5 PTC Status Overview PTC implementation is more challenging than originally envisioned February 20, 2014 Revenue Service Demonstration on BNSF 91 Line First in the nation interoperable PTC implementation RSD to begin on SCRRA service territory Sept 2014; In-service system-wide by Jan 2015 Most wayside/communications infrastructure work completed; Remaining work- onboard equipment installation, software development, testing, training, integration New vendor progressing on the Computer Aided Dispatch (CAD) and Back Office Server (BOS) subsystems Legal considerations related to PTC 2

7 Status of PTC Components After recent switch in vendors, the CAD and BOS subsystems are developing quickly. Cutover to new Wabtec TMDS CAD expected in May BOS configured for each subdivision incrementally May Sept. Extensive end-to-end testing and problem-solving with BNSF in preparation for RSD Wayside fully-equipped with WIUs and PTC radios Joint Testing w/bnsf at Keller Yard

8 Status of PTC Components Fiber, microwave communication network installation complete, including towers antennas, tunnels and base stations; extensive testing remains

9 Status of PTC Components Field Testing Critical Features verification & validation (V&V) complete (8,000 features), Signal V&V underway, brake testing to resume pending availability of test trains Onboard System - 85% level installs complete on 95 of 104 units; supplying locomotives remains a challenge 5
