2 Georgia Emergency Management Agency/Office of Homeland Security (GEMA) Introduction GEMA s mission is to provide a comprehensive and aggressive all hazards approach to homeland security initiatives, mitigation, preparedness, response, recovery and special events in order to protect life and property and prevent and/or reduce negative impacts of terrorism and natural disasters in Georgia. GEMA is the lead state agency for the unified coordination of planning and response to events that require multiagency support. We are most visible to the public during large disasters when we activate the State Operation Center and coordinate the resources that come from state agencies, the federal government, volunteer organizations and private partners. We are also active before and after disasters providing training seminars and assisting Georgians to prepare for emergencies and recover from these disasters. How Does GEMA Interact With the Georgia State Patrol (GSP) When a disaster happens, State Troopers are often GEMA s first source of reliable information about the situation and damage. One of the Emergency Support Functions (ESFs) GEMA works with is ESF 13. ESF 13 consists of the GA Dept. of Public Safety, GA Bureau of Investigations and the Governor s Office of Consumer Affairs. The Department of Public Safety is the lead agency. GEMA looks to them for guidance on maintaining public safety, facility and resource security, security planning and maintaining traffic and crowd control. State Troopers play an essential role in hurricane evacuations, including setting up contraflow on the interstates. GEMA Office of Homeland Security has partnered with State law enforcement through the Georgia Information Sharing and Analysis Center (GISAC) and the HSIN State Law Enforcement Portal to share information on matters of public safety. GEMA has three full time staff at GISAC and a dedicated Trooper. Trooper James is currently the GSP representative at GISAC. These staff contacts assist in disseminating and sharing information between agencies. Some information sharing activities include suspicious activity reporting, terrorism tip line and briefings to GEMA officials on suspicious activities. What is GODAWGS? During disasters and emergency events one thing has remained constant; the need for a reliable, accessible data. Collecting data ahead of time from various public and private partners is critical to response and the creation of a Common Operating Picture (COP). GEMA has implemented a system called the Georgia Online Disaster Awareness Geospatial System (GODAWGS). GODAWGS is a web based geospatial visualization tool designed to provide situational awareness to Emergency Responders across the state. Federal, State, Local and other responding partners may use the information in the system to assist them when making critical response and recovery decisions. GODAWGS is a secure role based access platform and is built on ESRI s Geographic Information System (GIS) technology utilizing the Flex Viewer. Access to the system is granted on a need to know basis

3 The goal of GODAWGS is to establish a secure information platform that can be shared among agencies, local government and other partners so that emergency responders can: Respond quickly to events and share data Collaborate and combine complex, disparate datasets and operational data with geospatial layers to provide decision makers with a uniform operating environment Develop data views and tools to fit user specific requirements, reduce costs and not reinvent the wheel Utilize commercial or publicly available datasets; thereby reducing costs

How to Request GODAWGS Access Navigate to the GODAWGS website: copy the link below into your browser GODAWGS URL address: Or do a Google or Bing Search for: GODAWGS GEMA Login When the page loads scroll to the bottom of login Page Click Create New User Fill in the User Information completely! Click Next Fill in your Account Information (Make note of your entries; you will need them to Login or update your password after your request is approved) Click Create New User You should see the following message: Your account has been successfully created. Please await account approval Click Continue You should receive an notification of approval status within 24 hours. 2. Congratulations! You are approved Navigate to the GODAWGS website URL address: Scrool down and locate the Log in Box: Type your User Name and Password Click Log In After the page reloads Click on the GODAWGS Map link on the screen to bring up GODAWGS: 2. Note: Exit the opening introduction box when GODAWGS opens!!! Click the x

5 The Navigation Toolbar/Banner Locate the Banner Widgets, Menu Items and useful Tools for information gathering are located here. Virtual USA Menu Items Banner Navigation Icons Click Flag to make the Banner disappear to see more of the screen Hover the mouse pointer over the Virtual USA icon and click the Virtual USA Website link. The website will open in a new tab in the internet browser. Here you may find a wealth of end-user driven and federally supported initiatives for data dissemination. Virtual USA focuses on cross-jurisdictional information sharing and collaboration among the homeland security and emergency management community. 3. The Navigation Icons (Top right of the Banner): We use the Identify, Zoom Out, Zoom In, Full Extent, Re-center Map, and Previous View buttons to navigate our way around the application. See directions below: Identify. Click the identify button to launch the Identify tool. Click the dot then click on a feature on the map to find out more information about that item. Click the waste basket to clear the tool Zoom In. Click this button then click and hold down the mouse in any area on the map to draw a square. You are now able to see more details in that area

Zoom Out. Click this button to zoom out a lot or zoom in a little draw a square. Full Extent.

Click this button and use the mouse pointer to move the map. Zoom Previous.

Menu Items Locate the Menu Items at the bottom of the Banner.

Use your Mouse Pointer to hover over the Globe (Map) Icon Turn on each different layer below:

6 Zoom Out. Click this button to zoom out a lot or zoom in a little draw a square. Full Extent. Click this button at any time to easily go back to the entire state of Georgia. Re-center Map. Click this button and use the mouse pointer to move the map. Zoom Previous. Click this button to go back to the previous last viewed area on the map. 4. Menu Items Locate the Menu Items at the bottom of the Banner. Hover the mouse pointer over the Menu Items to bring up more options. Map (Globe) 5. Use your Mouse Pointer to hover over the Globe (Map) Icon Turn on each different layer below: Click Street Map, Satellite Map, and Topographic Map This changes the map type in GODDAWGS. Live Maps is also located here. It will be explained in greater detail later in the class

7 Transportation 6. Clicking on either of the options will open up new internet links to current Aviation information. (Links open in new tabs in internet browser). Reports 7. Current and past Sit Reps and other reports are located here. Live Maps 8. Find Live Maps at the far right of the screen. View and Expand layers using navigation Arrow and Check Boxes. Check Box Click on Check Box to Turn on a layer/make it active. Click on the Arrow to expand the layer. Minimize layers Click the arrow in the top layer. Exit To exit out of Live Maps or any other service click the X in upper-right corner. Arrow Minimize Layers Exit - 7 -

8 Widgets 9. Minimize Live Maps and any unused items under the Live Maps box on the right side of the screen. Click each menu item below to explore the layers: 1. Weather Warning Analysis 2. Open Shelters 3. US National Grid 4. Cameras Tools Each tool can be used to do analysis on data. 10. Minimize any unused Icons on the desktop Click each item below to explore the layers: 1. Locate 2. Draw/Measure 3. CI/KR 4. ERG by Chemical Help 11. Click the Help icon to display the User Manual. The User Manual will Open as a PDF document in a new tab in the internet browser. Clicking in the Table of Contents will take you to specific items in the manual. Review the buttons below: 1. Log out will log you out of GODAWGS. 2. User Profile will link you to your account where you can update and make changes to your account. 3. Change Password use to make changes to your password

9 Practice Exercises Exercise 1 1. Launch GODAWGS Minimize Live Maps and close all items under the Live Maps box on the right side of the screen, such as Active Hazards, Active Wildfires, and so on. 3. Using the Locate feature: (Hint: Located under Tools Menu)Type the following information into the correct fields: a. Address: 935 East Confederate Avenue, SE b. City: Atlanta c. Zip: Click the Locate. 5. Click the Zoom Icon - Zoom in closer to see entire complex. 6. Click on Globe/Map Icon Click on the Satellite Map under the Map view. 7. Click on Tools - Locate the ERG by Chemical Icon near the bottom of menu list. 8. From the Material box, select Baron Triflouride. (Leave the wind info in place.) 9. Now click the Select Spill Location and click on the blue pushpin. 10. Note how many school(s) are within the red-shaded area. 11. Click at the top of the ERG by Chemical window to make sure that the number of visible school(s) red-shaded map area is equal to the number of number of features that is displayed on the graph. Exercise 2 1. Close all of the items that are under Live Maps on the right side of the screen. 2. Click the Re-center Map icon located at the top of the Banner. 3. Click on the Map menu item and then click on Live Maps. 4. Now click on the arrow located to Once Live Maps opens, scroll down and click on the checkbox next to Georgia Dams. 5. the left of the checkbox. 6. The EPD and NID Georgia Dams are now displayed in GODAWGS. 7. Now uncheck the checkbox next to Georgia Dams (EPD & NID). Make sure not to uncheck the checkbox next to Georgia Dams. Doing so with cause none of the dams to show up. 8. Click the checkbox next to Dams with Documentation. 9. Now the dams with documentation will display across the state. 10. Now click Map and select Satellite Map. 11. Using the Identify tool at the top of the Banner, choose a dam and click on it. Point out Twitter feed. 12. Once the dam is identified, click on this button. Identify Lake Juliette Dam Owned by GA Power 13. A new tab will open in the browser and select the PDF(s) to view documentation on the dams. 14. A popup will come up at the bottom of the screen. Select Open and the document will open

Takes you to Area Coordinator s Web Page, Scroll down to see pictures and contact information Exercise 4: School Safety Coordination 1. Click on Emergency Management to expand it 2. Uncheck all layers except School Safety 3. Click on School Safety and expand it 4. Click Public School Plan Documents (Note the yellow triangles that pop up) 5. Zoom out to Webster County to select Webster County High School Safety plans 6. Click on this button 7. Open Rallying _Points.pdf and review/discuss implications 8. Open Floor_Plan_Checklist.pdf (If popup blocker encountered click top of screen to accept and download data) 9. Turn on Satellite map to view other details Exercise 4b: Run Drive Time analysis Click Tools Drive Time (you can set drive time as needed, output will be in miles) Click Add Location Button (Green Circle with arrow) Click on Yellow Triangle/Webster High School Click Show Service Area in Drive Time Box (Displays each threshold requested) Turn on CI/KR note any critical infrastructure; such as nearest police station, hospital. Etc. if found. Turn on Satellite view to see terrain, examine nearest roads, etc. Additional Views to try MCVs Energy/Nuclear Layer
