Industry concern at crane accident frequency (1980s -1990) San Francisco tower crane collapse kills 5 Immediate regulatory response State: California proposes state-wide licensing Federal: OSHA publishes ANPR Industry mobilizes to preserve self-regulatory position National Commission for the Certification of Crane Operators established as a non-profit organization (1995) 5

6 Who is NCCCO? NCCCO formed in January 1995 Created by the crane industry Independent, non-profit organization Certification body that does NOT provide training Largest and most recognized certification body for crane professionals in the US. 6

9 Certification vs. License? NCCCO is a certification body. NCCCO is NOT an industry association or a training company. Certification issued by a certification body or association. Voluntary, unless mandated by a government agency or company. License issued by a government agency (local, state, federal). Provides individual legal authority to work in the given industry (mandatory). 9

Verifies that the training of crane operators and personnel has been effective Fewer accidents, saves lives Reduced risk of loss Enhances job opportunities/careers for certificants Provides employers with confidence in employees Recognized and required by Federal OSHA 10

13 Lattice Boom Truck Cranes (LBT) Can travel on highway Good mobility Typically designed to lift heavier loads (Compared to LBC and others) Cannot walk with the load or move around a site easily with long boom 13

14 Lattice Boom Crawler Cranes (LBC) Has a compact shape Is less mobile going from site to site Designed to lift heavier loads Can swing 360 degrees with load Under special conditions can walk with a reduced load. Needs to work on level and firm surfaces 14

15 Telescopic Boom Crane - Swing Cab (TLL) Rough Terrain (RT) crane: Works very well on construction sites Can lift on rubber and pick and carry All Terrain (AT) crane: Can maneuver well on jobsites and travel on highway Highways speeds are less than the truck crane 15

16 Telescopic Boom Crane - Fixed Cab (TSS) Sometimes called cherry pickers Tend to be made for smaller lifts than the telescopic swing cab Operator can only see operation in front (boom does not move with cab) Provide economy for the small user and owner Carry Deck Cranes fall into this category 16

43 Voluntary Standards: ANSI American National Standards Institute Oversees the creation, announcement and use of norms (standards) and guidelines that directly effect businesses. Ensures that products & services are created w/ quality (meet a standard) Accreditation Assesses the competence of organizations determining conformance to standards 43

44 Third-Party Accreditation ANSI and ISO International Standards Personnel Certification Standard ISO Conformity assessment - General requirements for bodies operating certification of persons 44

45 Training Organizations Because of its third-party status as an independent provider of certification, the National Commission for the Certification of Crane Operators (NCCCO) does not offer training. Third-party providers of services are generally prohibited from offering any related service because of a potential conflict of interest in the outcome of the certification process. 45

46 Training Organizations Nevertheless, NCCCO considers training to be vital to the certification process. Indeed, one of its principal aims has been to stimulate the recognition for the need for professional instruction in the knowledge and skills that define crane operator competency. While NCCCO is unable to recommend or endorse any particular training company, a listing of training companies that have indicated they offer preparatory training for the CCO certification exams is maintained on the NCCCO website. Training providers offer Subject Matter Experts to help NCCCO create standards and assessments. Training providers provide sites for committee meetings and practical and written exams. 46

52 Lift and Move Lift & Move USA is an industry-led initiative to address the skills gap in the USA's crane, rigging and specialized transport sectors. Companies are looking for mechanics, riggers, equipment operators and many other roles, and there are great career opportunities for those willing to learn and work hard. 52

53 Lift and Move The centerpiece of the program is regular events around the country, hosted by major players in the industry, that showcase the opportunities to build rewarding and successful careers. The program is aimed at high school and college TVET students as well as veterans, and events will typically be attended by between 250 and 700 students. 53
