5 Research & Development Update Adrian Wookey Active and Complete Current ECITB Apprentice Standards Involvement Formerly known as Trailblazers Engineering Construction Industry Pipefitter level 3 (Doosan Babcock led) Ready for delivery funding cap agreed at 21K. ECITB will be providing External Quality Assurance for the EPA of this Standard. Engineering Design and Draughts Person level 3 (AmecFW Led) Ready for delivery funding cap agreed at 27K. ECITB will be providing External Quality Assurance for the EPA of this Standard. Project Controls level 3 (Costain led) Ready for delivery, funding cap agreed at 21K. Engineering Construction Erector/Rigger level 3 (Doosan Babcock led) Standard (minor revisions) and Assessment plan to be resubmitted in November. Provisional finding cap of 12k being challenged. ECITB are named as External Quality Assurance body for the EPA of this Standard. ecitb.org.uk 10 5

Senior Project Manager level 6 (Sellafield led supported by APM) Standard accepted subject to minor revisions EPA in development, potential October submission Maintenance Operation Engineering Technician level 3 (GE Power led supported by EU Skills) Covers Elect, Mechanical, Instrument & Control (I&C), Wind turbine and Process Operator technician roles, Electrical/I&C and Electromechanical multi-skilled pathways. Approved for delivery. Electrical - Potentially suitable program identified, employer consultation underway to ensure the standard meets the needs of ECI employers. Engineering Operative Level 2 Level 2 Engineering Operative EOI in progress, may be suitable for ECI. Safety, Health & Environment Technician & Advisor level 3/4 (Costain led supported by CITB & IOSH) Standard recently approved subject to minor modifications EPA submitted, decision awaited. ECI Engineering Degree Apprenticeship level 7 (CB&I led) EOI submitted June, rejected as too much in common with L6 Process Engineer. Employer response in progress Materials Level 6 degree (facilitated by AMRICC) EOI submitted June, rejected for technical reasons. Employer response in progress Project controls professional (L5 or L6) EOI being written ecitb.org.uk 13 Current ECITB Apprentice Standard Involvement Current issue for TB Groups External Quality Assurance (EQA) Most early TBs used approved holding statement to avoid finalising choice of EQA organisation. IfA now pushing for each group to decide who will provide their EQA. Choice between: employer group, professional institution, OFQAL or IfA (last resort). ECITB is offering to provide EQA to ECI traditional disciplines. IfA recently announced a contract with Open Awards to provide EQA on their behalf. New IfA website, user friendly and well laid out IfA may switch off static standards that are not progressing. ecitb.org.uk 14 7
8 Qualifications Reform Programme This project is to reform ECITB qualifications to support the move from QCF to RQF, to incorporate feedback from last year s employer workshops and to offer alternative assessment options: Currently more than 35 qualifications at levels 2-5. Eliminate low-use qualifications. Refresh the qualifications and combine groups using pathways within the qualification and mandatory units assessed in context. Reduce duplication within and across qualifications. Revise assessment methodology to make achievement outside the workplace possible. (eg simulation). We will need the support of employer technical representatives to review other qualifications later in the year.(england) We will need the support of employer technical representatives to review new qualifications in Scotland early 2018 Completion due end 2017 (England), end of March 2018 (Scotland). One qualification, 3 pathways ECITB L3 Diploma in engineering construction lifting, positioning and installing structures, plant and equipment (RQF) erecting OR rigging. One qualification, 2 pathways L3 Diploma in installing engineering construction plant and systems (RQF) electrical fitting or mechanical fitting or plating or pipe fitting One qualification, 4 pathways L3 Diploma in engineering construction design and draughting Proposed title: L3 Diploma in engineering design and draughting L3 Diploma in cost engineering practice Proposed title: L3 Diploma in project controls L3 Diploma in estimating practice L3 Diploma in planning practice L3 Diploma in project controls One qualification covering all core project controls skills at level 3 ecitb.org.uk 16 8
9 Qualifications Reform Programme What do the changes look like? An example for Maintenance: Single qualification covering Mechanical, Electrical, Instrument & Controls; with each a separate outcome: ECITB Level 3 Diploma in Engineering Construction Maintenance - Electrical (RQF) ECITB Level 3 Diploma in Engineering Construction Maintenance - Instrumentation and Control (RQF) ECITB Level 3 Diploma in Engineering Construction Maintenance - Mechanical (RQF) Individuals register for a single pathway. Nine units, all mandatory, trained and assessed in pathway context, not transferable to other pathways. ecitb.org.uk 17 Qualifications Reform Programme Maintenance continued: Includes two units common to all: Unit 1) H&SE and behaviours and Unit 2) documentation and procedures (Inc. prepare and reinstate (diagram on next slide). Knowledge assessed through online tests. Skills assessed through observed practical assessment which can take place in the work-place either on-the-job or through AO-approved simulation or in an Assessment centre simulated using ECITB Technical tests. Two published documents: Qualification Summary (RQF-specified, public) and Approved Centre Qualification Requirements (contains assessment detail for each pathway). We also supply the AO with the calculation of TQT and a summary of communications for their approval process. A contract has just been placed to develop Technical Tests (knowledge questions and practical tests) for the new qualifications ecitb.org.uk 18 9

May consist of tiered approach: Level 2 general principles, nearly completed and ready for submission to ECITB Q&A committee. Level 3 common element leading into occupation specific principles going out to tender. Cover main ECITB occupations. Mitigate concern that current technical certificates used to support ECI occupations could be withdrawn due to low take up. Volunteers required to help support development process contact paul.rice@ecitb.org.uk Review of MJI and SBT structure and tests: Minor structural changes. Slight changes to tests including expansion of test bank questions. New model launched Q ecitb.org.uk 20 10
11 Other projects Offshore Connected Competence General Standardisation of approach to ensure employee competency in offshore sector. Enable transferability of skills between sector employers. Drive down cost base through removal of duplication of training. Ongoing review of questions. Fabric Maintenance Painter Blaster Sprayer Technical tests based on ANSI (Train the Painter) standard being developed. Training standard in draft. Thermal Insulation Initial meetings held with Offshore TA s, next meeting early December in Aberdeen or NE. Looking to develop technical tests for specialised non metallic materials. ecitb.org.uk 21 Other projects Lean/Continuous Improvement training standard development group Delivered though a blended learning pilot programme. Fusion of the best of Lean and Six Sigma methodologies, based on BS ISO Lean/Six Sigma. 4 employers, Magnox, Wood Group (2 allocations), OSL and Ledwood Engineering. Programme is underway at various stages, feedback good so far. Aim to develop in house CI capabilities and realise process improvements/savings, 4-6 months duration. ECITB developing set of training standards to articulate skills and knowledge required for key roles in CI process. Blade Repair Technician In early stages. Working group being assembled. May be built around the 4 stage model. ecitb.org.uk 22 11
12 Other projects Membership Service Portal Phase 1 Qualification & Course section rolled out to Approved UK Training Providers September Handles course scheduling, operation/records, course grants and card issue. Records combined and validated from 3 past systems, over 250,000 learners in system. Technical Test section rolled out to Approved UK Testing Centres June Course & Technical Test sections to be rolled out internationally during Q3. Certificate in Project Controls Development of Nuclear materials for use within course as alternative case study in parallel with current. Approved, contract issued, completion spring Currently reviewing whether to continue with C&G accreditation. ecitb.org.uk 23 Other projects Support for the National College for Nuclear Level 3 Entry to Nuclear Engineering Training Standards complete. Development of Qualifications (Award, Certificate and Diploma) complete and approved/on RQF. Assessment by Technical Tests, essay-style papers and laboratory practical's to be developed by assessment centres. First learners enrolled and started in September. ecitb.org.uk 24 12
13 Drone Training & Competence Model Drone standards development Training standards for commercial drone pilots operating in and around industrial sites undertaking industrial applications. 3 working group meetings held. Training and assessment model developed. Specification for stage one Training Standard agreed by group and currently out to tender with view to deliver in Jan 18. New members welcome.
