1 Northside Safety Collaborative Violent Crime Hot Spots on the Minneapolis Northside
2 Northside Safety Collaboration 2014 A community engagement mission guided by the question: What more can we do to improve public safety and public trust? The 11 Commitments from the Northside Safety Summit 1. University of Minnesota Outreach Center: UROC is now plotting, and illustrating the services and assets being offered across the precinct through the summer. These consist of neighborhood education, youth programming, social services, offender transition, and violence prevention roundtable meetings. The aim is to have a multimedia central repository for all of the positive initiatives that are a part of the Northside Safety Collaboration (i.e. opportunity mapping). 2. Faith Patrols: Faith leaders patrolling hot spot areas, while engaging the community and residents through awareness, identifying problems, and solving them. Outreach to homeless, gangs, and youth. (Started May 15 th). Evaluation will consist of who, what, where, when, and impact. 3. Metro Transit Foot Patrol: Transit police have committed to an increased presence in our violent crime hot spots where they correlate to transit routes and bus stops. o West Broadway bus shelters/bus routes. (Start date April 2014). o Golden Valley and Penn gun violence hot spot o Penn Avenue Corridor (#19 Route). o Fremont Corridor (#5 Route) from Lowry to Dowling. Increase visibility, identification of chronic offenders, and problem solving at the stops along the 5 & 19 routes. Evaluation will consist of violent crime reduction in hot spots. 4. Parks and Recreation: Northside youths employed in Northside Parks during summer (Starting in June). How many youth? Are any from hot spot locations or Jordan, Hawthorne, Folwell, McKinley, and Willard Hay neighborhoods Age range 14-17: Working on getting more information on strategies. Age range: Critical: Working on getting more information on these strategies from Parks and Public Health. 5. Public Health Department-Pop Up Parks: Mobile Parks in hot spot areas/ neighborhoods (Start date June 16 th ) Targeted towards year old youth Ongoing activities from 4pm-9pm Wednesdays thru Saturdays
3 Art, Sports, and many other activities involving youth Survey and information gathering from youth and families Estimated 40 pop up parks through the summer. Evaluation will focus on initiatives within or involving the hot spots, the number of events, and the number of families contacted. 6. Minneapolis Fire Department School Program: Magnet type program focused on high school students who are interested in becoming fire fighters. Kick off August 2014 Working with school district to get in Northside High Schools\ Fire has also committed to a presence at Pop up Parks. 7. Northside Public Safety Bike Ride: Ride through hot spots and neighborhoods to promote safety health, and community engagement. Working with community bike organizations Involving the MPD bike teams Goal to have 100 or more riders August bike ride evaluated by time duration, locations visited, and impact on crime. 8. Police Youth Dialogue Sessions: Relation building, communications, and understanding between youth and Northside Police Officers (Starting in May/June). Focus on trust & transparency Diverse group of officers from 4 th Precinct Evaluation based upon the establishment of long term relationships and trust built through these dialogues. 9. Regulatory Services Problem Properties: Unified plan, priorities, and objectives. Landlord and Renter accountability (ongoing) Conduct on Premises data tracking (ongoing) Mobile chronic problem renters (?) 10. Department of Corrections: Data sharing on adults and chronic offenders (initiated in June). Transitional information of offenders back into the Northside Location of halfway houses and the analysis of their impact of violent crime in the hot spots.
4 Evaluation will be an assessment of effect on crime rates and offenders status/release/reoffending. 11. Media/Social Media: Radio Awareness of Safety Initiatives: Bi-weekly radio broadcasts from the Summit partners and leaders on KMOJ (or other radio stations) about summit strategies and actions (Start date June)) based upon the 11 commitments. Creation of a Chief s newspaper editorial regarding Summer Initiatives through the summer of Update every week on Facebook and Twitter about work being done on the 11 commitments from the Safety Summit (Start date May). The messages and information shared will help guide the continuous evaluation and process improvement of our overall strategies. We want this to be a partnership with an overall result aiming for the improvement of public safety and building public trust. This is collaboration between the citizens, the business community, social services, philanthropic and government agencies through community engagement. Overall reduction in violent crime in the Northside Hotspots and Fourth Precinct is one measurable. The overall evaluation of this initiative will examine the improvement of processes and establish a focused, proactive, and tailored response.
5 U of M Urban Research and Outreach and Engagement: Opportunity Mapping Creating an awareness tool of all of the services and opportunities offered across the Northside in the summer of 2014 Summary/Overview/Objective: The goal of collaborating with the Urban Research and Outreach Center of the University of Minnesota is to identify all of the assets in the community for youth opportunities. They have the capacity and resources to map and subsequently provide a one stop resource of the many positive efforts going on simultaneously. A priority will be given streets and blocks where crime has been historically stable and chronic. Action/Response: Identify large events where citizens can connect with positive opportunities for information sharing, awareness, crime prevention, health, nutrition, and community building. Attempt to describe scope of the opportunities, people reached, information, level of trust or guardianship in the crime problems in these places. Results/Evaluation/Did it work? The overall result we are striving for is improved awareness of all of the proactive work that is being done in the community to improve safety and wellbeing of the residents. Research has shown that places which experience the most violent crime and have the greatest risk of continuing crime problems, by prioritizing these places and improving the awareness of public and private services, assets, and events we can collaboratively make a positive impact. For evaluative purposes, we would like to identify the number of opportunities, the people who used the website or referenced the information, examples of the type and number of pieces of literature shared, and whether crime went up or down as a result.
6 Minneapolis Leaders of Faith: Faith Patrol Outreach Community leaders of faith taking the message of good will to the streets and blocks on the Northside where they are needed most Summary/Overview/Objective: The goal of this initiative is engaging friendly informative civilian foot patrols in hot spot areas with concentrations of violent crime. The Faith Patrol will utilize volunteers who have first-hand experience overcoming gangs, crime, drugs, prison and other adversities. Action/Response: Increased presence and deterrence of the activity that leads to crime. Efforts prioritized in chronic, long term violent crime hot spots. Ensure individuals are aware of how to find resources to improve quality of life such as Urban Ventures Parenting, Healthy Relationship classes, and others. Utilize social media such as Facebook to provide mass information on ways the public can better protect themselves. Results/Evaluation/Did it work? The overall result we are striving for is improved awareness of all of the proactive work that is being done in the community to improve safety and wellbeing of the residents. Assessment will consist of a survey of community feelings and weekly report on Tuesdays of the date of faith patrol efforts, location and addresses, number of contacts, and the number of hours spent in the hot spots doing outreach.
7 MPD, Transit, HCSO: Joint Enforcement Team (JET) Policing Agencies patrolling hot spots in a focused, tailored and proactive way proven to reduce violent crime. Summary/Overview/Objective: The deployment of Joint Enforcement Teams (JET) is an enforcement strategy that brings together officers from multiple agencies with a common public safety focus. These uniformed teams will work in various configurations to immediately respond to on-going criminal activity. Information regarding the 2014 Northside JET teams is as follows: Action/Response: Specific focus will be giving to consistently high crime areas known as hot spots within the 4 th Pct. JET Teams will prioritize their actives based on the following priorities: 1. Shooting Calls (proactive detentions of suspects) 2. Shots Fired Calls (proactive detentions of suspects) 3. Proactive Enforcement in Hot Zones, Parks, Community Centers and Bus Stops 4. Foot Patrol in Hot Zones, Parks, Community Centers and Bus Stops 8 officers will work 3 days/week MPD will provide 2 officers per day HCSO will provide 2 officers per day Metro Transit Police will provide 2 officers per day Minneapolis Park Police will provide 1 officer per week Written log completed by each team for each tour of duty JET teams will not be assigned calls for service unless absolutely necessary. Non-MPD squads from collaborating agencies will be used or parked in tactical areas. Calls signs will be consistent and established by Inspector Kjos. Crime Analysis Unit and Strategic Information Center will provide map of gun violence, shots fired, and other violent crimes and intelligence to the team supervisors, Inspector Kjos, and Executive Staff. 16:00-02:00 Thursday thru Saturday Beginning June 5 and ending August 30 th Under the supervision of Lt. Friestleben and Sgt. Roering Results/Evaluation/Did it work? Evaluation will be on-going, bi-weekly as part of the MPD CODEFOR process. Each team will complete a written log for each tour of duty. Information will be gathered and totaled from these logs. Overall crime reduction will be a primary determinant of success.
8 Park Police: Team Teamworks: Focusing employment and positive change in places where crime is ongoing Summary/Overview/Objective: The Minneapolis Park Police has committed to a proactive place based approach for involving youth in the possibilities of employment through parks and recreation. One of Minneapolis greatest assets is its lakes and parks. Special prioritization will be given parks with the greatest amount of crime. On the Northside, more crime is reported in and around North Commons Park than any other. Since 2009, 53 violent crimes have been reported in an around North Commons (25%). In that same period of time Folwell had 33 violent crimes (15%), Willard 14 and Jordan Park 11. Action/Response: The Summer Safety Collaboration is focusing on several violent crime hotspots many of which are border or directly encompass Minneapolis Parks. Folwell, North Commons, and Willard Parks. Teen Teamworks will offer 220 youth an employment and training experiences this summer. The majority of youth (170) will work as a member of a team with an adult supervisor. Special team/crew assignments are with the Mississippi River Green Team, the Garden Crew at J.D Rivers Children s Garden and Park Pathways. Remaining youth are placed in a crew at a park close to their home so getting to and from work is not a barrier. Additional youth will work as Individual Placements (IP) assisting with Rec Centers and Youthline programs, the Freedom School, and in the field with crew leaders and Park keepers from maintenance. Additional IP s will be assigned to Teen Team works educational component, Earn While You Lean, where we provide educational services to approximately 650 youth from both Step-Up and Teen Team works in Minneapolis Public School classrooms Results/Evaluation/Did it work? How many opportunities were provided to youth? How did this initiative contribute to improved public safety and public trust? How did this initiative reach the kids? How were employment opportunities distributed throughout the precinct, parks, hot spots?
9 Minneapolis Public Health Department: Pop Up Parks Finding positive ways to bring youth together in city spaces Objectives of the Pop-up Parks Initiative with Minneapolis Park & Recreation: Strategically placing mobile tents staffed by youth development teams providing youth with pro-social activities in areas designed to interrupt known hot spots of crime or other negative behaviors. Filling the void in places where year-olds do not have focused activities or opportunities to enjoy food, music, activities, and connections to caring adults. Initiative to start June 16 th and operate from 4-9PM, 6 days a week for 8 weeks through over the summer. Action/Response: Identify large events where citizens can connect with positive opportunities for information sharing, awareness, crime prevention, health, nutrition, and community building. Attempt to describe scope of the opportunities, people reached, description of the information shared, level of trust or guardianship in the crime problems in these places. MPD and MFD have committed to a supplemental outreach presence at the Pop Up Parks. Results/Evaluation/Did it work? Research has proven that multi-agency problem solving collaborations to control crime and disorder have a higher likelihood of crime reductions over time. At the end of the summer season, there will be an evaluation of the impact of this effort that will attempt to answer three questions: Did the effort improve public safety? Changes in reported crime in the hot spots Impact on Fourth Precinct crimes Citywide effect on gun violence Did the intervention occur within the chronic violent crime hotspots, during peak hours, or on days when crime is problematic? Number of interventions in the hot spots over the summer. How many people participated? How long were they engaged? Have we gleaned a better understanding of the crime problem at these locations? Were the public engaged and has their trust in government improved? What can we do to improve in the future? One of the desired outcomes from the Northside Safety Summit was improved awareness of the proactive work that is being done by the many government and social service organizations to improve safety and quality of life of our residents.
10 MPD & Public Health: Youth Dialogues Finding positive ways to develop understanding and leadership Objectives of the Youth Dialogue: Bringing Northside youth and Police Officers together in a positive way. Dispelling myths that youth may have about officers Also dispelling the stereotypes myths/stereotypes that officers may have about youth. We believe that this project could be a powerful way to build community relations between the North Side community and the Minneapolis Police department by developing youth leaders who have positive experiences and ongoing interactions with Officers. Facilitation by trained professional, Callie Aguliar intent upon developing leadership skills. Action/Response: Bring together youth and officers in a safe space weekly to learn from one another and begin to develop relationships Identify and dispel myths that are obstacles to building community relations between the police, public health and safety, and the community. Results/Evaluation/Did it work? Research has proven that multi-agency problem solving collaborations to control crime and disorder have a higher likelihood of crime reductions over time. At the end of the summer season, there will be an evaluation of the impact of this effort that will attempt to answer three questions: Did the effort improve public safety? How many people participated? How long were they engaged? Have we gleaned a better understanding of the crime problem at our problem locations? Has the level of trust in government improved? Have we improved any processes as a result of the youth dialogues? What can we do to improve in the future? One of the desired outcomes from the Northside Safety Summit was improved awareness of the proactive work that is being done by the many government and social service organizations to improve safety and quality of life of our residents.
11 MPD Community Outreach: Northside Bike Ride: A ride for health, awareness, and crime prevention in the Best Bike City in America by Bicycling Magazine,2014 Summary/Overview/Objective: The goal of a bike ride through North Minneapolis is to promote safety, health, and community. The MPD will work with bike organizations and involve the MPD Bike Patrol in this one day event. Action/Response: Connect with the Bike Advisory Group Proposed route: Results/Evaluation/Did it work? We will gather overall input and impressions of the event and report back in during our September Reassessment summit. We are striving for improved awareness of the crime problems in North Minneapolis and the proactive work that is being done in the community by our collaborative partners. Research has shown that places which experience the most violent crime and have the greatest risk of continuing crime problems, by prioritizing these places and improving the awareness of public and private services, assets, and events we can collaboratively make a positive impact. For evaluative purposes, we would like to identify the number of people engaged in the ride, the time duration, and the hot spots visited.
12 Minnesota Department of Corrections: Data Sharing: Prisoner reentry and its impact on crime Improving processes to identify contributors impacting, affecting, and sustaining crime problems on the Northside Summary/Overview/Objective: During the Northside Safety Summit on April 18, 2014, representatives from the Minnesota Department of Corrections proposed renewed information sharing between the Minneapolis Police Department and the DOC. The Northside Strategies for the summer of 2014 are focusing on chronic violent crime hot spots to research, identify, and focus on crime problems. Action/Response: Throughout the summer, a monthly conference call to touch based on the latest information pertaining to Northside crime and prisoner reentry. Data sharing on adults, youth 18-24, and chronic offenders Transitional information of offenders back into the Northside Location of halfway houses to determine their impact on violent crime in the hot spots. Focus on year old reentry and transition back into community. MAVI (probation) patrols and problem solving (see it, own it, solve it, do it!) with MPD. Results/Evaluation/Did it work? The overall result we are aiming for is the improvement in public safety and building public trust and collaboration with city government. Overall reduction in violent Crime in the Northside Hot Spots is one measurable. The evaluation of this initiative will examine the offender status, whether they are reoffending or compliant with sanctions ordered by the court.
13 Minneapolis Regulatory Services: Problem Properties: A Regulatory Services Approach Addressing addresses that impact, effect, and sustains crime problems on the Northside Summary/Overview/Objective: The goal of collaborating with Regulatory Services on the issue of problem properties is to identify problem places and how and to what extent they are influencing violent crime. This involves precinct officers, County Problem Properties, Crime Prevention Specialist. Action/Response: Monthly meeting at the Folwell, Webber-Camden Community Center involving Regulatory Services. Define problem properties for a universal understanding, focus, and plan of action. Data driven emphasis on top addresses within or directly influencing the violent crime hot spots o Rental properties- enforcing conduct on premises ordinances o Businesses- license inspection, code enforcement, on top frequency businesses. o Everyone should be meeting and sharing their data, priorities, and results. Tactics- Bi-weekly mapping and data sharing of designated addresses for correlation to other public safety interventions within the MPD and Public Health. Data- Bi-weekly list of universal list of problem properties. Results/Evaluation/Did it work? The overall result we are aiming for is the improvement in public safety and building public trust and collaboration with city government. Overall reduction in violent Crime in the Northside Hot Spots is one measurable. The evaluation of this initiative will examine the improvement of processes to identify, agree upon, and establish a focused, proactive, and tailored response to the top addresses that impact crime
14 Minneapolis Police Department: Public Information and Media Plan for Northside Safety Collaboration During the Northside Safety Summit, the stakeholders involved committed resources towards improving public safety in the area. These commitments are genuine and the stakeholders are being held accountable to dedicating the resources. Now, the community is holding us accountable for putting the resources in place, and rightly so. The Minneapolis Police Department s Office of Public Information is committed to making sure the community is informed, and has put together a plan to ensure that residents are aware of our guided efforts. We plan to do that in the following ways. SOCIAL MEDIA UPDATES: The MPDs PIOs will update their social media sites weekly, each and every time a new initiative is rolled out, as part of the plan, and as a result of the summit. There are hundreds of followers from the Northside who monitor these sites, including neighborhood groups. The MPD has more than 14,000 followers on Twitter and Facebook, and those numbers are growing daily. PRESS CONFERENCES: For major rollouts and programs, we will use press conferences to inform the general public about the resources we are committing. The media (print, radio and television) is invested in this story and continues to hold us accountable for the resources. They will cover these events! It was evident on May 16 th, when Chief Harteau was joined by city council members, faith leaders, and sheriff deputies when the MPD announced the Joint Enforcement Patrols (w/ HCSD and Met Transit Police), Faith Patrols and Bike Patrols made up of School Resource Officers. ON THE RADIO : KMOJ Radio has been an extremely strong voice in the community for years, and the MPD has recently built a solid relationship with the station. We will get the stakeholders from the Summit on the air to talk about the intitiatives we re rolling out and to keep the community aware of the great work that is being done in the area. CHIEF CHATS: Minneapolis Police Chief Janeé Harteau hosted the Northside Safety Summit and led the discussion into increasing the resources sent to the area from all the stakeholders, whether they re from the city, county, community or judicial system. As part of the Chief s MPD 2.0 Plan, she is committed and dedicated to increasing public safety and trust. With that in mind, Chief Harteau will be writing editorials and hosting video vignettes as MPD continues to roll out exciting aspects from the summit throughout the summer.
