Her research has focused on the spatial and statistical analysis of crime and public safety data to support evaluations of several youth violence, gang, and crime control and prevention initiatives. She is currently the principal investigator for the evaluation of the Close to Home juvenile justice initiative and the 2012 Law Enforcement Management and Administrative Statistics Survey (LEMAS), which includes more than 3,500 law enforcement agencies, co- principal investigator on the 2014 Census of Publicly Funded Forensic Crime Laboratories, and project director on the Los Angeles Gang Reduction and Youth Development program evaluation (GRYD). More recently, Ms. Lowry served as project director of the OJJDP-funded Norms and Networks of Latino Youth project and the District of Columbia Youth Survey funded through the District of Columbia Crime Policy Institute; both included the collection of personal social network data from youth to assess the composition of gang members friendship networks to derive the structural properties that influence the commission of crime. Ms. Lowry previously served as project director for an evaluation of the use of public surveillance systems in three U.S. cities as well as an NIJ-funded randomized controlled trial aimed at preventing car crime in Metro s parking facilities. Before joining the Urban Institute, Ms. Lowry studied the psychology of sexual deviance and the ecology of crime while pursuing a graduate degree in criminal justice from Northeastern University. She is currently obtaining her doctorate from George Mason University in Criminology, Law and Society. Project Director. This evaluation assesses the implementation and stakeholder perceptions of HACLA s pilot program. The program is being implemented in four public housing developments with significant public safety concerns, in the Watts and Boyle Heights sections of Los Angeles. Sponsored by the Housing Authority of the City of Los Angeles. February 2014-August Budget: $98, Census of Publicly-Funded Forensic Crime Laboratories. Co-Principal Investigator. On behalf of the Bureau of Justice Statistics, the Justice Policy Center is serving as data collection agent for the 2014 census of publicly-funded crime laboratories (N=450). Funded by the U.S. Department of Justice, Bureau of Justice Statistics. October 2013 to present. Budget: $400,000. Close to Home: An Implementation and Process Evaluation. Principal Investigator. This project is an implementation and process evaluation of New York City s Close to Home juvenile justice reform initiative. The Close to Home initiative authorizes the City, rather than the State, to provide a continuum of services to adjudicated delinquent youth into the custody of the New York City Administration for Children s Services (ACS). Sponsored by the New York City s Center for Economic Opportunity (CEO), NY. April 2013 to present. Budget: $170, Law Enforcement Management and Administrative Statistics Survey (LEMAS). Principal Investigator. On behalf of the Bureau of Justice Statistics (BJS), the Justice Policy Center serves as data collection agent to collaborate in the design and administration of the LEMAS survey, with a nationally representative sample of approximately 3,500 municipal, state and county agencies. October 2010 to present. Budget: $650,000. Evaluation of the City of Los Angeles Gang Reduction and Youth Development program. Project Director. This evaluation assesses the process and the outcomes of the City of Los Angeles s Gang Reduction and Youth Development Strategy. The mature strategy has been implemented for over three years, and the Urban Institute has been the evaluator since its inception. The strategy is being implemented in selected GRYD Zones around the city, targeting those areas that have the greatest gang problems and youth needs with individualized prevention and intervention services and community-based violence interruption efforts. The evaluation addresses all elements of the strategy, considering outcomes at both the individual and community levels. Sponsored by the City of Los Angeles, CA. April 2009 to present. 3 Gangs, Social Networks, and Geography: Understanding the Factors Associated with Gang Desistance. Project Director. Subcontract with RAND Corporation. UI s contribution to larger project on gang desistance involves assisting RAND with an ethnography of youth in gangs regarding desistance from gangs, whether they have considered it or whether they have already left a gang. UI will also be conducting a longitudinal social network analysis of gang social networks in Washington, DC and will contribute to the projects analysis and findings. Sponsored by the Office of Juvenile Justice and Delinquency Prevention. January 2012 to present. Budget: $325,000 (Urban Institute). Human Trafficking Reporting System (HTRS). UI Manager for Prosecutor Survey. Project in partnership with Northeastern University to develop first national (United States) data collection and reporting system on human trafficking victims and offenders. Working with 42 federally-funded human trafficking task forces to collect data from 2007 through present. Providing technical assistance to task forces and analyzing and reporting on data as mandated by Congress in the Trafficking Victims Protect Act (TVPA). Piloting a National Survey of Prosecutors on Human Trafficking. Project funded by the U.S. Department of Justice, Bureau of Justice Statistics (BJS). April 2011 to January Impact of Foreclosures on Crime: A Space-Time Analysis. Project Manager. With funding from the National Institute of Justice, this project will identify the temporal and spatial effects of foreclosures on neighborhood crime levels and of crime on neighborhood foreclosure rates to determine where to focus limited resources and prevent potential damage from concentrated foreclosures. January 2011 to present. Estimating the Unlawful Commercial Sex Economy in the United States. Analyst. This study focuses on six sites across the United States to estimate the structure and scale of the UCSE, compare this economy to other illegal economies, and measure how the amount of this activity has changed over the last five years. Funded by the National Institute of Justice. January 2011 to Delinquent Behavior, Gang Involvement, and Social Networks of Youths in the District of Columbia. Project Director. DCPI researchers will study the DC gang problem by collecting and analyzing data concerning social networks from a neighborhood-based sample of youth in the District, in order to understand the progression of individual and group-based criminal behavior. Findings concerning on the local D.C. gang context and how it functions within neighborhoods will assist policymakers, law enforcement, and community practitioners in developing locally appropriate prevention and intervention efforts. October 2010 to present. Crime Deterrence of DC Mail Carriers. Co-Principal Investigator. This study will examine the role of mail carriers and post offices on crime and disorder by studying how changes to postal services in the District of Columbia affect community security and public safety. In a recent Urban Institute report documenting the social benefits the U.S. Postal Service provides, postal services were identified as a way to improve neighborhood safety by serving as an informal social control, increasing guardianship in the community, and thus increasing the chance to detect new crimes (Pindus et al. 2010). Through these mechanisms, postal carriers and post offices may reduce crime. In this study, we hypothesize that mail carriers may deter offending, detect suspicious or unusual behavior, and provide social benefits by identifying and assisting ill residents or crime victims. 4 Increasing Cross-Jurisdictional Collaboration to Reduce Crime in the District. Analyst. DCPI researchers will analyze detailed crime data to assess the cross-jurisdictional criminal activity between the District and Maryland jurisdictions, and review the quantity and quality of current cross-jurisdictional cooperation and response between the District and bordering jurisdictions. Results will inform recommendations for best practices to improve the efficiency and efficacy of crossjurisdictional cooperation and response. October 2010 to Human Trafficking Investigations and Prosecutions. Site Lead and Analyst. This project utilizes a multimethod approach to understand the challenges local and state officials face investigating and prosecuting human trafficking cases. A systematic review of human trafficking cases and interviews with stakeholders is being conducted in a sample of counties across the U.S. to identify and recommend strategies to overcome barriers to investigation and prosecution of human trafficking cases. Funded by the U.S. Department of Justice s National Institute of Justice, with the Urban Institute serving as a subcontractor to Northeastern University. January 2010 to Census of Publicly-Funded Forensic Crime Laboratories. Data Compilation Manager. On behalf of the Bureau of Justice Statistics, the Justice Policy Center is serving as data collection agent for the 2009 census of publicly-funded crime laboratories (N=400). Funded by the U.S. Department of Justice, Bureau of Justice Statistics. November 2009 to October Evaluation of CCTV Use in Public Spaces. Project Director. This project is a process and impact evaluation of the use of Closed-Circuit Television (CCTV) to prevent crime and disorder in four cities. The evaluation will includes pre- and post-cctv analyses of both quantitative and qualitative data on CCTV s role in reducing and/or displacing crime in and around the vicinity of the cameras and the degree to which CCTV supports police arrests, investigations and prosecutions. Funded by U.S. Department of Justice s COPS Office. May 2008 to September Norms and Networks of Latino Youth. Project Director. This study includes the collection of personal social network data from youth to assess the composition of Latino gang members friendship networks and to derive the structural properties that influence the commission of crime. Information is elicited on both individual and group dynamics that contribute to criminal behavior and group-related activity among Latino youth and young adults. Funded by the Office of Juvenile Justice and Delinquency Prevention. February 2009 to December Thurgood Marshall Academy School Violence. Project Manager. The Urban Institute is partnering with the Thurgood Marshall Academy Public Charter School to conduct a process and outcome assessment of their violence prevention activities using data from administrative and programmatic records; semistructured interviews with stakeholders; focus groups with parents, students and teachers; and surveys with students and teachers. The goal is to provide the school with empirically-based information on the efficacy of their violence prevention activities and how they compare to national best practices. May 2009 to April Crime and HUD s HOPEVI Initiative: An Investigation of Crime Displacement. Analyst and Site Manager. This project is assessing how crime patterns change during and after the closing, renovation, and subsequent reopening of public housing developments under the U.S. Department of Housing and Urban Development s (HUD) HOPE VI initiative. Crime is being examined in and around six HOPE VI SAMANTHA LOWRY 4

5 redevelopment sites in Milwaukee, WI and Washington, D.C. The analysis consists of two central components: (1) a qualitative assessment of changes in the physical environment, resident demographics, and the spatial patterns of crime and (2) statistical tests for spatial displacement using three different methods. Sponsored by the U.S. Department of Justice, National Institute of Justice. February 2007 to August School-Based Violence Prevention and Demonstration (SVPD) Program, Nassau County District Attorney s Office. Project Director. The Urban Institute, in partnership with the Nassau County, New York District Attorney s Office, is conducting a continuation and outcome/impact evaluation of a School Based Violence Prevention and Demonstration Program. This includes providing the local implementation team with baseline problem assessments and ongoing program development and outcome feedback on two evidence-based programs. Sponsored by the Bureau of Justice Assistance, Edward Byrne Memorial Discretionary Grants Program. October 2007 to June School Violence Prevention Initiative. Analyst. This program helped schools identify problem behaviors among students, select and implement an appropriate evidence-based program to address those behaviors, and evaluate the results of the program. Sponsored by the U.S. Attorney s Office, Eastern and Southern Districts of New York through their Project Safe Neighborhoods initiatives. September 2007 to Summer Preventing Car Crime in Metro s Parking Facilities. Project Director. This project involves an impact evaluation of camera use in the Washington Metropolitan Area Transit Authority parking facilities. Funding through the Department of Justice. May 2008 to October Project Safe Neighborhoods (PSN), U.S. Attorney's Office for the Eastern District of New York. Data Analyst. The Urban Institute is serving as the local research partner for the EDNY PSN initiative. This includes providing the local implementation team with baseline problem assessments and ongoing program development and outcome feedback to the PSN task force. It also include conducting an implementation process and outcome evaluation of PSN. PSN is a collaborative approach to preventing and reducing firearm-related violence throughout the five county region served by the Eastern District. Sponsored by the Bureau of Justice Assistance through the State of New York, the fiscal agent for EDNY PSN. August 2007 to January National Census of State Court Prosecutors. Analyst. On behalf of the Bureau of Justice Statistics, the Justice Policy Center served as data collection agent for the 2007 census of state prosecutors with jurisdiction over felony cases (N=2,350). Funded by the U.S. Department of Justice, Bureau of Justice Statistics. August 2007 to September Emerging Securities Technologies. Project Manager. The focus of this project is to anticipate and plan for demographic and crime trends as they relate to the security industry. Focus groups were held with security professionals in retail, hospitality and services, information technology, healthcare, banking and insurance, and transportation sectors to identify how their industry might prepare for emerging demographic changes and related security issues over the next five to ten years. This research will help to develop practical guidance to private security experts throughout the country. Funded by the ASIS International Foundation. August 2007 to December SAMANTHA LOWRY 5

6 Evaluation of the Gang Reduction Program. Analyst. This project is an outcome and process evaluation of a comprehensive, federally-funded program aimed at reducing and preventing youth gang violence. The multi-year program is being implemented in four pilot cities: Los Angeles, CA; Milwaukee, WI; North Miami Beach, FL; and Richmond, VA, and is based on multi-agency partnerships in each city to address gang violence across an array of domains. Sponsored by the Office of Juvenile Justice and Delinquency Prevention. August 2007 to September Evaluation of Target s Safe City Initiative. Project Director. Safe City is a public/private partnership between law enforcement agencies and business owners aimed at preventing crime in retail areas using a combination of crime prevention and technology interventions. The JPC evaluation is sponsored by the National Institute of Justice and will evaluate Safe City efforts in Tucson (AZ), Cincinnati (OH), Hyattsville (MD), and Chula Vista (CA).
