1 WELCOME TO THE Surrey-Newton-Guildford LRT Project Over the next 30 years, Surrey will welcome 300,000 new residents and surpass Vancouver as the most populous city in BC. As the city grows so do our transportation needs. This stage of consultation seeks input on project designs for Surrey-Newton-Guildford LRT (Phase 1 of the South of Fraser Rapid Transit Plan). 4 25 Years of Planning and Community Input TransLink is leading the planning process for Surrey-Newton-Guildford LRT in partnership with the City of Surrey, and with funding from the Federal and Provincial Governments. TransLink s mandate is to provide a regional transportation system that moves people and goods, while supporting the regional growth strategy, environmental objectives, and the economic development of the region. Planning for rapid transit South of the Fraser dates back to Community input and decisions made by all levels of government over the past 25 years have led us to where we are today. Transport 2021 Identifies need for rapid transit South of the Fraser Surrey Official Community Plan Proposes high density development on King George Boulevard and 104 Avenue supported by high-capacity transit South of Fraser Area Transit Plan Proposes ultimate LRT on 104 Avenue, King George Boulevard and Fraser Highway Transport 2040 Establishes goal of more than 50% of trips in the region by transit, walking or cycling Surrey Transportation Strategy Plan to achieve the 50% goal by linking transit investment with municipal land use plans for high density, mixed use, compact development BC on the Move Provincial commitment to funding rapid transit in Metro Vancouver. Surrey Council Decision Confirms LRT as priority capital project for Federal funding application. Surrey Rapid Transit Study Phase 2 Multiple Accounts Evaluation of the shortlisted alternatives, identifies 4 feasible options. 5 Public Engagement Process and Outcomes Evaluated three technologies and shortlisted four options from over 1,000 technology and route combinations Re-engagement on Surrey s vision of LRT in the transportation network and community. Winter 2016/2017 Feedback on environmental study results and mitigation. Fall Year Investment Plan consultation confirmed public and stakeholder support for 27 km of LRT in Surrey/Langley (Surrey-Newton-Guildford LRT is Phase 1). Fall 2016 Feedback on draft project designs and input to environmental scoping. Spring/Summer 2017 What we ve heard so far key themes: High awareness and strong support for the project and vision. Questions about how LRT operates and how it will integrate with existing traffic. Keen interest in how LRT works. Questions about how construction impacts will be managed. This stage of consultation is designed to address these questions.

8 LRT: The Growing Transportation Choice LRT is transforming modern cities around the world. There are now more than 400 light rail and streetcar systems in 50 countries, and more than 100 additional light rail systems are planned worldwide. Promote and encourage a variety of street level businesses that people can walk to and passengers can easily find when they travel. Effectively integrate transit with other transportation modes, to make transferring and connections more convenient. Strengthen city identity through visually-attractive public transit that people want to use, linking walkable communities where you can leave your car at home. Help minimize transit s environmental impacts, with high-capacity, electrically-powered vehicles and smaller footprint design. Support increased density throughout the city.

17 Future Demand for Transportation With Surrey s fast-growing population and employment, demand for high-quality transit solutions continues to increase. Preliminary findings indicate that LRT will serve the corridor transportation demand, improving future passenger travel time. Projections of future traffic patterns were forecast using three different modelling systems to anticipate how traffic will shift from today s current volumes to compare with and without LRT. This includes network-level simulations and corridor-specific models to analyze the effects on King George Boulevard, 104 Avenue, the City Centre and neighbouring streets. Hundreds of model runs are used to test the effect of small changes in demand, intersection signal timing, LRT speed and more, to determine the most effective network for all users. A key part of the roads plan is improving travel on parallel corridors. 20 Protecting the Environment TransLink and the City of Surrey are committed to a thorough environmental and socio-economic review and reporting process, including studying potential environmental effects and identifying mitigation measures. Consultation with First Nations is underway, and more detailed environmental consultation with communities will follow in fall Project studies are proposed to include: Traffic and transportation Community and neighbourhoods Archaeological and heritage resources BEAR CREEK Private property Employment and economy Fisheries and aquatics Vegetation and wildlife resources Noise and vibration Air quality and greenhouse gases (GHGs) Contaminated sites Violet Green Swallow Please use the feedback form to tell us what environmental considerations are of most interest to you.
21 Minimizing Construction Impacts Construction will take about three to four years. Minimizing disruption and keeping traffic moving will be a key priority. Before construction begins, detailed construction management plans will be developed. During construction, the following kinds of management and mitigation measures are planned: Traffic and Transportation Provide safe and accessible pedestrian crossings. Minimize bike route detours. Prioritize transit service, including minimizing route detours. Dedicate staff to respond to traffic challenges. Provide early and frequent notice of changes. Keep traffic moving on the corridors and alternate routes. Construction Communication updates Project website Drive BC website Twitter On-road signs Newspaper advertising Radio advertising Business and Community Maintain continuous, safe access to homes and businesses. Maintain business visibility from the street. Develop strategies to minimize and manage noise, dust, and vibration. 22 Moving the Project Forward To get ready for construction, some early work will take place starting in 2017 and 2018: Planning and construction for upgrades to Guildford Exchange and Newton Exchange. Planning and construction of Bear Creek Bridge replacement. Surrey will work with BC Hydro to raise power lines on 104 Avenue and King George Boulevard, to provide clearance for future LRT overhead wires. Surrey will relocate watermains and storm sewer drains on 104 Avenue. Geotechnical investigations.
