It is noted that Philip Winston should be added to the mailing list and accepted as a member of the IGCC representing the IEEE Power Systems Relaying Committee. 8:30 AM Welcome and Introductions Erich Gunther opened the meeting at 8:30 Introductions were done of all the attendees, the secretary reminded people to sign in

3 Al Rotz President of PES addressed the room on IGCC and cross society coordination. He welcomed the people from outside PES to the meeting in addition to the PES members. 9:00 AM Review of agenda and history of the IGCC File used: Gunther IGCC activities.pptx The chairman asked for assistance on a number of tasks, asking attendees to think about volunteering sometime during the day: a) PES Activity roadmap ICGG is a PES committee and focuses on PES b) Tutorial development c) List of IEEE Standards d) Webmaster e) Meeting and conference support 9:30 AM Status of IEEE Smart Grid Efforts (PES and IEEE overall) File used: IEEE Smart Grid Activities Jan2011.pptx File used: SG_Stds_List_for_IGCC rev1.xlxs Approximately 100 standards for smart grid already exist within IEEE. Chairman walked the group through the powerpoint. Discussion ensued on additional standards that might fit, one specific suggestion was P1020. PRSC is working on the interconnect with Distributed Generation. Question from the chair should it be an activities: 1) Finding additional standards 2) Finding the guides that already exist within IEEE 3) Finding the policy requirements that impact IEEE standards activities 4) Developing a guide through the mine field of smart grid standards 5) Coordination meeting with all the working groups chairman WORKING GROUP CHAIRMEN AT THE GENERAL MEETING IN DETROIT. Need to invite working group chairs from other IEEE Societies. 6) Proactive notification system for other standards including non IEEE related standards 7) Do we need to create a NERC Liaison? Can the IGCC create a formal liaison? 8) ACTION: Steve Pullins will do a block diagram based on the NIST conceptual model

4 9) Wide ranging discussion of the NIST domains, standards and what various societies are doing. 10) Outreach to a number of societies within IEEE is critical need to create informal and formal liaisons. 11) Should there be a cyber coordination team within the IGCC? 12) Distribution Automation Committee name changed to Smart Distribution, Larry Clark gave an overview of the status of the work in the committee. Not using SGIP inputs. 10:30 AM Invite other societies to contribute on their smart grid efforts 1) Council on Electronic Design Automation (IEEE CEDA) create tools for designers. Getting Access to real data for the simulation tools being developed and tested. Involvement in workshops to provide domain expertise would be helpful. 2) Signal Processing Society (IEEE SPS) Smart Grid Communications Conference in Europe this summer. Electro Magnetic issues for electronics on the grid. Military is choosing not to harden electronics, but rather to harden the enclosures so they can stay current. Sensor Area Network standards are in place here. Involvement workshops to provide domain expertise would be helpful. Helping to define the sensing, limits, and how they are applied would be helpful. Very general tools have been developed in the society, it could be that they can be applied to the smart grid. Currently no effort, but should be, need to look at how to digitize the data. 3) Computer Society (IEEE Comp) A number of the boards are active the technical activity board is very active, want more active involvement. Standards activities, generate the majority of the standards in the society. One of the big 3 societies in IEEE. Need to work more closely with PES in the future. Agents in the home that sense the activity in the grid and the home. Committees that work on standards (e.g. 802). Cloud computing? Disruptive technology and hacking are both going to have a big impact. Conferences tacking on things in 2011, and then in 2012 maybe a whole conference on smart grid. 4) Control System Society (IEEE CSC), where we start getting excited is where there is dynamics involved. Control technology has always been involved in the grid. Closing the loop at many different levels. How do you do models in the smart grid, given that the system is very uncertain. CSC has modeling for uncertainty. Have a lot of interest. December meeting has overflowing sessions on smart grid. Have a committee on smart grid headed by Mousood Amin from the University of MN. Meeting focused on the cybersecurity of control systems. Not very strong on standards activities. Mostly academic focused. Would be interested in modeling opportunities. 5) IEEE Electric Vehicle Effort. Over 70 people on the list serv. Committee meeting this spring in North Carolina near Clemson University. IEEE RNM will have a pretty substantial panel session on Smart Grid.

5 6) IEEE SA. Umbrella organization for all IEEE standards activities. SA is looking to create a full pipeline of smart grid related standards. Looking at the pre standardization phase, to capture the R&D information that is being done, so that IEEE can start standards efforts. SA wants to push along the consensus process with technology (e.g. web conferences). Need to deal with post standard conformance, testing, etc. Standards Coordinating Committees are formed to be open and what to include experts from all the relevant societies. SCC s have the ability to have formal liaisons. The DER stuff that is going on right now within smart grid is significant and needs to loop back into PES has been sitting unfinished for more than 5 years is also sitting unfinished. The meeting was adjourned for lunch 12:00 LUNCH The meeting was called to order after lunch 11:00 AM Review of issues discovered in the NIST SGAC with regards to holes in use cases and requirements for smart grid A short overview of the SGAC Conceptual Architecture effort was given as well as the major findings: 1) The customer domain lacks business requirements that are centered on the customer 2) The service provider domain lacks non electricity provider business requirements 3) The market domain has a lack of use cases for carbon and other non generation related activities. 1:30 PM Discuss results of JTM in Atlanta A very short discussion was had on the Joint Technical Meeting in Atlanta. 2:00 PM Brainstorm an action item list for the IGCC (PES SG Roadmap) An overview of the IEC roadmap was provided. Need a use case for the roadmap. What are the uses for a PES roadmap? Key points were captured in the PowerPoint live on screen. ACTION: The following people offered to assist in creation of the roadmap 1) Ali Ipakchi 2) Doug Houseman 3) Bill Cloutier 4) Bob Saint

6 On line survey working group leaders 1) Do you have existing roadmaps that you are willing to contribute 2) What issues do you feel should be covered in a roadmap 3) What technologies should be covered in a roadmap 4) Who are you coordinating with today 5) Other questions need to be developed ACTION: Erich Gunther to post the membership list in the secure are of the sharepoint site 3:00 PM Discuss how to do better coordination (within PES and across IEEE) IEC suggests formal coordination meetings Other organizations to have liaison with: NEMA NERC SGIP NARUC CIGRE State Grid in China (leverage the IEEE chapter in China) JIC (Japan) ISO and other SDOs DOE, DHS, DG Energy, ETSI, UTI, CEA, CEATI, EEI, NRECA, EPRI, RUS, etc. ACTION: Richard Schomberg to propose to IEC that there be a liaison between IEEE (SA/PES/?) at the February General Meeting. 4:00 PM Adjourn Motion to adjourn and second Motion passed
