3 Issue Demands for police service generally increase during summer months due to increases in: Reported crimes Calls for service Order maintenance and quality of life issues Activity in entertainment districts Activity in 21 hot spots (see attached map) 2
4 Objectives Violent Crime Reduction Maintain 10% or greater YTD reduction in violent crime through end of initiative Aggressively target identified hot spots specific to each patrol division with supplemental resources Minimize crime and order maintenance issues in entertainment districts Youth Related Issues Address increases in order maintenance and quality of life issues through Beat Policing Model Conduct citywide curfew violation initiatives Target underage alcohol consumption 3

6 Strategies Patrol Divisions Utilize discretionary overtime at each division to increase staffing levels during peak periods to reduce response times and increase police visibility Address specific crime problems within each division through Beat Policing and supplemental resources Alcohol violation enforcement Support Special Investigation Division and Narcotics Division personnel in conducting targeted operations Operation Disruption deployment in targeted hot spots Increased park mark outs and police visibility Park curfew enforcement Enforce park alcohol violations 5
7 Strategies Special Investigations Division Random curfew violation enforcement Target underage alcohol consumption where juveniles are found to congregate Conduct Wanted Juvenile checks Conduct High Risk Runaway enforcement Conduct High Risk Juvenile Prostitution intervention Target bars and clubs for exploitation victims Work with Vice, Missing Persons and TABC 6
8 Strategies Narcotics Division Street level operations (including undercover buys and the execution of search warrants) in targeted hot spots Coordinate with Patrol and other investigative divisions to disseminate narcotics related intelligence and deploy resources as needed 7
9 Strategies Other Departmental Resources Homeland Security & Special Operations Division Tactical personnel (including SWAT, Mounted, and Canine) will support patrol and other division initiatives as needed Vice Unit Target multiple offense locations for violent crime involving youths, underage drinking and illegal cigarette sales to minors Bar inspections targeting the sale of alcohol to minors, after hours sales, and TABC violations Prostitution Diversion Operations 8
10 Other Initiatives Expansion of Police Athletic League Coordination with Parks and Recreation Department Gang awareness training provided to recreation center managers Increased police presence around recreation centers LETS program presentations given at recreation centers Provide Internet Safety Training to parents and children Participate in summer job fairs 9
11 Other Initiatives cont Parks and Recreation 18 Recreation centers located in or near the 21 hot spots. These centers offer well over a hundred programs to youth including conflict resolution, drug prevention/avoidance, sports and fitness, education, and arts appreciation. Code Enforcement Coordinated effort with Code Enforcement to aggressively target identified locations within the 21 hot spots. PSAs through crime watches, apartment manager associations, and media outlets 10
12 21 Hot Spot Areas These areas were identified based on the following criteria: Violent Crime Drug Arrests Gun Arrests These areas represent less than 6% of the total area of the city but account for over 18% of the violent crime (YTD)
13 Hot Spot Density Map Density is determined by the number of violent crimes occurring in close proximity to each other. Areas with the greatest density of violent crime are indicated in red with decreasing density displayed in green
14 Reporting Area* Difference Map This map compares violent crime that occurred in Reporting Areas last year to date to this year to date, and shows the difference of crime going up or down by a color scale. The scale ranges from green for decreases to red for increases. * A Reporting Area is based on Census blocks and is the smallest geographic reference used in Police Reports 13 13
