1 ABOUT CAMPUS SECURITY AT UBC OKANAGAN Campus Security promotes a safe and welcoming environment for the UBC community, embracing UBC s core values of integrity, mutual respect, equity and public interest. The team serves over 8,000 students, 1,000 faculty and staff and nearly 1,700 student residents over 209 hectares and approximately 1.5 million square feet of building space. Campus Security operates 365 days per year with 24 hour coverage and is responsible for core programming such as personal safety, crime and loss prevention through education and training, proactive patrols, the student Safewalk program, UBC Alert (emergency notification system), monitoring critical controls and life-safety alarm systems, and managing CCTV systems and keyless building access control. As there is no permanent RCMP presence on campus (except during the first few weekends in September when they are contracted to be present), there is a high expectation that Campus Security will respond to all emergencies. This includes, for example, City Transit requests resulting from the bus loop activity, after-hours calls from residences, and close collaboration with external emergency services, as well as relevant internal departments as needed. Campus Security delivers services and executes programs and initiatives in four distinct areas: Monitoring and Patrol Operations: 24/7 proactive patrols of campus by foot, vehicle and bike; monitoring of critical controls and life-safety alarm systems; and afterhour coverage for power engineers. Community Relations and Personal Safety: crime prevention and safety planning through education and training (e.g. Basic Self-Defence training) and the Safewalk program. Access Services: consultations, installations and technical support for alarm systems, Closed Circuit TV cameras; keyless access control solutions. Incident Management: response to all calls for security service, including centralized first aid and automated defibrillator response. 1
2 2015: YEAR IN REVIEW In 2015 Campus Security continued to strengthen partnerships with UBC departments, Faculties, student groups and external agencies such as the Kelowna RCMP and the Kelowna Fire Department as part of its commitment to promoting a safe, secure and welcoming environment to all members of the Okanagan campus community. This resulted in a renewed interest from the Kelowna RCMP toward the University, including visits in preparation for emergency planning and closer day-to-day liaison such as invitations from the RCMP to attend watch briefings. The priorities for 2015 stemmed from recommendations contained in the May 2014 Campus Safety Working Group report, including the introduction of lighting, an increased emphasis on existing programs such as Safewalk, and the development of a mobile safety app. An external lighting audit was completed in collaboration with Facilities Management staff, which resulted in immediate corrective action being taken, including the installation of lighting in areas identified to be deficient. Personal crime (inclusive of Assault, Sexual Assault and Uttering Threats) at the Okanagan campus saw a slight decrease from 19 incidents in 2014 to 18 incidents in 2015; of the 18 incidents, 33% of reported assaults involved non-ubc students and took place at the transit exchange. In response, Campus Security has worked closely with BC Transit and the RCMP to identify transit users that are known risks to personal safety. Property crime (inclusive of Theft, Theft from Auto and Break and Enter) saw a decrease from 41 incidents in 2014 to 31 incidents in The majority, 28, were minor property thefts largely of unattended property while the remaining 3 involved unattended vehicles. Mischief and property damage, mostly of a minor nature, saw a marginal increase from 141 in 2014 to 146 incidents in
3 2015 STATISTICS: REPORTED PERSONAL CRIME AT UBC OKANAGAN Assault Sexual Assault Uttering Threats Indecent Acts Robbery ASSAULT 12 OCCURRENCES Of 12 reported assaults, 3 were physical altercations involving non-students at the transit exchange, 3 were during or following a student-organized event, 3 were between students in the vicinity of their residence rooms, and one involved students elsewhere. One incident involved a Parking Services staff member being assaulted by a student disputing a traffic notice, while the final incident involved a non-student assaulting Campus Security personnel after initially being approached for causing a disturbance. SEXUAL ASSAULT 3 OCCURRENCES In 2 of the 3 reported incidents of sexual assault in 2015, the assailants were non-students (in one instance the assailant was a taxi driver; the other case involved an unknown subject who followed the victim from a bus onto the campus). The third incident was reported 3 months after a consensual sexual act when the complainant subsequently felt uncomfortable. It was reported for information only and the complainant did not make an RCMP report nor wish any action to be taken on their behalf by Campus Security. 3
4 KELOWNA RCMP DETACHMENT SEXUAL ASSAULT STATISTICS During the period of January 1 December 31, 2015 the Kelowna RCMP detachment confirmed a total of two complaints (noted in the above paragraph). The following table shows the number of sexual assaults reported to the Kelowna RCMP for any incidents occurring at the UBC Okanagan campus. The data has been made available as a result of continued University/RCMP partnership. YEAR REPORTED* SEX OFFENCES FOUNDED** SEXUAL ASSAULTS * Reported Sex Offences include all reported sexual assaults and also extend to other sexual crimes against a person (e.g. indecent acts, sexual exploitations, etc.). Note that unfounded and unsubstantiated files will fall into this category. **Founded is defined as confirmed by the RCMP that a sexual assault occurred. UTTERING THREATS 3 OCCURRENCES There were 3 reported occurrences of uttering threats in The first incident involved an anonymous threat to the Library which was intended as satire and posted via social media; the responsible party was subsequently identified. The second occurred when an intoxicated student made threats towards Campus Security staff upon requests to leave The Well pub. The third occurrence involved a threatening post on social media that attempted to incite a violent revolt against Residence Advisors; the person responsible was not identified. INDECENT ACTS 7 OCCURRENCES There were 7 reported occurrences of indecent acts on campus in There was 1 incident of a student exposing himself to Campus Security, 1 occurrence of a person streaking outside the residence buildings, 2 reported occurrences of persons urinating in a public place, and 3 reported occurrences of persons engaged in sexual intercourse in a public place. ROBBERY 0 OCCURRENCES There were no reported occurrences of robbery on campus in
5 2015 STATISTICS: PUBLIC SAFETY Chart Title Blue Phone Response Safewalk First Aid EMERGENCY BLUE PHONE CALLS 3 OCCURRENCES There are 35 blue phones located across the Okanagan campus. All 3 uses of the phones in 2015 were non-emergency in nature and were verified as non-emergency by a security guard dispatched to the location. SAFEWALK 109 PROVIDED The Safewalk student program, managed by Campus Security, assists faculty/staff/students by escorting individuals by foot to their vehicles, residences and to transit locations on campus. Additionally, when requested, Safewalk staff will check in on those studying or working late in campus offices or public spaces. In 2015, the program was successful in strengthening and increasing the visibility of this service to the Okanagan campus community, evidenced by a 67% increase in use from 2014 to FIRST AID RESPONSE 175 RESPONSES Campus Security works in partnership with Risk Management Services to provide not only a centralized first aid service to the campus community, but also to manage cardiac arrest through an automated external defibrillator. There was a 9% increase in first aid response from 2014 to
6 2015 STATISTICS: REPORTED PROPERTY CRIME Theft Theft from Auto Break & Enter Mischief BREAK AND ENTER 0 OCCURRENCES Patrolling and vigilance continue to be effective. THEFT 28 OCCURRENCES Theft of personal property is, overwhelmingly, a crime of opportunity. In most cases stolen laptops, cell phones, backpacks and bags were left unattended in public areas. Stolen bicycles were frequently not locked or were left with devices that were easily compromised. Campus Security continues to actively remind the campus community never to leave personal belongings unattended and to lock bicycles in high-traffic, well-lit areas using a high-quality, hardened steel u-lock. These efforts appear to be working, although slowly. THEFT FROM AUTO 3 OCCURRENCES The low number of reports of theft from auto are attributable to proactive patrols identifying unlocked doors and examples of personal possessions left in plain sight. 6

In addition, all office and classroom windows are secured when left open after hours. ALARM RESPONSE 318 OCCURRENCES 318 alarms were responded to by Campus Security staff in As of 2013, Campus Security monitors all campus alarms through the central dispatch office. BUILDING ACCESS 2750 OCCURRENCES Campus Security routinely provides access for faculty and staff members who have forgotten their keys. Access to secure areas is also provided to staff, students, external contractors and other service providers with pre-authorized access from the department responsible for the space. 7
8 2015: HIGHLIGHTS AND ACHIEVEMENTS Non-Academic Misconduct (NAM) Campus Security reviews incidents and determines if students are candidates for the Non-Academic Misconduct Committee. This oversight enables Campus Security to interface directly with students and promotes early intervention, and, where necessary, handoff to the Committee. In 2015, 185 students were processed via the Non-Academic Misconduct program. Of these, 114 were drug and alcohol related, 14 involved misconduct against persons, 28 involved misconduct against property, and 29 were related to false information or identification. Keyless Access Control Campus Security administers the keyless access control system (Salto). This allows for an efficient and convenient means to assign long-term or temporary access to academic spaces, offices and labs. In addition, emergencies that require building lock down can also be done remotely and near instantaneously; the system is tested twice a year. Currently the campus is more than 98% keyless. In 2015, 2750 access requests were handled by Campus Security saw an increase in total service requests by 30% over After Hours Coverage for Power Engineers WorkSafeBC requires that Facilities Management maintain 24-hour coverage of campus boilers. Campus Security guards are certified in boiler safety so that they may provide after-hours, weekend, vacation, and other intermittent coverage, thereby reducing the need to hire additional engineers (3 FT) to cover these periods. In 2015, this coverage amounted to approximately 2000 hours and significant cost savings. First Aid and Automated Defibrillator (AED) Program The centralized first aid and AED program is administered by Risk Management Services and coordinated by the Security Communication Coordinators. The program ensures that Campus Security attends all injuries, administers first aid where possible, and refers incidents for Risk Management Services for investigation, where appropriate. In 2015, 175 occurrences were reported for this service, compared to 160 in the previous year. Event Management Support In 2015, Campus Security provided support to 239 campus events. These events were reviewed to determine if additional provisions were required (e.g. Special Occasion Licence, additional security, insurance, first aid) by liaising with Risk Management Services, Student Housing and Hospitality Services, and Facilities Management. Large Event Management Process - In 2015, the Okanagan campus served as the site for two large, outdoor student-organized events in April and September where 2400 and 2600 tickets were sold, respectively. Given the size of these events, Campus Security implemented a new Large Event Management Process to be followed for events outside of the academic mandate and with attendance greater than This new procedure ensured the attention and engagement of the University executive team. The April and September 8
9 events were considered a success as no significant incidents were reported and there was minimal disruption to the immediate community. Sexual Assault Prevention - Campus Security works to increase awareness of sexual assault prevention resources available on the Okanagan campus in all orientation programs. Staff are engaged with appropriate working groups, namely Campus Health and Wellness, Human Resources, and the Equity office. Efforts include continued promotion of programs such as Safewalk and the Rape Aggression Defense (R.A.D.) situational awareness program. The R.A.D. system is a comprehensive course that begins with awareness, risk reduction, risk avoidance, and includes physical training. It is designed to provide students with the knowledge to make an educated decision about personal defense, information on physical and non-physical options, and insight into the aggressor mindset. In the fall of 2015 Campus Security began offering R.A.D. courses to students at no charge and will continue to do so in SafeWalk Following recommendations from the Campus Security Working Group, a greater emphasis was placed on communications and marketing of Safewalk services in As a result there was an increased uptake of 67% for the service over Mobile Safety Application - In response to recommendations from the 2014 Campus Safety Working Group, Campus Security developed a mobile safety app in 2015 that includes features such as quick access to emergency resources, first aid, Safewalk, campus maps, emergency procedures, support resources, and much more. Made available in February 2016, UBC Safe is an app developed for students, faculty and staff at the Okanagan campus. Collaborative Lighting Audit A comprehensive lighting audit was conducted in close collaboration with campus Facilities Management staff. Recommendations from the audit are under review and will be considered for implementation in In addition, security input has now been incorporated in Campus Planning and Development design guidelines for future projects. RCMP Liaison - In 2015, Campus Security successfully took steps to reinforce a strong, collaborative relationship between the RCMP and the Okanagan campus. 9
10 2016 GOALS AND OBJECTIVES ARMED THREAT / ACTIVE SHOOTER RESPONSE 2016 will see publication and confirmation of the campus plan for response to any armed threat / active shooter incident in close collaboration with the RCMP. A Table Top exercise will be conducted involving players from across the campus, as well as local and regional first responders and emergency operations staff. This will be followed by university staff observation of RCMP Emergency Response Training and planning for a possible larger scale RCMP exercise involving the campus in future. In parallel with proposed Active Shooter training and planning, 2016 will also see introduction of Get Out Hide Fight training for campus community groups. MANAGEMENT AND ADMINISTRATION In 2016 Campus Security intends a major overhaul of operational and administrative documentations and procedures to ensure the capture and retention of best practice. This will include an assessment of overall programme maturity and the integration of risk management methodology to prioritise and inform decisions. CONTRACT GUARD REVIEW The current contracted guard service, provided by Securiguard, expires at the end of 5 years in April As a result, during the summer of 2016, Campus Security will be conducting a review of the current level of provision to identify whether to continue with a contracted solution or to consider an in-house approach, and to specify what levels of service are required in either case. All of this will be achieved with a view to ensuring a seamless transition to an enhanced service in CAMPUS SECURITY EXTERNAL REVIEW In 2016, UBC initiated an external review of Campus Security on both the Vancouver and Okanagan campuses. The Okanagan review is scheduled for April 6 th, 2016, when the external review committee will conduct 5 interviews with groups representing various UBC- Okanagan departments and external agencies. The external review committee will prepare a synopsis of their findings to be presented April 8 th and a draft of the report will be issued mid-may for comment. The final report will be presented to the Board of Governors in June, after which Campus Security will review any recommendations made by the Board and develop a plan for their implementation. MONITOR AND FORECAST Campus Security continues to monitor personal crime incident trends and develop proactive controls as needed. We anticipate impacts from the growing neighbourhood communities adjacent to the Okanagan campus and Campus Security will develop proactive solutions. 10
