1 9.34 LAKE COUNTY SYSTEM SUMMARY The Lake County E911 system consists of five Primary 911 Public Safety Answering Points (PSAP): Sheriff, Eustis PD, Groveland PD, Leesburg PD and Mount Dora PD and one Secondary PSAP, Lake County EMS. CenturyLink provides the E911 service. Selective Routing is used to route calls. The system includes Automatic Number Identification (ANI) and Automatic Identification (ALI). All PSAPs have fixed transfer, speed dialing, and 7-digit manual transfer capability. The law enforcement, emergency medical, and fire service agencies within the boundaries of the Lake County 911 system are the following: Lake County Sheriff, Lake County Fire-Rescue, Lake EMS, Clermont PD and FD, Eustis PD and FD, Fruitland Park PD and FD, Groveland PD and FD, Leesburg PD and FD, Mascotte PD and FD, Minneola FD, Mount Dora PD and FD, Tavares PD and FD, Umatilla PD and FD, Astatula PD, Howey-in-the-Hills PD, Lady Lake PD, Montverde FD, and Villages FD. The contiguous counties to Lake County are the following: Marion, Orange, Osceola, Polk, Seminole, Sumter, and Volusia. The Lake County PSAPs transfer callers to the counties via fixed transfer. Fixed transfer is also used to transfer callers to Florida Highway Patrol, Poison Control, Orlando, and Apopka. One CenturyLink tandem and seven end offices constitute the system routing schema utilized for the delivery of all 911 services within the County. Lake County is planning on implementation of Text-to-911 SMS (short message service) by December 31, The West TCS is currently planned for use and Text-to-911 messages will be capable to be received at all seats within the PSAPs COMBINED CONSOLIDATED CO-LOCATED COMMUNICATIONS CENTERS Lake County has two (2) combined co-located and four (4) standalone PSAPs. The Combined Colocated Communications Centers are co-located at the County Emergency Communications and Operations Center (ECOC). Lake EMS is a consolidated Fire and Medical PSAP call taking and dispatching for countywide services to include all municipalities. The Sheriff s Office provides call taking for all municipalities with the exception of Eustis, Groveland, Leesburg, and Mount Dora, which handle their municipal boundaries respectively. The PSAP equipment is managed by the Office of Public Safety Support under the Board of County Commissioners. Each of the PSAP Operations are managed by the respective Lake County agencies. All 911 calls for Lake County are routed to a Primary PSAP. Lake EMS is a Secondary PSAP and dispatches all fire and emergency medical services within Lake County COMMUNICATIONS CENTER CONTINUITY OF OPERATIONS (COOP) The back-up communications center is available 24 x 7 x 365 for activation as part of the Lake 911 COOP. It also serves as the second largest (Leesburg PD) Primary PSAP in Lake County. Should any of the primary or secondary PSAPs be evacuated, the back-up center is capable of becoming the primary 911 answering point for Lake County. The Sheriff s Office serves as the back-up to the other Primary PSAPs. 1
2 SYSTEM MANAGEMENT The Lake County E911 system is managed by an E911 County Coordinator. The responsible fiscal agent is the Board of County Commissioners INTERLOCAL AGREEMENTS The Lake County E911 system has selective routing thereby eliminating all central office overlaps with adjoining counties. Lake County has Interlocal Agreements with all Municipalities. There are currently no existing Interlocals external to Lake County boundaries to send or receive 911 calls during PSAP evacuations and service interruptions.
