4 Background of Sentinel Asia The Asia has been seriously damaged by natural disasters over the last 34 years. In view of following circumstances, Sentinel Asia was proposed by APRSAF in Occurrence Asia: 3727 World : 9995 Asia 37% Source: ADRC-Natural Disasters Data Book-2009 originated in CRED-EMDAT, 2009 Damage 47% Asia: millions US$ Killed 61% Asia: World: Total Affected Asia: 5399 millions World: 6112 millions 88% 4 4
5 Sentinel Asia Sentinel Asia is a voluntary initiative by a collaboration between Space Agencies and Disaster Management Agencies, applying Remote Sensing and Web-GIS technologies to assist disaster management in the Asia-Pacific region. Sentinel Asia aims to: 1. Improve safety in society by ICT and space technology 2. Improve speed and accuracy of disaster preparedness and early warning 3. Minimize the number of victims and social / economic losses. Website ti tk j / 5
6 Sentinel Asia and APRSAF [History] In October 2005, APRSAF 1-12, in Kitakyushu, Japan, approved the plan to initiate the pilot project. In February 2006, Joint Project Team (JPT) was organized. STEP-1 phase ( ), a pilot project, has finished. And STEP-2 phase ( ) has initiated. A step by step approach for the implementation of Sentinel Asia was adopted. STEP1 : Inplementation of the backbone Sentinel Asia data dissemination system as Pilot project STEP2 : Expansion of STEP1 with new satellite communication system, and improvement based on experiences in STEP1 and new requirements. 1 [History] Established in 1993 after the Asia-Pacific International Space Year Conference (APIC) in 1992 [Organizers] MEXT, JAXA and co-host organizations Past co-organizers: Government or related entities of Mongolia, Malaysia, Republic of Korea, Thailand, Australia, Indonesia, India, Vietnam, Thailand [Working Group] Earth Observation, ISS, Communication Satellite Applications and Space Education and Awareness. 12 Emergency Observation When disaster happened, Sentinel Asia accepts Emergency Observation Request from users, and Space Agency observes disaster afflicted area by Satellite. Then satellite imageries are provided to users. Sentinel Asia has responded more than 120 disasters until now. Latest List of Emergency Observation 12
13 Emergency Observation Space Agency which has earth observation satellites begins to emergency operation and provides a requester the satellite data via internet and communication satellite WINDS. 13

16 Emergency Observation In order to make value-added information such as flood inundation area from satellite Imagery, Sentinel Asia has Data Analysis Node (DAN). 20 Wildfire Monitoring In order to find wildfire immediately, Sentinel Asia monitors wildfire by using satellite observation. AIT(Thailand), University of Tokyo(Japan), CSIRO (Australia), and CRISP(Singapore) detect the potential area of wildfire as hotspot by using MODIS, MTSAT-1R (Meteorogical Satellite) data, and provide the hotspot information to Sentinel Asia. Sentinel Asia unifies the hotspot information from various organizations, and provides the hotspot information every day. 24 a Flood Monitoring In order to support prediction of flooding, Sentinel Asia provides rainfall information. As the rainfall information, Sentinel Asia provides GFAS information from International Center for Water Hazard and Risk Management, ICHARM, and GSMap near real time information from EORC, JAXA. GFAS provides 1, 3, 7, 30,60, 100 days accumulated precipitation information (spacial resolution is 0.25 degree) and 5 and 10 years statistics data everyday. GSMap provides hourly rainfall information with 4 hours time delay, and its spacial resolution is 0.1 degree. K.Fukami of ICHARM is the WG chair 24

31 a Tsunami WG Devastating damage by the Earthquake and subsequent tsunami on the 11 th March 2011, it was decided to form Tsunami WG under the framework of Sentinel Asia focusing on tsunami early warning system applying the cutting-edge technologies, including space technology. Three components will be necessary. 1. Tsunami detection system 2. Warning transmission system 3.
