2 Introduction: The Renville County Board realizes that geospatial data benefits County staff, as well as other governmental jurisdictions, academic users, private sector agencies, and Renville County residents. Minnesota Counties are exploring new processes to provide public access to information created in their Geographic Information Systems (GIS). Minnesota Data Practices Act (MNDPA) allows government agencies to charge for making, certifying, and compiling copies. This act also allows for fees to be charged when the data has commercial value and significant public funds have been spent by the County to provide such data in multiple formats, with an emphasis on electronic processes. Please see the GIS Data Fee Schedule for data available and associated fees. Renville County has built a significant geodatabase with many ESRI feature classes, which allows the county to provide data and mapping services. Renville County reserves the right to make additions, changes, and corrections to this data at any time without any notice. The Data Distribution Policy is subdivided into categories, and explains how data will be delivered by agency: Other Government Agencies and Academic Users Disclaimer/Data Agreement: Each Agency will be required to sign a data disclaimer and data agreement form to be filed with the GIS Coordinator. These forms will be updated each time a new dataset is requested, but no more than once per year. GIS Software: Agency is required to provide it s own software or download ESRI s ArcExplorer via the internet. Fees: None, provided the agency complies with the Data Use Agreement. Users are subject to a handling and reproduction fee. Other Companies Disclaimer/Data Agreement: Each entity will be required to sign a data disclaimer and data agreement form to be filed with the GIS Coordinator (not necessary for paper/pdf maps). These forms will be updated each time a new dataset is requested. Fees will be charged for each new or updated data set. GIS Software: Entity is required to provide it s own software or download ESRI s ArcExplorer via the internet. Fees: See geospatial data fee schedule. 2

3 Individuals Disclaimer/Data Agreement: Each entity will be required to sign a data disclaimer and data agreement form to be filed with the GIS Coordinator (not necessary for paper maps). These forms will be updated each time a new dataset is requested, but no more than once every two years. GIS Software: Individual is required to provide his/her own software or download ESRI s ArcExplorer via the internet. Fees: See geospatial data fee schedule. Internet Access (available sometime 2011) Format Available: ESRI ArcIMS Internet based interactive map viewer at Renville County s website at Disclaimer/Data Agreement: User will be required to click on a link agreeing with the web posted data disclaimer. GIS Software: None Required Fees: None for limited use and limited data, subscription fee required for ongoing use and access to more complete metadata 3

5 Instructions for completing the Renville County s GIS data request form PLEASE BE SURE TO READ THE FOLLOWING INSTRUCTIONS CAREFULLY Below are descriptions of how each section of the RENVILLE COUNTY DATA REQUEST FORM FOR GIS DATA should be completed: Requestor Name and Contact Information: Be sure to thoroughly complete this section of the form. It is especially important to include a daytime phone number in case we have questions. Also, please enter an address if you wish to have the data ed to you, or your address if you wish to have the data sent via USPS. Organization Type: Please enter one of the following three options: Government Agency (this includes first responders & academic users), Other Company, or Individual. Fees are determined by organization type. Data Requested and Fee: Please review the fee schedule for datasets that are available. How would you like to receive your data? : Please check one box only. Total Fees: Please total all fees, including projection conversion fee if applicable. (see below) Also, be sure to add a $20.00 handling & reproduction fee to each dataset. Data Projection: Please enter the projection/datum/coordinate system. If you wish, you may have the data re-projected from the Renville County Coordinate System for a fee of $30.00 per file. Enter the projection/coordinate system/datum for special requests. ADDITIONAL INFORMATION Please note that data/maps will not be released until payment is received. Cash or checks are acceptable methods of payment. Checks should be made out to Renville County Recorder. Approved businesses may be invoiced for their purchases. All requests for digital data will require submission of the Renville County Data Use and Acceptance Agreement. Without a completed and signed copy of this form, data cannot be released. Any incomplete forms will be returned to the requestor.
