2 City of Palmetto Agenda Item Meeting Date 02/06/2017 Presenter: Scott Tyler I Department: Police Department Title: FY16 Byrne Memorial Justice Assistance Grant- Rapid ID The Florida Department of Law Enforcement has notified the City on November 21, 2016 that we will received an allocation of $4,455 for FY2017. To comply with the deadline, staff proceeded with submission on January 16, This is a Federal Grant with 100% reimbursable. This grant will allow the police department to add two additional Rapid-ID fingerprint scanners. These will be assigned to patrol corporals, to supplement the four scanners already deployed to the four patrol sergeants. The total cost for the two fingerprint scanners is $4, (Option 3 on quote). The remaining funds will be used to offset IT installation. Included with this point paper the quote from Data Works for the fingerprint scanners. We propose that we purchase the fingerprint scanners from Data Works, who is the provider of our four current fingerprint scanners. Our RapidiD software was designed to support fingerprint scanner hardware from various hardware manufacturers. RapidiD systems often requires different fingerprint scanners for different applications (i.e. one size does not fit all). This option pairs the BlueCheck fingerprint scanner with a cell phone. RapidiD responses are viewed on the smart phone. DataWorks Plus technology uses the existing Agency Network. Networking will be the responsibility of your agency. Installation and end user training for the RapidiD Single Fingerprint Scanners. Customer provided hardware and software for network connectivity to each workstation and to FDLE. For All-in-one device with celluar data plan, customer is required to provide 2-factor authentication to meet FBI CJIS security Requirements Warranty and Maintenance The RapidiD devices come with a three year standard warranty (Monday through Friday, 8:00am to 5:00pm Eastern time zone, excluding holidays). Following the warranty period, a maintenance contract can be purchased. A standard maintenance contract can be purchased for 12% of the sales price detailed in this proposal. A twenty-four by seven (24/7) maintenance contract can be purchased for 14% of the sales price detailed in this proposal. If an agency wants to upgrade the three year standard warranty to 24/7 coverage, the price is 6% (2% for first year, 2% for the second year and 2% for the third year) of the sales price detailed in this proposal. Upgrade the Evolution Device to Function as an All-ln-One Device Benefits of Using Evolution as an A /l-in-one Device The versatile Evolution can be upgraded to function as an ali-inone RAPID-10 device. When used as an all-in-one, fingerprints are captured with the Evolution device and the search results are sent back to the Evolution. Upgrading Evolution to all-in-one functionality eliminates the need to pair the device to an MDT using WiFi or BlueTooth. It also eliminates the requirement for the officer to go back to the patrol car to see the FBI and FDLE fingerprint search results. The device can be passed easily to multiple users as any certified user has the ability to log onto the device with user name, password and fingerprint. If the bundle is purchased, DataWorks Plus will provide turnkey installation and support for the device. If your agency currently has the RAPID-10 server software, this can be upgraded to support the two-finger authentication on the device. Typically, DataWorks Plus can provide the Verizon cellular data plan, MOM software and two factor authentication software for less than your agency is paying for just a cellular data plan. 16 OPTIONAL Rapid ID Server Software: The Dataworks RapidiD application supports two approaches to connect a fingerprint edge device to the FDLE Falcon RapidiD system. The "Direct Connect" method submits transaction directly to FDLE from the laptop where the RapidiD application has been installed. This method does not require a database, so transaction data for each RapidiD search is not saved. The Direct Connect method is installed using a CD. This method is fine when only a few devices are being used by your agency. Since the transactions are not stored, reports and statistics cannot be generated. With the Direct Connect method a user logs into the system with their social security number. The second approach is "Server Connect". This approach is needed if your agency installs a lot of RapidiD devices. Software installation and software updates are handled by the server. This approach includes a SQL database that tracks all activity and transactions that are conducted by the system. It also allows the operator to enter data about the RapidiD response and generate reports based on that data. For example, Florida Highway Patrol tracks information about each "hit response" that includes comments by the officer. With the Server Connect method a user logs into the system with a user name and password.
