2 Mandated smart metering group 2 BEAMA has been asked to give the view from manufacturers on the state of readiness of smart metering equipment for the program Stage Gates for design and development of smart metering equipment What barriers are preventing the availability of SMETS2 equipment? What has been done? What else needs to be done? Update on device assurance

Testing with multiple meters independent of the hub required to complete and exit SIT. Interoperability with the DCC across the full SMETS2 feature set (including compliance with security requirements). Interchange -able SMETS2 device with all BAU certifications, e.g. CPA, CE, MID Supply chain ready to support volume production of certified meters. Stakeholder responsibilities: Manufacturers provide a clear framework for development and production of equipment Government provides clarity of certifications and visibility and monitoring of manufacturer readiness The DCC provides System Integration Testing Energy retailers and asset funders provide advance orders and market certainty for equipment development

4 Manufacturer comments on equipment availability 4 SMETS1 equipment is available and currently rolled out in the market. There is broad confidence that SMETS2 equipment will be delivered. SMETS2 equipment is not currently available, but progress is advanced: Manufacturers are contributing significant resource to the development of the GBCS, specifically on the ZigBee and DLMS protocols SMETS1 equipment is the basis of SMETS2 equipment Hardware is substantially unchanged but would need challenging redesign if new size requirements were mandated

5 Manufacturer comments on equipment availability (continued) 5 Software and protocols are reliant on the final version of GBCS GBCS Development needs to be open, transparent and iterative Manufacturers must have confidence in decisions made Final versions of product cannot be released until this clarity is delivered The DCC Manufacturers are working with the DCC to clarify participation criteria for SIT and determine how SIT will resolve conflicts between implementations or lack of functionality

6 What has been done 6 SMETS1 learning & experience for those meter manufacturers and energy companies that embraced the learning opportunity Key commercial decisions: awarding the DCC Licence and the DSP & CSP contracts Work by all parties towards finalising SMETS and CHTS A framework for all parties to monitor, manage and achieve mass rollout Lots of work on GBCS by manufacturers, DECC and the DCC parties but there are concerns ZigBee Blackwall specification agreed through the ZigBee Alliance lots of work by manufacturers to achieve this Core security characteristics agreed with manufacturers, DECC and Siventure some final issues remain but good progress has been made Manufacturers: SMETS2 basic meter design

8 What needs to be done - Complete GBCS 8 The dates & timelines are heavily dependent on GBCS completion Priority is now on manufacturer input BEAMA/EUA led Limited deviation from standards (ZigBee SE1.2 & DLMS Green/Blue books) The priority is getting a working specification compromises by all parties may be required

9 What needs to be done - Confirm methods for proving interfaces 9 Current reviews have raised issues that limit the scope and benefits of protocol certification. Readiness of Gates C, D, and E will require a tool from the DCC that manufacturers can test against What can / cannot be certified in DLMS (current GBCS makes certification of DLMS elements more complex) What can / cannot be certified in ZigBee (For gas only a small % of Gas ZigBee commands used can be certified GBCS additions stop certification of the remainder) How do we prove the GBCS command and response interfaces on meters this requires a common robust tool provided by the DCC Risk: self-certification by manufacturers (own interpretation & tests) may result in inconsistency, therefore not interoperable or interchangeable

10 What needs to be done 10 System Integration Testing A well defined criteria and open process for selection required. We are working with the DCC on this now SMDA Manufacturers & Suppliers have appointed a procurement specialist for Scheme Operator and are working together on defining scope and methodology of SMDA testing Commercial Product Assurance (CPA) We need clarity about test houses: who, when, how long will testing take and how much will security accreditation & associated cost? Energy Retailers Need to maximise learning from SMETS1 deployment volumes Need a clear SMETS2 procurement process

11 Main drivers for investment 11 Supplier Commitment If Suppliers advance their SMETS2 procurement, confidence and investment will increase Market Stability from DECC and Suppliers Progress towards SMETS2 equipment is progressing well, but: This could be delayed by changes in specifications from DECC Suppliers requirements and market feedback must be clear Any changes need to be agreed using the interim governance arrangements Device Assurance (SMDA) will provide confidence and should boost early orders

12 Smart Metering Device Assurance 12 The SMDA is a joint initiative between BEAMA, EUA, Energy UK and CMAP. It will: provide assurance that smart metering equipment can interoperate with the DCC system and that devices are interchangeable with equivalent devices address the churn risk associated with supplier installed devices provide assurance that the mix of devices, including firmware, making up the smart metering system work together help ensure that smart devices are not a barrier to switching provide confidence that hardware and firmware are interoperable and interchangeable The SMDA is not a certification scheme with a guarantee. It will provide assurance and market confidence that smart metering devices will work.

13 Conclusion 13 We are working with DECC and others to define stage gates for the program and monitor progress Delivery of SMETS2 equipment relies on continued investment from manufacturers, support from Government, confidence in specifications and market confidence (advance orders from retailers) SMDA will help provide the market confidence for investment from retailers
