3 Department of Justice Affairs Strategic Plan Executive Summary The Department of Justice Affairs completed a six-month strategic planning process that incorporated both internal and external stakeholder analysis and rested on inclusive, cross-departmental input. A steering committee focused their efforts on managing the process and developing the overall objectives. Public Safety, Client Services and Administrative Services each had a team that worked on a strategic plan for their division. An important output of the process was to build capacity for implementation by allowing staff of the Agency the opportunity to develop a shared, unified sense of purpose and direction. That has been accomplished in this plan. The process was built on the principles of Optimization, Leverage, Synergy, Incentivize, and Equity (OLSIE ) and focused on broad inclusion of stakeholder views, leveraging the strengths of the organization, and creating incentive in the process through opportunity to participate at all levels and functions within the organization.

These areas are broad, impactful and reflective of the mission. While each division worked independently, it is notable that synergy exists between the goals of each division and the steering committee s strategic priorities for the Department of Justice Affairs. 6 DJA Administrative Division, Grants & Training Grants & Training: Applies, administers and monitors grant funds awarded by federal and state sources to Cuyahoga County and regional partners in an effort to enhance regional emergency preparedness, citizen safety, criminal justice, juvenile justice and victim service systems, e.g. Urban Area Security Initiative (UASI), State Homeland Security Grant Program (SHSP), Juvenile Accountability Block Grant Program (JABG), Juvenile Justice & Delinquency Prevention Program (JJDP), and the STOP: Violence Against Women Act (VAWA). Board of County Commissioners representative to implement fair and equitable funding for grant funded programs. Implements a comprehensive training program that continuously assesses, researches, and identifies training needs across all work units in DJA to ensure that employees are productive, well trained, and provided professional development opportunities.

9 DJA Public Safety Division, i i CRIS C.R.I.S. Provides: Critical data warehouse & secure connectivity it to law enforcement first responders and law enforcement executives. Technical IT support (7 days a week, 24 hours a day) for other emergency service agencies, including EMA & CECOMS.

11 DJA Public Safety Division, CECOMS CECOMS: Synchronizes emergency services including administration of cellular and wireless calls and broadcasts of Emergency Alert Bulletins, including all AMBER ALERTS, for a nine county area in Northeast Ohio. Coordinates ambulance and hospital communications and the Cuyahoga County Hospital Restriction Program/Override Pl Policy. Coordinates, communicates efforts with fire departments, police departments and other health care agencies along with EMA.

12 EMA: DJA Public Safety Division, EMA Maintains County-wide Emergency Operation Plan (EOP), which addresses the four phases of an emergency (preparedness, response, recovery, and mitigation). Activation of the Emergency Operation Center (EOC) to support Incident Command and local communities with the coordination of resources during and after an emergency. CECOMS and CRIS provide the IT and Communications i support functions within the EOC. The Public Safety Urban Area Working Group (PSUAWG), a governing body of EMA, is made up nine functional committees, each representing a specific public safety discipline. EMA and Grants & Training support these functional committees by reviewing the Target Capabilities List to determine gaps and needs and then allocating and administering Dept. of Homeland Security grant funds, which are used to coordinate planning, training and exercising with first responders from the 59 jurisdictions within Cuyahoga County, the State of Ohio and Federal Agencies.

14 DJA Client Services, Clinical Services By serving 3500 adult offenders each year, Treatment Alternatives to Street Crime (TASC) programs work to reduce recidivism and substance use by providing assessment and case management treatment services. TASC houses the Stephanie-Tubbs Jones Drug Court Program, which serves 250 Municipal and Cuyahoga County Court referrals per year through assessment, case management, linkage, and access to treatment. The Multisystemic Therapy (MST) Program is an intensive, home- based family therapy program that works to break the cycle of criminal behavior by successfully keeping youth at home, in school and out of trouble.

15 DJA Client Services, Office of Mditi Mediation Service Center for filing and mediating all Custody petitions filed in Juvenile Court. In the process of establishing a mediation center within Domestic Relations Court to assist parents with developing parenting plans for their children. Partner with the Cuyahoga County Fatherhood Initiative in assisting fathers in navigating through the legal process of establishing parenting time with their children.

16 DJA Client Services, Witness/Victim Service Center Planning process for the local adaptation of the Family Justice Center, a best practice model which originated in San Diego. Comprehensive services to families of crime victims including domestic violence and homicides within the city of Cleveland. Implementation of the Children Who Witness Violence model, which is a nationally recognized model of intervention at crime scenes where children are present.

17 DJA Client Services, Office of Reentry Provide coordination for over 30 government, community, and fihb faith-based organizations i that provide services to reentering population in order to increase public safety by reducing recidivism. Ensure sustainability of the reentry service delivery system by funding programs that allow for employment training services, the Greater Cleveland eland Integrated Reentry Project (GCIRP), Reentry Review Newsletter, Neighborhood Reentry Resource Center ( North Star ), a Service Directory (Going Home to Stay), and Reentry Court.
