Group) Review and submit items to the enhancements list. (Cathy) Continue to pursue our request and need for publicly posting the ISO CBEFF XML. TC business 4.1 Status of new Biometrics TC (R. Michaels) See The new Biometrics TC was well received at BCC with people signing up for the listserv. However, even with one or two personal follow ups to Ross, momentum is fading. If there s not enough participation for an OASIS TC, NIST may proceed with a Special Publication.

3 4.2 Report from BCC2010 (Tilton/Michaels) See Agenda Item INCITS BIAS document update (M. Swayze) 5.1 Status of INCITS BIAS revision project INCITS Information technology Biometric Identity Assurance Services (BIAS) was published with a date of 20 Jul ISO update (C. Tilton) 6.1 Status of ISO submission The NP and the revised WD were posted to SC 37 document register and are currently open. These will be discussed at the October 14 th meeting of INCITS M ISO SC37 liaison request status update (Tilton) The ISO SC37 Liaison Request is active. It was approved by SC 37 and is awaiting a response from JTC 1 following their November meeting. Expect request to be approved. 6.3 Request to ISO regarding CBEFF XML format Only nominally discussed in Malaysia; back on M1.2 agenda for Thursday to get document sent up to SC 37 for discussion in January in Stockholm. 6.4 Technical contributions on CBEFF XML patron format (Tilton/Mangold) Cathy will request CBEFF XML patron format submitter to be changed to OASIS for submission from M1.2 to SC 37 Working Group 2. Regarding CBEFF subtype, may not be necessary due to provisions of XML 1.0 for including multiple list values. 7. BIAS SOAP profile 7.1 Public review draft (CD01) no change Kevin to review text for changes resulting from WSDL update. See Agenda Item Updated WSDL (K. Mangold) Kevin Mangold (NIST) explained how changed made to the WSDL will permit better automatic code generation. He also explained that WSDL updates rely on acceptance of proposed changes to CBEFF XML Patron Format. Possibilities are that it will be accepted and changes made to the existing CBEFF XML Patron Format, it will be accepted and a second CBEFF XML Patron Format will be created or if not accepted, we will create a BIAS Patron Format, which is advantageous as a self contained format that doesn t require referencing an ISO document. Cathy Tilton (Daon) explained that a primary goal of the BIAS Integration TC is to make the specification and WSDL as developer friendly and usable as possible. Ross Michaels (NIST) agreed that gives him a warm, fuzzy feeling.

4 7.3 Enhancements list (no updates) No activity 7.4 Next steps As reference implementation development continues, any further WSDL updates will be identified. These are expected to be relatively minor at this point. We will solicit input from INCITS on the current draft. 8. Reference implementations 8.1 Status NIST project: Stage 1: Exercising the operations; may match hashes of images to exercise operations without actual biometric matching Stage 2: Including actual biometric components to use the reference implementation within a remote authentication environment 8.2 Plan of action It is possible that the needed statements of use may be built upon a given reference implementation. This opens up new possibilities for meeting OASIS standard requirements. NIST could act as a coordination point. Interoperability approach adds more weight to multiple implementations. Could host some sort of interoperability test/demonstration. May want to solicit university participation (those previously contacted plus some others). 9.
