Attended by Health, Police, Public Works, Planning, Mayor s Office, Fire Department, and other City departments. Guiding thesis is impact value of process-driven collaboration. 16

21 Lessons from the Neighborhood Revitalization Initiat Urban development happens at scale when many parts come together. A single project might take a decade to be completed, making coordination across agencies particularly challenging. Process management and data centralization are the steepest challenges in this interagency MajorStat. A core agency managing the collaboration drives the timely completion of urban development objectives. 21
22 Case 3: Procurement, Inclusion & Equity By City Code, all bills must be paid by the City within 30 days of invoice date. The avg invoice is paid in 58 days, and the average outstanding invoice age is 135. This delay in payment impedes local businesses and leads to higher costs to the City. Improving payment performance is a priority as it impedes the development of small businesses, minority -owned businesses, and woman -owned businesses. 24 Benefits of PayStat Learn Plan Enact Learn from the successes and challenges of each leg in the three-way match. Centralize ideation to drive solutions across City government. Eliminate information asymmetry and logjams across agencies. 24
25 Lessons from the MajorStat Model Interagency contact is not enough. A robust, stats -driven team allows for Lesson 1: Collaboration Lesson 2: Data Lesson 3: Accountability Knowledge is warehoused across many agencies, as are responsibilities for any major initiative. Big challenges require diverse, flexible teams, and MOSS is uniquely positioned to facilitate those teams. Similarly, each agency has its own data-collection and processing system. A major hurdle in collaborative initiatives is data aggregation, management, and integrity. IT solutions offer promise in this central hurdle. To move forward together, collaboration requires specific, measurable, time - sensitive goals. MOSS helps develop these goals and hold the key stakeholders accountable to them. 25
