2 INTRODUCTION NERC Reliability Standard COM (Communications and Coordination) serves an important purpose by requiring users, owners and operators to implement the necessary communications and coordination among Registered Entities. 2
3 Why do we care? Mistakes DO happen! EPRI study of 400 switching mishaps 19% due to communication failures. Study of dispatchers at 18 utilities 18% operator errors due to communication issues. Recommendation 26 of the 2003 Blackout Report. 3
4 Purpose: To ensure Balancing Authorities, Transmission Operators and Generator Operators have adequate communications and that these communications capabilities are staffed and available for addressing a realtime emergency condition. To ensure communications by operating personnel are effective. Applicability: Reliability Coordinators (RCs) Balancing Authorities (BAs) Transmission Operators (TOPs) Generator Operators (GOPs) 4
5 Common NERC Terms and Definitions Reliability Directive: A communication initiated by a Reliability Coordinator, Transmission Operator, or Balancing Authority where action by the recipient is necessary to address an Emergency or Adverse Reliability Impact. 1 NERC Glossary of Terms. Retrieved from: Emergency: Any abnormal system condition that requires automatic or immediate manual action to prevent or limit the failure of transmission facilities or generation supply that could adversely affect the reliability of the Bulk Electric System. Adverse Reliability Impact: The impact of an event that results in frequencyrelated instability; unplanned tripping of load or generation; or uncontrolled separation or cascading outages that affects a widespread area of the Interconnection. 5
6 COM includes the following requirements: R1. Each Transmission Operator, Balancing Authority, and Generator Operator shall have communications (voice and data links) with appropriate Reliability Coordinators, Balancing Authorities, and Transmission Operators. Such communications shall be staffed and available for addressing a real-time emergency condition. R1.1. Each Balancing Authority and Transmission Operator shall notify its Reliability Coordinator, and all other potentially affected Balancing Authorities and Transmission Operators through predetermined communication paths of any condition that could threaten the reliability of its area or when firm load shedding is anticipated. R2. Each Reliability Coordinator, Transmission Operator, and Balancing Authority shall issue directives in a clear, concise, and definitive manner; shall ensure the recipient of the directive repeats the information back correctly; and shall acknowledge the response as correct or repeat the original statement to resolve any misunderstandings. 6
7 Evaluating COM Requirement 1: R1. Each Transmission Operator, Balancing Authority, and Generator Operator shall have communications (voice and data links) with appropriate Reliability Coordinators, Balancing Authorities, and Transmission Operators. Such communications shall be staffed and available for addressing a real-time emergency condition. Analysis: Requirement 1, Part 1, describes which entities need communications (voice and data links) with other applicable entities by the use of the word appropriate. The TOPs, BAs and GOPs should have clear knowledge of who their RCs, BAs and TOPs are and should be able to identify the voice and data links between the entities through observation of the communication channels on the system operator s desk and/or by diagrams depicting the communication paths. Analysis: Requirement 1, Part 2, describes that TOPs, BAs and GOPs are required to have personnel available through their communications channels to address real-time emergency conditions. 7
8 Evaluating COM Requirement 1.1: R1.1 Each Balancing Authority and Transmission Operator shall notify its Reliability Coordinator, and all other potentially affected Balancing Authorities and Transmission Operators through predetermined communication paths of any condition that could threaten the reliability of its area or when firm load shedding is anticipated. Analysis: Sub-requirement 1.1 is event-driven and describes the communications required by the BAs and TOPs to notify their RC (and other potentially affected BAs and TOPs) of any condition that could threaten the reliability of their area through predetermined communication paths or in any situation in which firm load shedding is anticipated. 8
9 Evaluating COM , Requirement 2: R2. Each Reliability Coordinator, Transmission Operator, and Balancing Authority shall issue directives in a clear, concise, and definitive manner; shall ensure the recipient of the directive repeats the information back correctly; and shall acknowledge the response as correct or repeat the original statement to resolve any misunderstandings. 10 The key objectives of this application guide are: To ensure BAs, TOPs and GOPs have adequate communication capabilities. To ensure BAs, TOPs and GOPs have communications (voice and data links) with their appropriate RCs, BAs, TOPs and GOPs. To ensure that entities are staffed for addressing real-time emergencies. To ensure communications by operating personnel are effective. Clarify terminology. Provide examples of proper communications in order to meet the requirements of the COM Standard. Provide examples of adequate communication capabilities (voice and data links) available for addressing real-time emergency conditions. 10
