2 COMPANY OVERVIEW Robinson Aerial Surveys, Inc. (Robinson) is an aerial mapping, engineering, land surveying, and construction management firm. Through similar partnerships, we offer the Authority the following: A combined experience of over 75 years of service from the firms, providing specialized engineering advisory services. The Robinson team includes licensed engineers, inspectors, estimators and technicians, licensed land surveyors, computer and CADD specialists, photo lab technicians and administrative professionals. Robinson has extensive experience in successfully providing all aspects of services. Our team has provided land surveying, mapping, engineering, and construction management services to various agencies including federal, state, and municipalities. Many of our clients, professional, and subcontracting relationships extend across many projects and years. We have developed a reputation for achieving quality work products by working with the client to establish common agreement on scope of work, being innovative in problem solving, utilizing all of our assets and resources, being cost effective and responsive to schedule constraints, and communicating constantly with all stakeholders in the project.
3 FEMA Survey Projects Morris, Ocean, Somerset, and Union Counties, New Jersey Scope: RAS completed the field survey to support hydraulic analysis and floodplain mapping for the Federal Emergency Management Agency (FEMA), to develop a Flood Insurance Study (FIS) in Morris, Ocean, Somerset, and Union Counties as well as the Passaic River New Jersey. Specifically, our Scope involves the following: RAS provided Field Survey of Natural Streams and Stuctures in a form of Cross Sections RAS photographed the structures and stream sections as well as provide sketches of structures crossing the stream and stream sections. RAS tied into the NGS Control network to establish control as needed on each structure and provided GPS control on every stream section. A combination of GPS and conventional survey methods was used to cut the sections. GPS-RTK was used to set up the sections and the control network. RAS provided a survey control report for the survey work performed by RAS. RAS survey deliverable was in electronic format with the exception of the survey control reports and the structures sketches which will be hand drawn. Stream sections were submitted in ASCII format along with point plots in electronic form to be used in setting the hydraulic model. RAS submitted all field gathered information according to FEMA Appendix M: Data Capture Standards. The field survey complied with FEMA s guidelines provided in Appendix N: Data Capture Standards. RAS delivered text files for each surveyed section in the FEMA Appendix N format. Sussex & Warren County (NJ) LIDAR Mapping Scope: For this project, RAS was tasked with the acquisition and post-processing of LIDAR data in support of Medina Consultants FEMA Region 2 Map Modernization Activities. The LIDAR data encompassed the land area as delineated in the attached coverage map for a total project area of over 400 sq. miles and delivered the First and Last returns, including the X, Y, Z and intensity information. RAS utilized 35 ground checkpoints in order to verify the accuracy of the LIDAR data. RAS supplied the LIDAR data to Bare Earth DEM and an ESRI surface model compliant with FEMA specifications. The LIDAR data was collected at an altitude sufficient for capturing elevation data
4 at a 1.4 -meter average spacing. The LIDAR data accuracy has a bare earth accuracy of 18.5 cm RMSE; for vegetated or obscured areas the accuracy is +/-37 cm RMSE. This is compliant with FEMA specifications supporting the future production of 2 contours. John F. Kennedy International Airport Obstruction Study & Mapping Queens, NY Scope: RAS was contracted by the PANY&NJ to develop an obstruction chart for John F. Kennedy International Airport (JFK) and data submission to the Federal Aviation Administration s (FAA) Airport GIS (AGIS) portal and the Port Authority of NY & NJ (PA) Interactive Airport Layout Plan (ialp) system. The basis for this study was the acquisition of new digital imagery with Airborne GPS/IMU and low-altitude LiDAR data sets in order to develop accurate approach plain obstruction data to be overlaid on digital ortho-photos. The survey information collected during this project will be utilized to develop an obstruction chart for John F. Kennedy International Airport (JFK) and data submission to the Federal Aviation Administration s (FAA) Airport GIS (AGIS) portal and the Port Authority of NY & NJ (PA) Interactive Airport Layout Plan (ialp) system. It will also be used in the development of United States Standard for Instrument Approach Procedures (TERPS) and One-Engine Inoperative (OEI) surfaces to be utilized in the PA s ialp system. The PA requires the aeronautical survey to complete obstruction data collection that meets the standards outlined in the FAA Advisory Circulars 150/ A, -17B and -18B. The survey specifications utilized adhere to the requirements for obstruction analysis as per Advisory Circular 150/ B, Chapter 2.6. The imagery analysis will be completed and delivered based on the current as-built positions of the runway. LaGuardia International Airport Mapping &Updates Queens, NY Scope: Robinson Aerial Surveys, Inc. (RAS) was contracted by the Port Authority of New York & New Jersey to provide update color aerial photography, update existing and establish new ground control, perform aero-triangulation, compile 40-scale topographic mapping with one-foot contours, perform CADD Editing and create digital ortho-photos for LaGuardia International Airport. RAS also compiled 3-dimensional data creating a Digital Terrain Model (DTM). All project ground control and final products are compliant with Port Authority s Guidelines for Photogrammetric Mapping. RAS delivered the final topographic mapping and ortho-photos on schedule and earned an Excellent rating from the Port Authority.
5 Newark Liberty International Airport Mapping Update Newark, New Jersey Scope: Robinson Aerial Surveys, Inc. (RAS) was been contracted by the Port Authority of New York & New Jersey to provide update color aerial photography, update existing and establish new ground control, perform aerotriangulation, compile 40-scale topographic mapping with one-foot contours, perform CADD Editing and create digital ortho-photos for Newark Liberty International Airport. RAS also compiled 3-dimensional data creating a Digital Terrain Model (DTM). All project ground control and final products are compliant with Port Authority s Guidelines for Photogrammetric Mapping. Deliverables included: topographic mapping in AutoCAD 2004 on CD-ROM along with mylar plots, as well as Digital ortho photos in Tiff, Jpeg and MrSid formats. RAS delivered the final topographic mapping and ortho-photos on schedule and earned an Excellent rating from the Port Authority. Access to the Region s Core (The Tunnel Project) Scope: Access to the Region's Core (ARC) is a passenger rail infrastructure project that would significantly expand transportation access between Manhattan and New Jersey. The centerpiece of ARC is the construction of a new two-track rail tunnel under the Hudson River from New Jersey to New York Penn Station. The two existing single-track tunnels are creating a bottleneck on the Northeast Corridor and will reach their capacity limits within the next ten years. Furthermore, the auto-crossings and bus system are already over capacity. The goal of the project is to increase transit capacity and reliability to Midtown Manhattan, improve the distribution and intermodal Midtown connections for rail passengers and sustain and promote regional economic development. NJ TRANSIT, the Metropolitan Transit Authority (MTA) and the Port Authority of New York and New Jersey are sponsoring this effort.
6 Port Newark Elizabeth Marine Terminal Essex County, New Jersey Scope: Port Newark-Elizabeth Marine Terminal is the name for the port facility in Newark Bay that serves as the principal container ship facility for goods entering and leaving the metropolitan region of New York City and the northeastern quadrant of North America. It consists of two components (Port Newark and the Elizabeth Marine Terminal) which exist side-by-side and are run conjointly by the Port Authority of New York and New Jersey. The facility is located within the boundaries of the two cities of Newark and Elizabeth, New Jersey. The Port is the fifteenth busiest in the world today. Robinson Aerial Surveys, Inc. (RAS) had been contracted by the Port Authority of New York & New Jersey to provide aerial photography, aero triangulation, 40-scale topographic mapping with one-foot contours, CADD Editing and ortho-photo production services. All project ground control and final products are compliant with Port Authority s Guidelines for Photogrammetric Mapping. North East Auto Marine Terminal Hudson County, New Jersey Scope: A totally self-contained, technologically advanced auto receiving and processing center, the North East Auto-Marine Terminal (NEAT) incorporates years of personalized import and distribution experience to create the premier independent facility in the nation. A 115 acrea site surrounded on three sides by water, includes on-site berthing and discharge facilities, advanced processing capabilities, bountiful storage space and 24 hour operations. The terminal also enjoys the benefits afforded by participation in the Foreign Trade Zone Act.
7 Atlantic City Brigantine Connector Atlantic City, New Jersey Scope: The Atlantic City-Brigantine Connector connects the Atlantic City Expressway with the Marina district and Brigantine Island. Designed as a spur of the Atlantic City Expressway, the 2.3- mile-long Atlantic City-Brigantine Connector is comprised of 16 bridges, 15 ramps, 23 retaining walls, variable message signs, drainage and landscaping. The building of the connecting highway involved the implementation of environmental mitigation measures, relocation of utilities, improvement of local streets, relocation of several city blocks of residential housing, and the construction of a new landscaped park. RAS obtained new low altitude mapping photography (LAMP) at 1 =100 scale to produce topographic base mapping at 1 =20 scale with one-foot contour intervals in MicroStation format. The photogrammetric base mapping was produced for the entire length of the project. East Side Access Queens Manhattan, New York Scope: Robinson Aerial Surveys, Inc. (RAS) prepared topographic base mapping for the East Side Access/LIRR Grand Central Connection Project. This project was a major $4 Billion MTA/LIRR Transportation project which will provide a vital rail link from Queens to Manhattan. The East Side Access Project extends from Sunnyside Yard Queens, NY under the East River via the existing 63rd Street Tunnel into Manhattan, continuing via a proposed tunnel under Park Avenue to the Grand Central Terminal. This project involved the design of two miles of tunnels, a new station and a rail yard, ten new tracks, five new platforms and the rehabilitation of 20 bridges. This site serves the MTA, NJ Transit, Metro North, LIRR and the Amtrak railroads. RAS was a sub-consultant to Medina Consultants, PC (MCPC). MCPC provided land surveying, mapping and right-of-way services to Parsons Brinckerhoff Quade & Douglas, Inc. / STV, Inc. Joint Venture.
8 Second Avenue Subway Project Queens Manhattan, New York Scope: Robinson Aerial Surveys, Inc. (RAS) prepared topographic base mapping for the MTA/NYCTA Second Avenue Subway Project. This project is a major $16 Billion subway project running eight miles beneath Second Avenue in Manhattan from the financial district to 125 th Street. The DMJM+HARRIS / ARUP Joint Venture sub-contracted the Aerial Mapping assignment to Robinson Aerial Surveys, Inc. The Second Avenue Subway will reduce overcrowding and delays on the Lexington Avenue line, improving travel for both city and suburban commuters and improving access to mass transit for residents of the East Side of Manhattan. The project began in January The Metropolitan Transportation Authority and New York City Transit Authority have initiated the preliminary design for the full length of the project. RAS was responsible for obtaining low-altitude mapping photography (LAMP) at 1 =100 scale to produce topographic mapping at 1 =20 scale with one-foot contour intervals in MicroStation format. The photogrammetric base mapping was produced for the entire eight-mile project corridor centering on Second Avenue.
9 Goethals Bridge Replacement Project The Goethals Bridge is essential to moving cargo between airports and seaports and regional markets in the New York/New Jersey metropolitan area. As part of a complex surface transportation, network, its strategic location places it at the center of one of the largest air cargo gateways in the nation and provides truck and auto connections between the New Jersey Turnpike, Routes 1 & 9 and other New Jersey highways, the Staten Island Expressway (I-278), and the Verrazano-Narrows Bridge. More than $33 billion of regional goods pass over the bridge each year. Eastbound traffic totaled over 14 million vehicles in Since 2001, the Bridge has provided corridor redundancy for national security and homeland preparedness. The Port Authority has embarked on a project to provide the design, build, finance, and maintenance for a replacement to the 80 plus year old Goethals Bridge. Robinson Aerial Surveys, Inc. (RAS) was contracted by PANYNJ to provide new color digital Low-Altitude Aerial Mapping Photography (LAMP), analytical triangulation and topographic mapping services at 1 =30 scale in AutoCAD format adhering to Port Authority Mapping & CADD Standards. Contours were at.2-foot intervals. The topographic mapping covered the bridge as well as any turn-around areas and on/off ramps.
10 NJ Turnpike Authority Facilities Improvement Program-MEP Engineering Design Services The Facilities Improvement Program includes New/Rehabilitated Buildings and Site Improvements for (Parkway North) and Mechanical, Electrical and Plumbing (MEP) Engineering Services for three (3) New Multi Use Buildings (Paramus, Clifton & Telegraph Hill). Robinson s design services include supporting ADA renovations at M/F Locker & Toilet Rooms at Clark Admin Building; HVAC System Evaluation & Repair including BMS System at existing Multi Use and Wash Building at Clark; and supporting miscellaneous renovations at seven (7) existing building at telegraph hill including 55 x140 materials storage building, 30 x180 vehicle storage building, 50 x70 storage building, 50 x65 trades building, 50 x75 admin building (Renovate for Trades Training), print shop building, central inventory building and electrical design services including site lighting. HVAC Upgrade for Three (3) Schools Winfield Scott, Mable G Holmes and Thomas Edison High School #87, Elizabeth, NJ Scope: MEP engineering services for the three Schools for Elizabeth Board of Education. The Scope included: Winfield Scott #2 Provide DX cooling only air conditioning via one packaged rooftop unit (two rooftop units may be used, should the load on the roof require distribution) to serve the gymnasium space which is approximately 2700 sq.ft. Round or spiral exposed duct is installed close to the ceiling above. Mable G. Holmes Provide DX cooling only air conditioning for four (or five) classrooms via two packaged rooftop units with zones for each classroom, total classroom area totaling approximately 5000 sq.ft. The ceiling in the corridors shall be lowered to accommodate the ductwork and registers shall be wall-mounted in the classrooms. Thomas Edison H.S. #87 Provide DX cooling only air conditioning for the Auditorium via one or two split a/c systems with air handlers in upper Mechanical Rooms and condensing units on adjacent roof. Existing ductwork at front of auditorium is to be reused, if possible, or new ductwork supplying existing registers to preserve architecture. Two ductless split air conditioning units may be utilized at rear of auditorium. Space is approximately 2755 sq.ft. The work included complete Electrical and HVAC design, preparation of
11 specifications, wirings, duct layout, conduits, panelboards, load calculations and construction cost estimates. RAS is also providing construction administration services. Renovation of Child and Family Well-Being Pavilion, Newark, NJ Scope: Professional engineering services including Mechanical, Electrical, Plumbing and Construction Administration Services. Provided detailed design, specification and cost estimates. The work includes preparation of building assessment reports including fire alarm system, lightings, wirings, panelboards, emergency generator, emergency and exit lighting, boilers, sprinkler system, HVAC, ducts, tamper switch, flow switch, chiller, cooling coils, piping, valves, and preparation of detailed construction cost estimates. The report also included photos, recommendations, life cycle cost analysis report and energy efficient report for the building. In addition, Robinson prepared complete construction documents, review of shop drawings, and other construction administration services. HVAC Assessment Report for City Hall, Newark, NJ Scope: Professional engineering services for City Hall Electrical Engineering Services. It is a Historical five story building and is approximately of 180,000 sq. ft. Robinson provided complete HVAC assessment report of the building with photographs, detail sketches including the size, location and detail of the equipments, construction cost estimate, energy efficient plan and load calculations. Back-Up Exhaust System & Cooling Coil & Chiller Upgrade, Trenton, NJ Scope: A/E design services for Cooling Coil & Chiller Upgrade at Health and Agriculture Lab. The Laboratory building is a cylindrical concrete structure having a radius of 66 ft., 5 floors, a basement and a penthouse floor and has a total square footage of 95,745. We provided more efficient back-up exhaust system for the existing fume hoods in rooms L-519A and L-521A and analyzed a moisture carryover problem located within
12 the duct work supplying conditioned air to rooms L-519 and L-521 of the Health & Agriculture Laboratory. Construction Management Services for Stillwell Avenue -Brooklyn, NY Robinson was contracted to perform quality control inspection services for the Employee Facilities and Police District 34 building in Brooklyn, NY. The project emphasized on the repair of facilities that sustained damage super storm sandy. The consolidated facilities are the Employee Facility, Station Structures and Lighting, Utility Building, Signal Crew Quarter and Police District 34. Robinson scope included review, comment and make written recommendations concerning the Construction Contractor's Quality Control and Assurance Programs with regard to coverage, adequacy and conformance to contract requirements. Preparation of written reports for NYCT including status of programs, and any non-conformance and/or deficiencies noted. Performing monthly audits of the Contractor's Quality Program. Performing daily surveillance and inspections of the construction contractor to assure that the work was being completed in accordance with the requirement of the contract documents. Overseeing the daily quality control activities performed by the contractor for quality assurance. Resident Engineering Services for Replacement of 14 th Street Viaduct-Hoboken, NJ This on-going project will result in the replacement of the 14 th street viaduct over Conrail and local streets in the City of Hoboken and City of Union. The existing viaduct is a 31 span structure 1,460 feet in length. Built in 1908, the existing viaduct is non-redundant, structurally deficient and functionally obsolete. The proposed replacement will consist of an eight span 1177 foot long structure consisting of multi-steel girders. The lower portions of the existing viaduct will be replaced with a retained earth section. Robinson, as sub-consultant, is performing Resident Engineering and Inspection Services. The scope of work includes: monitoring daily construction services, constructability analysis of the design, review of cost estimates, review of safety compliance, reviewing of contractor s payment requisitions, preparing progress daily inspection reports and preparation of meeting minutes, and reviewing of shop drawings, contractor
13 payments/verification, change order analysis and negotiation, scheduling and review of as-built drawings. Rehabilitation of Trenton Rail Station-Trenton, NJ Robinson worked with Di Domenico & Partners on this project. Our team provided Mechanical, Electrical and Plumbing Engineering Design and Construction Administration Services for Wallenburg, Walnut Entry and Concourse areas. Robinson was responsible for Mechanical, Electrical and Plumbing engineering design services including detail design, preparation of specification and cost estimates. The work included preparation of existing condition and project definition reports for the Trenton Rail Station. These reports encompassed amenities and improvements, new elevators, escalators, addition of wiring, panelboards, lighting, emergency lighting, PA systems, fire alarm systems, strobes, boilers, HVAC, building management systems, ducts, chiller, cooling coils, piping, valves, and load calculations. In addition, Robinson provided shop drawing review, review and respond to RFI s, permits and approvals, attending construction progress meetings, coordination, MEP change order analysis, preparation of MEP punch lists and review of MEP as-built drawings.
