1 What You Should Know About the Dalet 16X9 Transition VOA is changing to the 16x9 SD format. HD is NOT part of this transition. The cutover to 16x9 will take place at 12:01 AM EST/MONDAY Feb. 24, 2014 You will be able to view 4x3 and 16x9 video in Dalet after the transition. The House format will change from NTSC DV25 4x3 to NTSC DV25 16x9. There are restrictions regarding the video format you can use in timelines, rundowns, and broadcasts, which are explained later in this document. The transition to 16x9 will take place in two parts: In Phase One, all VOA production will be in 16x9. However, Master Control will letterboxed the 16x9 to broadcast in 4x3. In Phase II, VOA will broadcast in 16x9. At 6:00 PM on Sunday, Feb. 23, DaletPlus and Webspace will be taken off Line. You will receive house-wide alerts counting down from one hour; 30 minutes; 15 minutes and 5 minutes before Dalet and Webspace are taken off line. WIRES AND FEEDS: For the 6 hours during the transition, there will be no access to wires or video from Dalet. However, text wires will be available for Radio Suite users. Digital video feeds coming in during the transition will be recorded. If you need to access them during the transition you will have to make arrangements to access them through Avid. VOA PROGRAMMING: VOA will broadcast C-SPAN during the transition. An was sent to Divisions on affected programs. List is also at the end of this document. If there are any concerns, contact TV Ops at immediately. CENTRAL NEWSROOM: Central should RELEASE ALL UPDATES BY 5:30 P.M. and alert language services to copy/print any stories from Dalet they will need during the transition. Central will use alternative methods for wires and story delivery as done during monthly maintenance, i.e. all stories to the house. The Dalet folder where you can convert 4x3 video to 16x9 also WILL NOT be available until that time.* pg. 1 Feb. 12, 2014 DALET RUNDOWNS & SHOWS ALL VIDEO CONTENT BROUGHT TO THE CONTROL ROOM FOR PLAYOUT OR AIR FROM MASTER CONTROL MUST BE CONVERTED TO 16X9. You will only be able to load 16x9 video in a rundown. Any 4x3 video that you embed in a script will remain red and will not playout out from the control room. All video elements opens, deadrolls, bumpers, etc. must be 16x9. Prepare a Black Magic backup of all show elements prior to the conversion in 4x3 for launch day. Have backup video features in 4x3 available as well. THIS SHOULD BE DONE PRIOR TO THE CONVERSION. Please prepare to do a simple show on the day of the conversion that light on video. Consider having studio or remote guests, etc. Any video you need for that day s show must be converted before your show. Only convert the video needed for the next couple of shows.

2 CONVERTING CURRENT 4X3 VIDEO TO 16X9 Before converting a 4x3 video, determine what you need. If you need the video for broadcast and have no need for the 4x3 version any more proceed with the conversion. Once you convert a 4x3 video to 16x9, you cannot reverse the process. Evaluate your 4x3 video and decide if you want to archive the 4x3. If so, add metadata to the Asset Manager Form (AMF) of the video title and archive it. Make a copy to convert to 16x9 for broadcast. After the cutover there will be several conversion options: 1) Want to convert an existing 4x3 video in Dalet to 16x9? Link it to the 16x9 CONVERSION folder. Once you link the file to the 16x9 CONVERSION folder, the conversion happens in the background. During the conversion, the video title will not change. It stays in the parent folder. The Title Status first changes to OFC, (Out For Conversion). When finished, the status changes to SUB (SUBMIT). The converted file is now 16x9 with black pillars. This is the house standard for 4x3 video converted to 16x9. 2) Want to export a copy of an existing 4x3 video as 16:9 without modifying the original? Link it to the Export and Convert folder. The original stays in its parent folder. The 16x9 gets exported to Corktree. 3) Want to export a copy of an existing video as-is, regardless of aspect ratio? Link to the Export as Original Format folder. A copy gets sent to Corktree in the original format. 4) Want to edit an existing 4x3 video and create a new 16:9 title? Open it in a Timeline. Edit it. Save it to a production folder. The file will be saved as 16x9 with pillars. Once the file is conv0erted, best practice is to add 16x9 to the end of the tittle. Do not try to mass-convert all the 4x3 video in your Evergreen folders. Convert NO MORE THAN 10 VIDEOS at a time. Once those 10 video titles show the SUB status, you can convert 10 more. If you exceed the conversion limit, you risk having files deleted from the folder and their conversions stopped. The deleted files will remain in original 4x3 format in their original folder. NOTE: Be sure to LINK and NOT MOVE the video to the 16x9 Conversion folders. If you accidentally click the MOVE command, the file will convert, but it will be trapped in the Conversion folder. You will have to make a copy of the converted video title. Estimated Conversion Times 30 minutes of video takes approx. 45 minutes 15 minutes of video takes approx. 22 minutes 2 to 3 minutes of video takes a few seconds longer than the length of the clip, i.e. a 1:15 video should convert in about 1:30 to 1:45 pg. 2 Feb. 12, 2014

3 DALET EDITING/ TIMELINE You can edit EITHER 16x9 clips OR 4x3 clips in a Dalet timeline. You cannot mix formats. Save the video from a Timeline to a language service production folder and Dalet will render the video as a 16x9 title regardless of whether the original video was 16x9 or 4x3. EXPORT/IMPORTING VIDEO Import to FCP via Xtend: you can retrieve Dalet 4x3 and 16x9 video. Export from FCP via Xtend to Dalet: you can ONLY Export 16x9 video. You can Import 4x3 video into Dalet through the Bailey/SharedVideoToDalet path or your service/show Baily watch folder. The video will be converted to 16x9 with Pillars. You can Import 16x9 video into Dalet from a source other than FCP through: the \\Bailey\LANGSVCIMPORT path into Dalet (Central News has a separate path). A non-house format 16:9 video placed there will be converted to the proper format. COMMERCIAL VIDEO NEWS FEEDS Almost all video from AP, ABC NEWS One and Reuters that VOA is currently receiving is already 16x9. However, some of the individual titles are pillared, some letterboxed, most are full screen. After the Dalet cutover to 16x9, you will see the same variety in these feeds as you do now if the original is 16x9 full screen or 16x9 pillared or 16x9 letterbox, that is how they will appear in Dalet. VOA ARCHIVE You may archive 4x3 or 16x9 video titles, but you must provide the source information. To archive b-roll that does not have source information, check with the video library for assistance in finding alternative footage. You can get video from the archive in either 4x3 or 16x9 formats. All existing video in the DaletPlus Archive will be maintained in its original aspect ratio. You will be able to state your preference for the video format you want upon request either at: or on the Archive-Webspace Restore Request form. VIDEO LIBRARY Video currently in the Video Library folders of DaletPlus will remain in 4x3. When you need to use them, clip what you need in the Trimmer or open the file in a Timeline or Media Logger. When you save the clip as a new title it will be converted to 16x9. ORIGINAL FIELD INGEST All Original Video Should be shot in 16x9. Any video delivered to ingest operators through the Original Field Ingest process as 4x3 will be converted and offered to the house in 16x9 with Pillars. PLACEHOLDERS Any placeholder that was fulfilled with 4x3 video before the 16x9 cutover such as an Evergreen show must be converted to 16x9 before it is scheduled to air after the cutover. However, please DO NOT convert it yourself using the conversion folder. Call VTM at (202) to request that the file be converted for you. pg. 3 Feb. 12, 2014
