GO 131-D was adopted by the California Public Utilities Commission (Commission) in Decision (D.) and modified by D PURPOE This advice filing provides a copy of the Notice of Proposed Construction (Attachment A) and the Notice Distribution List (Attachment B) which comply with the noticing requirements found in GO 131-D, ection XI, ubsections B and C. BACKGROUND outhern California Edison Company (CE) proposes to increase the capacity of its 66 kilovolt (kv) subtransmission system in Visalia and unincorporated Tulare County area to address forecasted overloads on the existing Rector-Liberty No. 1 and No kv lines by constructing a new underground 66 kv line segment. The new Rector-Goshen-Liberty 66 kv subtransmission line segment will be approximately 1.2 miles in length and will be constructed in franchise areas (public right-of-way) between CE s existing Rector- Goshen 66 kv subtransmission line, which is located on the north side of Caldwell Avenue in the City of Visalia, and CE s Liberty ubstation, which is located on the southwest corner of the intersection of Road 272 and Demaree treet (Road 108) in unincorporated Tulare County. The construction associated with this new 66 kv line segment is proposed in two phases as discussed below and as depicted in the attached map. 3 ADVICE 2510-E (U 338-E) eptember 13, 2010 tubular steel pole footing work to avoid conflicts with and to accommodate future improvements to Demaree treet proposed by the County of Tulare. Phase 1, which is anticipated to begin on or after October 28, 2010, and expected to be completed by March 2011, will involve the following scope of work: Installation of new underground electrical facilities. The underground work will consist of trenching on street surfaces and installing approximately 1.1 miles of electrical ducts and five underground electrical structures. The construction will start on the south side of Caldwell Avenue, approximately 100 feet east from the southeast corner of Demaree treet and Caldwell Avenue. The new underground electrical facilities will extend west along the south side of Caldwell Avenue toward Demaree treet. At Demaree treet, the underground ducts will continue south on the east side of Demaree treet toward Liberty ubstation. Installation of one underground concrete foundation footing for a future tubular steel riser pole (discussed under #4 below) on the south side of Caldwell Avenue. Phase 2, which is scheduled to begin during or after the 4 th Quarter of 2012, and expected to be completed by June 2013, will involve the following scope of work: Installation of various tubular steel and lightweight steel poles and related overhead 954 stranded aluminum conductor on the north and south side of Caldwell Avenue to connect the new underground Rector-Goshen-Liberty 66 kv line segment to CE s existing overhead 66 kv line on the north side of Caldwell Avenue. This work, which will extend for 0.1 miles, will involve the following: 1. Installation of one (1) approximately 75-foot tubular steel pole on the north side of Caldwell Avenue, approximately 400 feet east of the northeast corner of Caldwell Avenue and Demaree treet, along CE s existing overhead Rector-Goshen 66 kv line. 2. Installation of one (1) approximately 75-foot tubular steel pole on the south side of Caldwell Avenue, directly across the street from tubular steel pole discussed above under #1. 3. Installation of one (1) approximately 70-foot lightweight steel pole with overhead mounted switching equipment on the south side of Caldwell Avenue, approximately 115 feet west of the new tubular steel pole discussed above under #2. 4. Installation of one (1) approximately 75-foot tubular steel riser pole on the south side of Caldwell Avenue, approximately 175 feet west of the new lightweight steel pole discussed above under #3 and approximately 100 feet east of the southeast corner of Caldwell Avenue and Demaree treet. From this new tubular steel riser pole, the existing overhead 66 kv line will then transition to an underground configuration to facilitate the installation of the new underground Rector-Goshen-Liberty 66 kv line segment as described below.
4 ADVICE 2510-E (U 338-E) eptember 13, 2010 Installation of approximately 1.1 miles of new underground 3000 kcmil copper 66 kv cable through the underground ducts and structures installed as part of Phase 1, starting near the new tubular steel pole riser installed on the south side of Caldwell Avenue approximately 100 feet east of the intersection of Caldwell Avenue and Demaree treet, and proceeding in the public right-of-way west toward Demaree treet, and then south in the public right-of-way on Demaree treet for approximately 5000 feet into Liberty ubstation. This work will generally involve electrical crews pulling the underground cable from each vault to adjacent vault located along the project route. Inside Liberty ubstation, three (3) new underground conduit substation risers will be installed for the purposes of pulling the new underground 66 kv cable into the substation. Pursuant to GO 131-D, ection III.B.1, projects meeting specific conditions are exempt from the Commission s requirement to file an application requesting authority to construct. This project qualifies for the following exemption: g. power line facilities or substations to be located in an existing franchise, road-widening setback easement, or public utility easement; or in a utility corridor designated, precisely mapped and officially adopted pursuant to law by federal, state, or local agencies for which a final Negative Declaration or EIR finds no significant unavoidable environmental impacts. GO 131-D, ection XI, ubsection B.4, requires that this advice filing be made not less than 30 days before the date such construction is intended to begin. Construction of the proposed project is scheduled to begin during or after October 28, 2010, and expected to be completed by June Please refer to the discussion above for specific information on project phases and schedule for each phase. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other rate schedule or rule. EFFEIVE DATE Because this filing is being made in accordance with the noticing requirements described in GO 131-D, ection XI, ubsection B.4, this advice filing will become effective on October 13, 2010, the 30 th calendar day after the date filed. EMF Compliance: The California Public Utilities Commission (CPUC) requires utilities to employ no cost and low cost measures to reduce public exposure to electric and magnetic fields (EMF). In accordance with EMF Design Guidelines filed with the CPUC in compliance with CPUC Decisions and , CE would implement the following measure(s) for this project: 1. Placing underground 66 kv cables at a minimum of 25 feet from the edge of the street (this distance may vary due to engineering requirements or other underground facility conflicts). 2. Using pole heights that meet or exceed preferred 66 kv design criteria as specified in CE EMF Design Guidelines. Exemption from CPUC Authority: Pursuant to CPUC General Order 131-D, ection III.B.1, projects meeting specific conditions are exempt from the CPUC s requirement to file an application requesting authority to construct. Public Review Process: Persons or groups may protest the proposed construction if they believe that the utility has incorrectly applied for an exemption or believe there is reasonable possibility that the proposed project or cumulative effects or unusual circumstances associated with the project, may adversely impact the environment.
