A total of 151,601 households are now benefiting from completed infrastructure facilities financed by the Project, surpassing its end-of-project target of 100,000 households. There is also a significant increase in total infrastructure spending in participating local government units (LGUs) from 25 percent in 2006 to 51 percent in Twenty six percent of this increase is on account of SSLDIP financing new investments. However, some subprojects continue to face implementation challenges including technical issues, procurement delays, contract management issues, and weak project monitoring which resulted in delays in completion. 2 The executing agency, Land Bank of the Philippines is proposing an extension of loan closing date to allow the completion of ongoing and pipeline subprojects, and to fully utilize the loan proceeds. Consideration of the request will be predicated on a clear program to address current implementation challenges.
