10 Office of National Laboratories Overview The Office of National Laboratories has responsibility to ensure that required infrastructure laboratory facilities support ongoing Science and Technology mission research and development activities. There are two primary thrust areas: construction of laboratory facilities and DHS S&T-laboratory operations. 12 Why The NBAF? To protect the United States from the numerous infectious foreign animal diseases present throughout the world that could threaten our public health, agriculture and economy. Homeland Security Presidential Directives Develop a plan to provide safe, secure and state-of-the-art agricultural biocontainment laboratories Develop current and new countermeasures The NBAF is critical to fulfilling both these requirements

13 NBAF Overview Owner/Operator Security The federal government would own the NBAF, with potential operational support from government contractors, for a total of about 250 to 350 employees, including researchers, technical support and operations personnel, many from the local community. The NBAF would enhance the U.S. biodefense complex by integrating high biocontainment security (biosafety level 3 and 4) facilities, the levels necessary to ensure that scientists can safely develop countermeasures. Facility The proposed facility would provide 520,000 gross square feet for integrated research and will include space for laboratories, animal holding, and administrative support. The latest in biocontainment design includes redundant engineering controls.

14 Feasibility/Planning Study and CMc Timeline Contract LGL07C00004 was awarded to NBAF Design Partnership (NDP) Joint Venture on 1/11/2007 for Feasibility/ Planning Study (only) in the amount of $2,249,868 - NDP selected via the competitive process - Feasibility/Planning study is complete awaiting Final Report Submittal - Actual design cannot begin until Environmental Impact Study (EIS) and final site selection is complete (estimated 10/31/08) - NDP will be doing the detailed design Expect to award CMc contract about 7/20/09 with construction complete about 12/2013 Sources Sought for CMc November 2008 RFP - February 2009 Award End of July 2009

15 EIS Contractor Timeline Contract LGL08C00003 awarded October 15, 2007 to Dial Cordy and Associates, Inc. for Environmental Impact Study (EIS) in the amount of $4,328, Scoping meetings have been held - Data collection efforts are underway - Draft EIS document expected in March Final EIS document expected in October 2008
