The Colusa-Sutter Transmission Line, or CoSu Line, would provide SMUD with a new connection to the existing California-Oregon Transmission Project (COTP) line in Colusa County by linking it to a new substation near the existing O'Banion Substation in neighboring Sutter County, with potential modifications to SMUD's existing Elverta Substation in Sacramento County. The scoping period now closes on Monday, April 18, Studies of the proposed CoSu Line are just beginning. Federal and state laws require that Western and SMUD conduct an environmental 1

12 review that analyzes the potential effects of the CoSu Line on environmental resources. One of the first steps of the environmental review is the public scoping process, where Western and SMUD accept public comments on the scope of issues to be considered in the environmental analysis. Effective January 6, 2017, Western Area Power Administration (WAPA) and Sacramento Municipal Utility District (SMUD) will hold an additional 60-day public scoping period to gather public input on potential environmental impacts, alternatives, and mitigation measures of the Colusa-Sutter Transmission Line, or CoSu Line. The CoSu Line is a proposed 500-kilovolt electric transmission line that would provide a new link between the California-Oregon Transmission Project (COTP) and SMUD s and WAPA s transmission facilities on the east side of the Sacramento Valley. 1

23 From December 2015 through April 2016, WAPA and SMUD conducted public scoping for a joint Environmental Impact Statement/ Environmental Impact Report (EIS/EIR) to consider alternatives to and environmental impacts of the CoSu Line in portions of Colusa and Sutter counties. Based on the comments received during that process, WAPA and SMUD are adding an additional study area approximately 20 miles south of the study areas originally scoped and refining the previously-scoped study areas. This additional public scoping period will include all study areas previously scoped, slight additions to the previously identified study areas, and a new study area that would connect to the COTP in Yolo County and would terminate near the Elverta Substation in northwestern Sacramento County. The 60-day public scoping period begins Friday, January 6, 2017 and ends Tuesday, March 7, During the scoping period, WAPA and SMUD are seeking comments on the scope of issues to be analyzed in the Draft EIS/EIR.
