Advanced Metering Program George Bjelovuk AMI Program Manager April 25, 2017
AMP is redefining the Joint Action Agency Joint Action Agency history has been focused on collaboration to build economies of scale Power supply contracts Generating assets AMP s Strategic Plan is expanding that role Hosted Solutions is one of eight initiatives that AMP s Board has launched to help execute on its Vision & Mission Vision To be public power's leader in wholesale energy supply and value-added Member services. Mission To provide Members with the benefits of scale and expertise in providing and managing energy services. Page 2
Utility Business Drivers for AMI Public Works Projects to address utility infrastructure Manual meter reading process constraints Handheld/drive-by equipment is aging Water meter modules near end-of-life (batteries) Stopped or under-registering meters Other technology deployments (LED street lighting control, GIS, etc.) Improve & reduce cost of customer service Surrounding utilities providing internet access to interval data Enhanced customer communication Enable remote connect/disconnect of electric service Support for emerging needs rates, distributed generation Distributed generation (e.g. solar) metering requirements Changes in rate design TOU, demand metering, seasonal rates Compensating customers for voluntary contributions to 1CP & 5CP Peak Shaving Distribution grid management automation, Volt/VAR control Page 3
AMP s AMI Project Common Hurdles AMP Members Faced Limited ability to explore the marketplace Managing relationships with a new group of vendors Supporting increasingly complex and integrated systems Hiring, training, and retaining skilled IT roles Rigidity of some vendor-hosted solutions Unplanned future expenses Dealing with cyber security requirements (CIP) Too small to leverage strategic relationships with partners Inexperience with negotiating IT contracts. 4 Page 4
AMP AMI Project - RFI/RFP Process RFI issued to 23 vendors ABB/Tropos GE Mueller Systems PrimeStone UMS Aclara Itron N-Dimension Sensus UtiliSmart Eaton L+G Nexgrid Siemens Wipro ElectSolve Leidos Oracle Silver Spring Elster MeterSense OSISoft Tantulus (Bolded vendors gave demonstrations) Pilot Member Workshop in May, 2015 Short list of nine Vendors selected for RFP RFP included detailed information for 10 AMP Member utility systems 90,000+ meters in scope RFP released, responses received, comparative analysis prepared and reviewed with initial members and AMP Board Page 5
AMP s AMI Vendor/Partners Page 6
AMP s Selection of Silver Spring Networks No meter vendor lock-in Fully monitored 24x7x365 Service Level commitments Meshing network built from the ground up to support utility needs: Openness: IP Version 6 (ipv6) standards based meshing network. They release APIs to partners for product development Compatibility: Works with all the major electric meter manufacturers, along with other vendors (streetlights, reclosers, environmental sensors, etc.) 100+ companies in the ecosystem Performance: Top tier network provider with high bandwidth meshing networks. Bandwidth continues to grow with each Generation (currently on Gen 5). Mature system with proven backwards compatiblity with all previous versions of hardware. Some utilities are running Gen1 Access Points (APs) next to Gen 5 APs Scalability: 22+ Million endpoints deployed in U.S. Many customers with over a million endpoints. Built to scale up and out. Cyber Security: Largest Public Key Infrastructure (PKI, Certificates) in the world. Their approach was very different and very forward thinking on Cyber Security compared to other vendors in this space. Page 7
Silver Spring Networks Access Points/Relays Some AMI Vendors propose to install network equipment high on utility vertical assets to minimize the number of devices at the expense of long term support. These vendors also design their networks with low bandwidths at the perimeter to reduce the number of network devices. Page 8
GE Electric Meters Two residential meter platforms I210+, I210+C Both can be equipped with remote service switch (up to 200 amps) Commercial & industrial metering platform KV2c Available in multiple meter forms Stable, mature products Page 9

AMP s Support for its Members Key Observation: While AMP program relieves the burden of back office system operation, it will be important for communities to understand their roles before, during and after the AMI Project Implementation. Key Municipality Roles & Activities: Managing the project approval process Financing the deployment System readiness Community readiness Deployment responsibilities Post-deployment operations Page 18
Community Readiness Communicate benefits of advanced metering Improved utility operations Support for energy efficiency Better communications with residents and businesses Meet with resident committees to notify them of the upcoming system and work involved Installers may need to enter homes to exchange inside meters or work in pits on resident s property Scheduling this work on behalf of the installer Designating a municipality spokesperson for questions related to the program Page 19
AMP has joined SGCC Smart Grid Consumer Collaborative is a 501(c)(3) nonprofit organization with over 75 members with a mission to serve as a trusted source of information for industry stakeholders seeking a broad understanding of consumers views about grid modernization, electricity delivery, and energy usage, and for consumers seeking an understanding of the value and experience of a modern electrical grid.
