1 Washington Metropolitan Area Transit Authority Board Action/Information Summary Action Information MEAD Number: Resolution: Yes No TITLE Metro Transit Police Department Third Quarter Security Report PRESENTATION SUMMARY The Metro Transit Police Department (MTPD) Quarterly Security Report publicly communicates security-related information. PURPOSE The Metro MTPD Quarterly Security Report informs the Safety and Security Committee regarding crime in the Metro system and indicates performance measurement in accordance with Authority goals. Further, the public report increases communication to enhance security of our customers and the protection of Authority employees. The September Security Report will address and compare the first three quarters (January September) of 2012, with the same period of time in 2011 and against the 2012 target. DESCRIPTION A key component of customer satisfaction while riding on Metrorail or Metrobus is traveling in a safe and secure environment. As such, crime reduction performance measurement is included as part of Metro s Strategic Plan. A 2012 target has been set for less than 2,050 Part I Crimes for the year. Key Highlights: The probability of being a Part I Crime victim in the Metrorail system is 6.09 per million riders for the first three quarters of 2012 which is lower than that of the Washington Metropolitan region in general Overall Part I Crime is up by 6.89% due primarily to an increase in thefts of electronic devices The MTPD is at 71.9% of the crime reduction target of <2,050 Part I Crimes and trend analysis of 2012 month-to-month crime data indicates successful probability of achieving the target Parking Part I Crime is significantly lower than 2011, reduced by 26% The MTPD is strongly engaged in community outreach activities Page 5 of 40

2 Background and History: The MTPD utilize reported Part I crime statistics to provide a depiction of security in Metrorail, Metrobus, parking facilities, and other Authority property. Continuous analysis of Part I crime based on a multitude of variables to include location and circumstance, assists the MTPD with efficient, effective use of resources coupled with the development of strategies and tactics to prevent crime on Authority property. In 2010, the Transit Police introduced a new process call MetroSTAT, Managing and Enforcing Transit Related Offenses. MetroSTAT is based on five basic principles which have been identified as best practices by law enforcement agencies in the establishment of a crime control model. MetroSTAT basic guidelines are: Specific objectives Timely and accurate intelligence Effective strategies and tactics Rapid deployment of personnel and resources Relentless follow up and assessment Discussion: Part I Crime, as defined by the Federal Bureau of Investigation, Uniformed Crime Reporting, is a common element by which all police departments assess performance. Citizens use Part I Crime statistics as a measure of community safety. In the first three quarters of 2012, MTPD reported 1,473 Part I Crimes of which 79% are considered Crime Against Property, consisting of larceny, auto thefts and attempts, burglary and arson. The remaining 21% are considered Crime Against Persons, including robbery, aggravated assault, rape and homicide. The MTPD has had significant success this year in reducing crime in Metro parking facilities, including lots and garages. The most serious crime in parking facilities include auto thefts and attempts, thefts from autos, and thefts of automobile parts and accessories. Parking crime has been reduced by 26% compared to the same time period in Metrobus crime accounts for 6.6% of overall Part I Crimes or 98 of 1,473 incidents for 2012, and is in decline since early this year. When comparing Metrobus crime year-to-date to 2011, there has been an increase of 38 Part I Crimes, the majority of which were property crimes. Page 6 of 40

3 This year, Metro, in partnership with local organizations, has focused on crimes of sexual harassment in the Metro system. Since the launch of the awareness initiative, MTPD has recorded 78 total reports which were classified as 39 criminal, 9 criminal non-sexual, and 30 harassment incidents. One significant arrest was made in July of this year involving multiple incidents of indecent exposure on a train. Three MTPD members responded, transported two victims to the Magistrates Office and obtained two warrants for indecent exposure. Further investigation revealed that the suspect was also sought by the University of Maryland Police Department for additional charges of burglaries on campus. During a photo array, the suspect was also identified for prior complaints of sexual assault on Metrorail. In 2012, MTPD has conducted outreach to both bus and rail customers through citizen and church groups, and government organizations. Chief Taborn and MTPD District commanders appear at Meet the MTPD at various opportunities. Crime prevention literature is distributed. September was Emergency Preparedness Month. MTPD Office of Emergency Management attended 25 outreach events. October is Crime Prevention Month; many activities are planned throughout the month. The MTPD Patrol Division has planned 44 outreach events.
