3 EBSP Program Funding Priorities Priority 1. Program Operations and Management 2. Equipment to Ensure 100% Screening Compliance 3. Critical Operational Projects 4. Fulfillment of Existing Obligations 5. Threat Detection Capability Development 6. Recapitalization or Upgrade of Equipment Due for Useful Life Replacement 7. System-Level Capability and Operational Efficiencies (SLCOE) 8. Airport-Level Capability and Operational Efficiencies (ALCOE) 9. Reimbursement of Systems Completed without a TSA Funding Agreement Description Manage the program (includes staffing, training, equipment testing, and other program support costs) Procure and deploy Transportation Security Equipment (TSE) to maintain 100% screening compliance Execute unforeseen and urgent projects to quickly remedy unacceptable safety issues or security vulnerabilities Fulfill projects with executed Letters of Intent (LOIs) or Other Transactional Agreements (OTAs) Purchase and install equipment required for those projects Develop threat detection algorithms DOES NOT include the deployment of these capabilities Replace or upgrade aging machines that have reached the end of useful life Deploy new threat detection algorithms and RBS capabilities Upgrade network equipment in support of capability enhancements Develop and deploy EDS system improvements to increase EDS lifespan, create efficiencies, and decrease alarm rates Install new in-line systems Implement Checked Baggage Inspection Systems (CBIS) improvements to facilitate Planning Guidelines and Design Standards (PGDS) compliance Implement CBIS infrastructure enhancements to enable RBS capabilities Reimburse airport operators who had a reasonable expectation of reimbursement for costs incurred while developing and/or deploying in-line systems in the absence of an LOI or OTA funding agreement with TSA 2
4 FY16 Planned Activities In FY 2016, TSA will continue its mission to enhance capabilities and integrate risk-based security principles into the checked baggage environment. Initiatives include: Continued development and deployment of IT Security measures including Windows XP remediation, network upgrades, and physical security enhancements Continued deployment of EDS in support of recapitalization Continued testing of High Speed EDS (HSEDS) Testing of new Reduced Sized EDS (RSEDS) and Medium Speed EDS (MSEDS) Finalization of an Incremental Capability Improvement Strategy to expedite deployment of improved technologies and capabilities Funding new In-Line CBIS Enhancement of threat detection algorithms 3

6 FY17 Planned Activities In FY 2017, TSA will continue its mission to enhance capabilities and integrate risk-based security principles into the checked baggage environment. Initiatives will include: Recapitalization: Begin replacement of CTX-5500s Test upgrade of CTX-9000s and CTX-9400s Risk-Based Security (RBS): Deployment of RBS related equipment and system modifications EDS Competitive Procurement II (EDS-CP II): Implementation of Incremental Capability Improvement Strategy Initiate procurement of capability enhancements for the entire fleet 5
