1 4.0. Complainant: Any individual who wants to register a complaint with NCPCR will have to register with ebaalnidan portal. The complainant can be either an individual or an organisation. If the individual is not having access to internet, he/she may send the written complaint to NCPCR. All such complaints which are received by post, as hardcopies, will be fed into ebaalnidan application by the helpdesk setup at NCPCR. The helpdesk will also help individuals visiting NCPCR to register a complaint by entering the details into ebaalnidan application Complainant User Registration: The individual or organisation using ebaalnidan for the first time can register with the portal using the link New User? Register Here available on the home page at as shown in red circle below: On clicking this link, the user will get new user registration form as shown below: Prepared by: NIC Himachal Pradesh Page 1

2 The individual or organisation who wants to register with this portal should have a valid address with them. The user identification will be same as his/her ID using which he/she will register with the portal. To start with, ebaalnidan is having all interfaces in English only, but in next version of application, the user can select any of the his/her prefered language from the list of languages mentioned in 8 th schedule of indian constitution. The interface of ebaalnidan will appear in user s selected preferance. But as of now, only english interface is supported. Once the user types his/her address a checkbox just below the ID text box needs to be clicked to know if the ID is already registered with this portal. System reflects the status of keyed in ID and user can register a new user if is not already registered with the portal. If the ID is already used, and user still wants to register as a fresh user, some other ID needs to be used. User has to supply his/her mobile number and type the characters shown in image (CAPTCHA) before pressing the button Register. If the characters shown in CAPTCHA are not clear, he/she can use the button Change to change the image. 3 The system will send an activation link on registered ID and an SMS on user s mobile number User Activation (Complainant): The individual/organization who has registered on ebaalnidan portal will get an from ebaalnidan application with the subject ebaalnidan :- NEW USER ACTIVATION on the address with which he/she has registered on ebaalnidan. First time the user may check Spam/Junk folders if mail is not listed in Inbox. Once the user allow mails from ebaalnidan, the mails will be available in Inbox. 4 On clicking the link (Click here to activate your ebaalnidan ID), change password page of ebaalnidan application will be opened on user s default browser. User will need to key in the password against New Password and then re-type to confirm against Re-Type New Password. User should check the six requirements mentioned on the page to be followed while selecting a password. Once new password is typed against mentioned two fields, press the button Submit. If the new password typed in both the fields match, user will receive an and an SMS informing him/her that password has been changed successfully. User will get following screen confirming that password has been changed: In case the password typed twice does not match, the user will be informed and can reenter the password. Once the password is successfully changed, user can go to home/login page to login into ebaalnidan application. Prepared by: NIC Himachal Pradesh Page 4

5 Update User Profile: Whenever the complainant first time login into ebaalnidan application by visiting and providing his/her User-Id, Password and CAPTCHA character as displayed on image. On pressing Login Button, if the credentials are correctly typed, user will get a page Edit Your Profile where user profile needs to be updated. If user does not update profile, he/she can update it while lodging actual complaint where complainant information is asked first.profile screen will be as follows: Prepared by: NIC Himachal Pradesh Page 5

6 Fields marked * (in red) are mandatory without filling such fields user cannot save the profile. Once all the required parameter values are typed on this form, user can press Submit button to save profile and proceed further. If user do not wish to type the profile and want to leave the system, Cancel button can be used. On pressing submit button, the user will get following screen confirming that the user profile has been updated successfully: User can press Ok button to proceed further. 7 Complaint Submission: User will get following menu options after saving the profile or on opting not to update profile at the moment: Once the profile has been updated successfully, the user will get the same page as shown above after successful login. User can register a fresh complaint by clicking Complaint Registration->Submit Complaint menu option as shown in the above screen in Red circle. On clicking this option, the user will get complaint submission wizard as shown below: The first tab of the wizard provides input parameters for Complainant Details. If the user himself is complainant then select Yes against the question asked by the system Are You the Complainant?. Selecting Yes will populate user s profile from already saved data. 8 information which has changed, once saved; User s profile will also be modified. In case of No, where user is submitting complaint on behalf of some other individual/organization, user will have to type the mentioned parameters. Fields marked * in red are mandatory and cannot be left blank. All the fields are self-explanatory in nature are shown in the screen in previous page. While filling profile information the system asks user Are you an Indian National? and default option selected by system will be Yes. In case user is foreigner, he/she can select No. In that case a few parameters will differ in the profile details as shown below: The user of foreign origin will have to specify the country he/she belongs to, his/her address in India in addition to his/her permanent address. In case of foreigner, ID proof is mandatory and it is his/her Passport number only. After completing the complainant details, user will press Next button to proceed further and fill the Case History. Case history is divided into three parts namely; Police Details, Court Details, Details of Case/Complaint already registered with other organisation. The Police details will capture complaint details if the complaint has already been lodged with police at Police Station level and in case FIR has been registered, the FIR number is captured. In case there is any case pending in court of law, the complainant has to mention the court name, case number, case filing date and status of case. It may be the case that complainant has already reported the complaint to some other organization like; State Commission for Protection of Child Rights or any other organization. In such case, the user will have to provide the name of organization where he/she has already registered the case, case number, date and Prepared by: NIC Himachal Pradesh Page 8

9 brief description of the contents of the complaint already registered. The screen will look like: In case of all three type of case details, if user opts Yes, fields marked * in red are mandatory. On completing the entry of case history, press Next button to proceed further and fill the Incident Details. User can press Previous button to go back to Complainant Details, if required. Incident Details tab will capture pen picture of the incident which complainant wants to inform the commission. The complainant will select one of the complaint head under which this complaint falls and then sub categorise it by selecting one of the sub heads appropriate for the incident. User will describe the incident and mention the place of occurrence using the fields provided for the purpose as shown below: Prepared by: NIC Himachal Pradesh Page 9

10 On completing the Incident details, user can press Next button to proceed with next tab Victim Details. If the user wishes to view/change Case History he/she can press Previous button to go back to Case History tab. Victim Details tab will capture details of victim(s) covered in the current complaint. Victim can be an Individual, Organization/Group/Institute or a combination of both. If the victim is an individual(s), user will get following screen to enter victim(s) details: Prepared by: NIC Himachal Pradesh Page 10

11 User will have to specify the number of victims and system will allow user to add victim s details one by one. Fields marked * in red are mandatory. All fields are self-explanatory as shown above. User can save victim details by pressing Save button as shown in red circle above. Saved victim(s) will be shown in the grid as shown in red circle of the screen below. 12 If the nature of victim being reported is an Organisation/Group/Institue, the user will have to mention name of organisation and its complete address as shown below: Prepared by: NIC Himachal Pradesh Page 12

13 User can add more than one organization/group/institute the same way as explained for individual victim. Once the victim details are complete, user can press Next button to proceed further. User has option to go back to previous tab Incident Details by pressing Previous button. In next tab, Upload Documents, user has option to upload all supporting documents one by one. The system will accept only PDF files. The file size cannot exceed 3MB. In case some document exceeds 3MB, same ill have to be split into files of smaller size not exceeding the limit of 3MB. In case any supporting photographs are to be uploaded, user can prepare a PDF and upload the photographs. The screen will look like: Prepared by: NIC Himachal Pradesh Page 13

14 User can select file from local machine by clicking Browse button as shown in red circle above. The PDF file can be selected from the local folders as shown above. After selecting the file to be uploaded, user can click on Upload button to upload the file. All uploaded files will be shown in the grid. Once all complaint related files have been uploaded, user can press Finish button to tell the system that all details related to complaint have been fed. User can always use Previous button to go back to previous tab in the wizard. On successful completion of the complaint entry, user will get confirmation message mentioning Prepared by: NIC Himachal Pradesh Page 14

15 the unique complaint number assigned by the system to registered complaint as shown below: At this point of time user will also receive an and a SMS confirming successful submission of the complaint.
