This report is being served on behalf of the participants of the SSWG Pursuant to Rule 1.8(d), PG&E and SDG&E have authorized SCE to transmit and serve this report on their behalf. SCE consulted with the other active members of the SSWG and all edits to the Report that were received by the time of this filing have been incorporated. Participants of the SSWG include: the IOUs, the California Independent System Operator (CAISO); the California Large Energy Consumers Association (CLECA); CPower; Tesla; Center for Sustainable Energy; California Solar and Storage Association; NRG Curtailment Solutions, Inc.; Stem, Inc.; California Energy Storage Alliance; Olivine, Inc.; Itron; Advanced Microgrid Solutions; Sierra Club; the Office of Ratepayer Advocates (ORA); OhmConnect, Inc.; EnerNOC, Inc. 5 Report of the Supply Side Working Group Regarding the Cap on Reliability Demand Response Pursuant to Decision March 30, 2018 I. Introduction Pursuant to Ordering Paragraph (OP) 13 of California Public Utilities Commission (Commission) Decision (D.) , Southern California Edison Company (SCE) files this report on behalf of the Supply-Side Working Group (SSWG). 1 II. Background On June 25, 2010 the Commission issued D , which adopted a settlement agreement among several parties pertaining to issues related to reliability demand response (DR) programs. 2 The settlement agreement proposed, and D adopted, a cap on the number of megawatts (MW) provided through reliability DR that are eligible to receive Resource Adequacy value. The reliability DR MW were capped at three percent of CAISO all-time peak load in 2012, two and one half percent in 2013, and two percent in 2014 and beyond. The current CAISO all-time peak is 50,270 MW, 3 yielding a two percent reliability DR cap of 1,005 MW. Although this is a statewide cap, PG&E, SCE, and SDG&E (collectively, the investor-owned utilities, or IOUs) divided their share of the cap, based on each IOU s historical reliability DR portfolio size at the time of the settlement agreement, as follows: 659 MW for SCE, 330 MW for PG&E, and 16 MW for SDG&E. 6 PG&E stated that they had reached or were close to reaching their shares of the reliability cap, 5 and SCE proposed that the reliability cap be reviewed to consider whether an increase in the cap is warranted. 6 The Joint DR Parties (made up of CPower, EnerNOC, and EnergyHub) also recommended that the cap be revisited, 7 as did ORA. 8 On November 1, 2017, the Commission issued D , which among other things established the SSWG to address specific remaining barriers to integrating demand response into the CAISO market. 9 D also assigned the SSWG several tasks related to this goal. 10 On December 21, 2017 the Commission issued D , which adopted and modified DR program budgets and programs for the IOUs demand response programs for Pursuant to OP 13 of that decision, the SSWG is also tasked with reviewing the reliability DR cap and filing a report on the status of the SSWG s discussions and/or recommendations on the issue by March 30, Notably, D assigned only the task of reviewing the two percent reliability cap and its inputs to the SSWG; management of MW under the existing reliability cap is a separate issue that is being handled via a separate process. 11 III. Discussion On February 15, 2018 the SSWG held its first meeting at the Commission offices. The purpose of this meeting was to introduce participants and discuss the process, goals and tasks assigned to the SSWG. At this meeting, the issue of reviewing the reliability cap was discussed, as was the requirement to file a report on the issue by March 30, Notably, at that meeting the CAISO described that it would strongly oppose raising the reliability cap to anything more than two percent. In addition, Dr. Barbara Barkovich, representing CLECA, described the lengthy and complicated process that was required to arrive at the settlement agreement approved in D A follow-up call on the reliability cap issue was held on February 26, 2018 to identify the positions of SSWG participants with regard to the reliability cap issue. On that call, all parties registered their positions that it would not be a good use of time and resources to revise the two percent reliability DR cap because participants believed that would require reopening the 2010 settlement agreement. This position was arrived at given that the settlement agreement was a delicately balanced agreement among many parties, and that unwinding it, even on only one issue, could upset that balance. Several participants, including Energy Division, CAISO, and ORA expressed interest in reviewing the triggers for Reliability Demand Response Resources (RDRR). 7 called upon more frequently. CAISO generally does not support re-opening the settlement, but does support changes in the trigger that would make RDRR more like Proxy Demand Response (PDR). ORA did not oppose reopening the settlement, but would like a study to determine the appropriate cap size prior to establishing a new cap. ORA also supported CAISO s position to make necessary changes to the trigger, so RDRR can be called prior to an emergency. Sierra Club supports ORA s recommendation to study establishing a new cap because it believes that further study would help the Commission understand whether the two percent reliability cap is a barrier to implementing the loading order and other state policies. Energy Division expressed concern that reliability resources are not called upon during what Energy Division perceives as system emergencies, such as the September 1-2, 2017 period of near record-breaking demand that followed a heat wave. CLECA strongly opposed the review of the triggers explaining that adjusted triggers would fundamentally change the nature of RDRR as a contingency or emergency resource. In addition, given the CAISO s opposition to raising the cap without adjusting triggers, it is unclear that reopening the settlement agreement would provide any meaningful change in the reliability cap. Ultimately, more participants preferred to maintain the settlement agreement. Because the majority of participants preferred not to re-open the settlement agreement to revise the reliability cap at this time, the inputs described in Section C.6 of the settlement agreement were not specifically considered. 12 Participants in the Reliability Cap Workshop that was ordered in OP 12 of D and held February 14, 2018, discussed methods for allocating available capacity under the cap. Recommendations that came out of the workshop may be considered by the Commission and could result in changes to the current allocations of available capacity to various parties. Therefore, while the SSWG as a whole has not recommended modifying the current reliability cap adopted in D , it has not addressed the method for allocating available capacity under the cap as was discussed in the Reliability Cap Workshop. IV. Conclusion The SSWG hereby provides a status report on its review of the two percent reliability cap and recommends that the settlement agreement and reliability cap not be further reconsidered or revised at this time. 12 D , Attachment A, p. 10.
