2 Pursuant to a formal request from the State Bank of Vietnam, a Second-order restructuring was approved by the Bank management in June The restructuring includes: (i) extension o the project closing date; (ii) revision of the Results Framework and Indicators, and (iii) partial cancellation and modification of the funding. The revised project closing date is December 31, Implementation of most contracts and key activities which are directly related to the achievement of the Project Development Objectives (PDOs) are almost completed. In addition to that, the Metro Area Network providing Fiber Optic Cable Connection between 87 state agencies of Danang city is under operational commissioning. 30 additional departments/ agencies were equipped (DNG15) In MIC, several IT equipment for intelligent communication system such as video conference, IP phone, building security system was implemented, and used regularly. Video conference, LAN networks and other IT equipment( i.e. PC, laptops, printer etc.) were installed at 12 DICs. 80% achievement. GSO, MOFA, and Danang are at the final stage of completion (user acceptance stage) of ICT infrastructure upgrading. There has been some delay in Hanoi. Hanoi cancelled packages in June 2013 due to accumulated implementation delays, which would affect the PDO achievement, but the impact would be relatively small compared to other locations. 4 Reduced transaction costs, increased transparency and users' satisfaction of selected government services through e- applications (Hanoi, Danang) Number of e-services and socio-economic information available through egateway (MIC), portal sites (GSO, Hanoi, and Danang) Text Value 0 Transaction time will be reduced by one and a half time. E-services are under implementation. So far, 1 G2B service is operational (Business registration service in Danang.), but cost reduction rate and user satisfaction rate have not yet measured (just finished development phase). At Hanoi: Currently, there are 3 level public services implemented online by Hanoi DIC. And the time of online transactions is reduced in comparison with the traditionalway. They are: + Issuing license for publishing documents without business (transition time is reduced to 4 days from 10 days) + Issuing license for organization of press conferences (transition time is reduced to 2 days from 5 days) As of October 2013, time saving and cost reduction survey has not yet done, but by the end of the project, the full survey willbe completed.
