1 DC DOH Information Technology Office CITO Technical Support Statement of Work The District of Columbia, Department of Health (DOH), Information Technology Office seeks the services of a qualified vendor or vendors to provide program/project management, business process re-engineering, requirement definition, architectural design, development, help desk, and overall system development life cycle support for the various information technology (IT) initiatives at DOH. These various IT initiatives encompass applications and/or platforms such as Rhapsody, Quickbase, MAVEN, JAVA, ASP.net, SQL, VMware, and Oracle. Task orders issued under this contract may be for: 1. Part-time with a minimum hours of 80 hours a month; and 2. Full-time with a minimum duration of one (1) month; and 3. Project based work, for however long it takes to complete the project for a firm-fixed price based on the agreed upon labor categories and rates. DOH will issue specific task orders as the need arise to the contractor(s) who have been awarded this contract to provide the specific resources to accomplish the identified task by DOH. Contractor will be expected to provide resumes of requested labor categories and have the potential candidate(s) available for discussion with client within 1 week of receiving task order. The maximum amount paid for all tasks orders awarded during the Base Period (or any Option Period) shall be $1,000,000. Labor Categories: 1. Enterprise Backup Architect/Engineer: Responsibilities Document and analyze current Symantec Backup Exec 2012 Environment Resolve the current backup issues and/or recommend backup solutions Design new backup environment Implement new backup environment based on the design Test implemented design Troubleshoot issues that occur Create Standard Operating Procedures (SOPs) for Enterprise backup and restore jobs Train current staff on backup procedures

Systems Engineer The Sr. Systems Engineer will support the Department of Health (DOH) Data center operations. The candidate will monitor and maintain the department s virtual infrastructure (VMWware), including virtual servers, Virtual Desktop Infrastructure (VDI), shared storage (EqualLogic SAN), switches, backups. The candidate must also have excellent networking knowledge. The candidate will operate with minimal oversight and must possess experience in various technical aspects of the data center operations. The candidate must be an excellent team player and be able to lead 3-4 technical people. Java Developer: Experienced developer with experience spanning at least 8 years in IT with actual hands-on experience in all the phases of Software Development Life Cycle. Apply technical expertise / capabilities and Java development skills to design and develop efficient software solutions, based upon client's business requirements. Job Requirements: Analyze customer requirements. Perform all programming functions to accomplish specific software solution requirements. Design (or modify) systems to accomplish functions in compliance with the Software Development Life Cycle framework. Verify the accuracy and validity of all software developed, including preparations of sample test data and the execution of program, job stream, and system testing. Interface Developer: Experienced developer with experience spanning at least 10 years in IT with actual hands-on experience in all the phases of Software Development Life Cycle. Primarily responsible for programming system interfaces based on real time HL7 transactions within a healthcare environment. Lead and participate in successful integration of interfaces, including risk analysis, testing, monitoring, and evaluation of the anticipated outcomes. The ideal candidate should have the ability to monitor the performance of integration tools, logs, databases, connections and disk usage; ability to analyze and troubleshoot interface problems using on-line integration tools and utilities; ability to successfully apply modifications to existing interfaces to enhance functionality or improve integrity; ability to successfully perform integrated testing and moving the applicable test environment interface components to the production (live) environment adhering to formal change management requirements; ability to ensure test and training environments sustain a high level of synchronization and integrity with the production (live) environments. Job Requirements: Completes analysis, design, development, testing and implementation of new bidirectional interfaces. Provides maintenance, support, and coding enhancements for existing interfaces. Maintains accurate, complete integration documentation for data flows, connectivity specifications, routing, filtering, data manipulation, problem resolution, root cause analysis and change control. Interface Engine administration including application of updates and patches. Hands on technical experience with Interface Engine technology in health related environment is desired. Strong knowledge of real-time interface spooling, archiving, traces, connectivity, client/server configuration, pseudo connections, routing, and error exception handling will be an added plus.

System Architect Job Description: Experienced senior level architect with at least 8 years in-depth knowledge of application development in Java/C++ with object oriented distributed Services Oriented Architecture environment. The architect is required to do extensive analysis before new or changed elements are introduced. The architect must be able to work with customers and team members to elicit requirements, validate understanding with customers, interpret and design business requirements, and write technical specifications. Shall evaluate the legacy environment, analyze system requirements, recommend solutions, and document all findings. Solution shall include method for migrating from the legacy application in phases with no disruption to Government business. Job Requirements: Acts as an advisor and proposes changes to the System Architecture based on analysis of requirements and new technology. Works with appropriate parties to resolve discrepancies between proposed IT systems and enterprise quality and security standards. Provides technical and administrative direction for personnel performing software development tasks, makes recommendations, if needed, for approval of system installations. Designs and develops computer software possessing a wide range of functions. Evaluate current and proposed architecture to assess potential failure points and areas for improvement. Keep abreast of current and emerging software development and deployment products and tools. Experience as a Enterprise System Architect - 8 Years Experience managing aspects of complex system integration projects - 5 Years Specific experience required in Enterprise Application Integration (EAI) - 5 Years

System Analyst: Minimum of 8 years experience with a Bachelors degree in computer science or related field. The Systems Analyst/Developer position requires strong business skills and would be responsible for reviewing, analyzing and occasionally modifying systems including encoding, testing, debugging and installing to support application systems. The incumbent will consult with users to identify current operating procedures and to clarify program objectives. The incumbent will also be responsible for writing documentation to describe custom configuration of applications and operating procedures to liaison with 3rd party application development consultants. Provide technical expertise and recommendations in assessing new IT software projects and initiatives to support and enhance our existing Microsoft based systems. Make recommendations on custom applications which include a number of MS-Access data capture systems for Stewardship and other databases which need to be moved into a central SQL repository. Identify opportunities that can improve efficiency of business processes. Investigate and resolve application functionality related issues and provide first level support and troubleshooting of our Financial Edge and Raiser's Edge systems Coordinate application development for multiple projects. Assist in troubleshooting software application issues. Assist in managing an outsource relationship for 3rd party application development and programming consultants. Assist network administrator with application installation and testing. Troubleshoot technical issues and identify modifications needed in existing applications to meet changing user requirements. Analyze data contained in the corporate database and identify data integrity issues with existing and proposed systems and implement solutions.

7 Provides assistance and advice to business users in the effective use of applications and information technology. Provide minor programming for some in-house IT projects. Provide SQL administration in live and test environments. Write technical procedures and documentation for the applications including operations, user guide, etc. Produce technical documentation for new and existing applications. Verify database and data integrity. Participate in weekly meetings with the IT network team to discuss progress and issues to be resolved, and report progress on a weekly basis to the CIO. Participate on IT project steering committees and be involved in the design phase of any new IT software development projects. Assist in the creation of the system design and functional specifications for all new development projects. Serve as a liaison and facilitator between all business units to assist in addressing and resolving IT software issues 7. Business Analyst: Minimum of 8 years experience. Resource shall have demonstrated experience in software-aided business process capture. Demonstrated track record of analyzing process and identifying opportunities for enhancements. Demonstrated experience in project leadership role and in establishing relationships with operational, IT and financial management. Experience with mapping and data analysis and excellent written and verbal communication skills. Experience using MS Word, Excel, Visio and Power Point. Design and improve processes Define requirement for software tools for development staff Test against requirements Integrate systems and manage project of selected development efforts Review designs

8 Use software tools to gather requirements, analyze needs, identify risks, propose designs, write documentation and conduct financial analysis. 8. QA Tester: Minimum of 8 years experience. Resource shall have a Bachelor's degree in Computer Science or related field.. Experience in all phases of Application Life cycle including systems analysis, design, coding, testing, debugging, implementation and maintenance. Experience in development, deployment and enforcement of quality assurance procedures and standards and experience in developing test criteria, test plans and conducting application testing with expert level experience in designing, implementing and documenting test plans and test cases. Resource shall have experience in using, maintaining and administration of HP Quick Test Pro and Quality Center with specific experience developing automated test scripts. Also experience in developing load and stress testing scripts using LoadRunner. Ability to scope, plan and schedule activities related to software quality assurance, testing and configuration management. Experience with PeopleSoft HR/Payroll or Finance modules with specific experience testing PeopleSoft applications. Evaluate and test new or modified software programs and software development procedures used to verify program functions according to user requirements and conform to establishment guidelines. Write, revise and verify quality standards and test procedures for program design. Evaluate products to attain quality and status of software. Review new or modified programs and provide documentation, diagrams and flow charts to determine if the program will perform according to user requirements and guidelines. Recommend program improvements or corrections to programmers, review computer operating logs to identify program processing errors, and enter instructions into computer to test program for validity of results, accuracy, reliability and conformance to establishment standards. Monitor computer during program testing to detect error codes or interruption of program and correct errors. Identify differences between establishment standards and user applications and suggest modifications to conform to standards. Test programs to locate and correct program operating error following installation of programs. Conduct compatibility tests with vendor-provided programs to monitor program performance after implementation to prevent reoccurrence of program operating problems and ensure efficiency of operation.

9 Provide documentation to describe program evaluation, testing and required corrections. Propose software or software enhancements for feasibility. Develop utility programs to test software, track and verify defects in software programs. Write programs to create new procedures or modify existing procedures. 9. Trainer: Minimum of 8 years experience. Demonstrated experience in a professional role involving software applications. Experience in writing, marketing and designing training for business application systems. Proficiency in PowerPoint. Experience in graphic creation of graphic management using Photoshop, Adobe Illustrator, Flash, Actionscript and HTML. Deliver classroom based training Develop training materials Manage training programs Facilitate remote sessions Collaborate with team members Perform client coaching and solution services 10. System Administrator: Minimum 8 years experience with a Bachelors degree, with a technical major, such as engineering or computer science. The System Administrator (SA) is responsible for effective provisioning, installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure. This individual participates in technical research and development to enable continuing innovation within the infrastructure. This individual ensures that system hardware, operating systems, software systems, and related procedures adhere to organizational values, enabling staff, volunteers, and Partners. This individual will assist project teams with technical issues in the Initiation and Planning phases of our standard Project Management Methodology. These activities include the definition of needs, benefits, and technical strategy; research & development within the project life-cycle; technical analysis and design; and support of operations staff in executing, testing and rolling-out the solutions. Participation on projects is focused on smoothing the transition of projects from development staff to production staff by performing operations activities within the project life-

10 cycle. This individual is accountable for the following systems: Linux and Windows systems that support GIS infrastructure; Linux, Windows and Application systems that support Asset Management; Responsibilities on these systems include SA engineering and provisioning, operations and support, maintenance and research and development to ensure continual innovation. Engineering of SA-related solutions for various project and operational needs. Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements. Install and configure systems such as supports infrastructure applications or Asset Management applications. Develop and maintain installation and configuration procedures. Contribute to and maintain system standards. Research and recommend innovative, and where possible automated approaches for system administration tasks. Identify approaches that leverage our resources and provide economies of scale. Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups. Perform regular security monitoring to identify any possible intrusions. Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary. Perform regular file archival and purge as necessary. Create, change, and delete user accounts per request. Provide Tier III/other support per request from various constituencies. Investigate and troubleshoot issues.

11 Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies. Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities. Configure / add new services as necessary. Upgrade and configure system software that supports infrastructure applications or Asset Management applications per project or operational needs. Maintain operational, configuration, or other procedures. Perform periodic performance reporting to support capacity planning. Perform ongoing performance tuning, hardware upgrades, and resource optimization as required. Configure CPU, memory, and disk partitions as required. Maintain data center environmental and monitoring equipment. 11. Database Modeler: Minimum of 8 years experience with a Bachelors degree in computer science or related field. Resource will work in a lead capacity, responsible for the fundamental organization of a system embodied in its components, their relationships to each other and to the environment, and the principles guiding its design and evolution in support of Basel II implementation. Will help create the conceptual, high-level, and detailed design of the software solution. Individual possesses extensive experience with multiple technical disciplines, across multiple platforms. Develops the logical data model (LDM) and assists the DBA in developing the physical data model (PDM). Facilitates JAD sessions to determine data rules, and holds LDM and PDM Reviews with Data SMEs. Applies Data Naming Standards, checks models in and out of Model Repository, and documents data model translation decisions. Includes use of data profiling tools and techniques, and development of review and QA data requirements. Experience coordinating others work while involved with multiple work streams Demonstrated experience to influence and coordinate third parties and suppliers Ability to communicate strategies and processes around data modeling and architecture to cross functional groups and senior levels Ability to influence multiple levels on highly technical issues and challenges

Network Engineer: Minimum of 10 years experience working in enterprise networking environment including experience performing basic configuration and documentation of IP enabled voice and data network. Understanding of Cisco product line and an understanding of integrated communication services (VoIP, Wi-Fi) and WAN circuits and services (T1 s, Frame Relay, TLS). Experience with the implementation of enterprise voice and data network hardware protocols like MPLS, SIP and Multi-cast. Understanding of interior and exterior routing protocols and be proficient with other network services and configurations like VLANs. Ability to work independently to configure, manage and troubleshoot multi-protocol network elements throughout the OSI stack to ensure effective end-to-end communications for DOH. Experience supporting network architect and network management teams. Understanding all aspects of enterprise networking and having prior experience in the design and deployment of large integrated communication networks/services in a large scale enterprise environment. Experience working with Cisco and Avaya products and services an have an expert level understanding of network security. Required for maintaining all network switches, routers, wireless access points, voice communication systems/servers, network services (DNS, DHCP) and network ancillary devices. Oversees internal and external routing protocols, network capacity plan,vlanconfiguration redundancy and alarm/event monitoring. Manages network security through active monitoring of the networks systems and services, network scanning support for IT intrusion detection and firewall services.

13 Promote industry best practices. Comply with open standards. Act as a liaison to OCTO s IT team. Work with Network and Communications staff in the day-to-day operation including configuration and maintenance of network equipment, monitoring of network performance and systems administration of network devices and hosts with a particular emphasis on switches, routers and network/communication servers. Install a variety of network hardware and network technologies. Assess hardware and software configurations and recommend products based on requirements and manufacturer specifications. Configure equipment and software. Work in a team environment. Assist and design. 13. Project Manager: Hold both a relevant bachelor's degree and a PMP certification. Demonstrated ability to perform Earned Value (EV) analysis on large multiyear IT projects. Experience performing the duties identified above in an information technology operations of the same or larger magnitude. Provide task tracking, resource allocation, quality assurance, technology review, research, budget monitoring and weekly status reports. Manage functional teams, assist with budgets, manage vendor/client relationships and provide work plans for developmental projects. Implement network functions. Provide support services. As a Developer, the candidate must be able to interact with clients and stakeholders to understand business requirements and effectively communicate the proposed IT solutions. The candidate will also need to be able to work with the analysis team to analyze appropriate web application solutions and develop the proposed IT solutions based on the requirements. The candidate will work with SQL Server to write SQL scripts, update, and maintain database tables as needed. Other duties include the ongoing maintenance of the internal and external Web sites, the development, as well as, integration, enhancement and maintenance of enterprise applications for delivery over the web. Candidate will work in the team to design, develop, and implement web applications and create standardized technical documentation.
