1 ICC-NCSEA Partnership Safety, Resiliency, Disaster Response ICC-NCSEA Collaboration Safety and Resiliency ICC is the publisher of NCSEA technical books and cobrands and distributes these Publications Guide to the Design of Common Irregularities in Buildings: 2012/2015 IBC and ASCE/SEI 7-10 Guide to the Design of Building Systems for Serviceability Guide to the Design of Diaphragms, Chords and Collectors: Based on the 2006 IBC and ASCE/SEI 7-05 Structural Loads NCSEA serves as the technical consultant to ICC-ES on structural matters as needed ICC active participation at NCSEA Annual Conference 1

2 ICC-NCSEA Collaboration Disaster Response ICC has a Disaster Response Network NCSEA has a 2 nd Responder Roster Proposal to combine and collaborate on an ICC/NCSEA No Community is Immune In 2016 More than 100 million people within the US (1/3 of it s population) were adversely impacted by a natural disaster Date (2016) Event Area Effected January Blizzard Southeast, Mid Atlantic & 103 M people & Northeast (11 States) 10,000 s Buildings June Flood Appellation Mountains Infrastructure & (2 States) 1000 s of buildings August Flood Louisiana Infrastructure & 1000 s of buildings August / September Tropical Storm & Flood Southeast (3 States) Infrastructure & 1000 s of buildings 2

3 2 nd Responders There are 5 recognized classes of 2 nd Responders: USAR Structures Specialist (StS) I or II FEMA Structure Condition Evaluator (SCE) I, II or III ICC Disaster Response Inspector (DRI) CalOES SAP Assessor ATC 20 or 45 Assessor Disaster Response Network A listing of building safety professionals who have volunteered to help affected jurisdictions with building damage assessment, building inspections and other code-related functions 3

4 2 nd Responder Roster A database of trained and certified 2 nd responders who are willing to assist with post-disaster condition assessments of structures at a local, State or national level 2 nd Responder Roster This system exists and is supported by NCSEA 4

5 2 nd Responder Roster User Account Volunteers are able to login and update contact, licensure & certification information Locating 2 nd Responders Roster Reports Admin Users are able to locate volunteers by specifying: Desired Licensure Responder Classification Deployment Experience Distance from Incident 5

6 Contacting 2 nd Responders Roster Reports The Roster can also be used to communicate with volunteers: Newsletters & Updates Deployment Notices Training Notices Activating 2 nd Responders There are 4 methods of activating 2 nd Responders: Federal Resource (Request Through EM) State Resource (Request Through EM or BOA) Mutual Aid Resource (Request Through BOA) Volunteer (Direct Request) 6

7 PROPOSAL Establish a joint committee to over see the collaboration between ICC and NCSEA on the creation of a Committee s Tasks Promote Availability of Disaster Response Training Publicize the Roster Among the EM Community, Members and the Public 7
