1 Report to the Business Administration Committee Recommendation to Award a Contract for Datacenter Colocation and Associated Support Services February 2018

2 Purpose Staff requests that the Business Administration Committee approve and recommend that the Board of Directors approve the award of a contract to QTS Realty Trust, Inc. of Overland Park, Kansas, to provide datacenter colocation services. The contract will be awarded for a three-year base term and two one-year option periods.

3 Background In 2015, the Office of Technology developed a three-phased infrastructure modernization roadmap to stabilize, standardize and innovate within the Airports Authority datacenter technology. In January 2016, the Board of Directors approved the award of a contract for Phase 1 of the infrastructure modernization roadmap, which included the establishment of a primary datacenter to support mission critical services for the Airports Authority. In March 2017, the Airports Authority completed Phase 1 with the relocation of its corporate datacenter.

4 Background (continued) Following industry best practices, the Office of Technology began work on the next phase of the infrastructure modernization roadmap. Phase 2 will establish a fault tolerance network capability among all Airports Authority campuses, as well as hardware and software redundancy and high-availability, and a secondary datacenter to be utilized as a Disaster Recovery Site. The proposed contract will allow the Airports Authority to acquire leased space for the secondary datacenter and its associated support services. The network connectivity, hardware, software and their associated support services will be acquired separately.

5 Background (continued) On July , the Business Administration Committee concurred with staff s recommendation to issue a solicitation for a secondary datacenter using the best value procurement method. This method takes into consideration technical factors and price, which are separately evaluated, and the proposal that is found to represent the best overall value to the Airports Authority forms the basis of award.

6 Discussion A Request for Proposals (RFP) was issued on November 8, 2017, and two proposals were received. The Evaluation Committee (EC) independently performed a technical review of the proposals using the following criteria: 1. Technical and Functional Requirements 2. Past Performance and Prior Experience 3. Implementation Plan and Scheduling Strategy

7 Evaluation The EC found one (1) proposal to be technically acceptable: QTS Realty Trust, Inc. of Overland Park, Kansas After a desk evaluation and a site visit to the proposed datacenter location on January 26, 2018, the EC concluded that the firm demonstrated a strong technical proposal.

8 Evaluation (continued) The Contracting Officer separately reviewed QTS s proposed price against the second offeror, noting that QTS proposed an overall price that was 42 percent lower. QTS s proposed cost was also significantly lower than the Airports Authority s independent cost estimate. Taking these items into consideration, the Contracting Officer determined that the price offered by QTS was fair and reasonable.

9 Evaluation (continued) The estimated cost for the five-year term is a potential not-to-exceed contract value of $3.6 million. The contract value is estimated based on expected usage of the services.

10 Recommendation Staff requests that the Business Administration Committee approve and recommend that the Board of Directors approve the award of a contract to QTS Realty Trust, Inc. of Overland Park, Kansas, to provide for datacenter colocation and associated support services for the Airports Authority.

12 Proposed Resolution Awarding a Contract for Datacenter Colocation and Associated Support Services WHEREAS, The Office of Technology completed Phase 1 of its threephased infrastructure modernization plan with the relocation of the Airports Authority corporate datacenter in March 2017; WHEREAS, Phase 2 will establish a fault tolerance network capability among all Airports Authority campuses, as well as hardware and software redundancy and high availability, and a secondary datacenter to be utilized as a Disaster Recovery Site; WHEREAS, On July 19, 2017, staff presented, and the Business Administration Committee concurred with, pre-solicitation terms to acquire leased space and associated support services for a secondary datacenter; WHEREAS, In November 2017, a Request for Proposals (RFP) was issued; WHEREAS, The Evaluation Committee (EC) reviewed and evaluated the proposals submitted in response to the solicitation; and WHEREAS, On February 21, the Business Administration Committee received the results of the evaluation of the proposals and recommended that the Board of Directors approve the award of a contract to QTS Realty Trust, Inc. of Overland Park, Kansas, to provide datacenter colocation and associated support services at its facility in Richmond, Virginia; now, therefore, be it RESOLVED, That the award of a contract to QTS Realty Trust, Inc. for the provision of datacenter colocation and associated support services for a threeyear base term and two one-year option periods with a total potential not-toexceed contract value of $3.6 million is approved; and 2. That the President and Chief Executive Officer is authorized and directed to enter into a contract with QTS Realty Trust, Inc. to provide datacenter colocation and associated support services, consistent with the terms presented to the Business Administration Committee on February 21, For Consideration by the Business Administration Committee February 21, 2018
