3 The Disconnect Information Sharing is limited for first responders Many systems are protecting sensitive databases Limits information sharing among first responder (credentials) Natural disasters rarely need access to sensitive information Current solutions are directed toward a terrorist threat Natural disasters require a different approach More resources being allocated (large destruction zones) Center of Gravity is more locally driven National Guards Local/State EOCs Local Law Enforcement/First Responders Many solutions still require software installation and/or dedicated resources tailored to operate on a specific network

4 Solution Create a web-based application that fuses all available information to a single view (Modified COP) Requires an internet connection and web browser Open Source Software This will allow basic first responders to have access The service resides as several instances throughout the network allowing interoperability among agencies Agencies still retain control over their system/data Ease of use to facilitate information dissemination Mimics many of the known web based mapping services Google, Bing, Virtual Earth Reduces the training required to become operable among users Open Standards allows interoperability with other platforms Supports the Virtual USA initiative

9 Platform Retention (Not Another Black Box) This approach retains the agency/organizations current platform and enables it to communicate to other typically non compatible platforms and data formats Virginia VIPER (ESRI) Open Source COP Virtual Alabama (Google Enterprises) Virtual Alabama (Google Enterprises) Example: Virtual Alabama adds an icon via the Geocent Service The icon is then distributed out (real time) in multiple formats (Shapefiles, XML, KML) The result is instantaneous situational awareness on several different platforms (interoperability)

24 Closing thoughts Currently disaster management is secondary to the homeland terrorist threat There was an estimated 10 named storms for the 2009 season How many terrorist attacks? 9-11: 2,974 lives / 23 billion cost / area: New York City Katrina: 2,541 est. lives / 90 billion cost / area: 5 states (FL, AL, MS, LA, TX) Better intelligence will prevent a terrorist attack The source can be attacked or intercepted prior to an event Dr. Walter Enders, University of Alabama and INTERPOL study Return on investment for security: 6% Return on investment for intelligence: 900% Better intelligence will only prepare the response to natural disasters The Hurricane will still make landfall / The Earthquake will still come Proportion and disposition of the response is the key to success
