3 Preface The enclosed docment represents the crrent Registration Policy and Naming Policies as available from the iedr.ie website ( or-policies/) along with extracts from the Manage A Domain portion of this website. Additionally, as described below, the docment contains some pdated content relating to docmentation gidelines. The proposals in the docment have been designed to enhance the layot of the crrent policies and improve their accessibility, whilst ensring that the registration procedres and gidelines, which have evolved over the years to inclde commonsense approaches which were implemented as digitisation provided niversal access to pblic databases and electronic transmission replaced faxes and post, are docmented for the benefit of applicants and Registrars. Within this docment, yo will find that both the Registration and Naming Policies, which have historically existed as two separate policies, are now incorporated into one comprehensive policy (the diagram opposite illstrates the proposal). Or policies are otlined in the form of a policy statement, which is available in Section 2 of this docment. This has been compiled and expanded on from the content of the Naming Policy. The processes relevant to the registration and management of.ie domains each form their own section (see Section 3). Under each process, the procedres throgh which the policy is implemented are detailed, along with the applicable rles associated with the process in qestion. These procedres and rles are similarly sorced from the Naming Policy. Rles are the reqirements that all applicants and registrants mst adhere to and this term is also referred to in Section 1, Definitions, of the Registrar Agreement. Gidelines on the docments reqired are inclded, otlining how (ftre) domain holders may demonstrate their compliance with the applicable policy and rles. This content is largely sorced and extracted from the crrent Registration Policy, bt has been re-phrased in places for simplification. Please note that whilst the layot and positioning of the content significantly differs to its crrent presentation on the IEDR website, the provisions within the policies, processes, procedres and rles remain nchanged. As mentioned briefly above, in some cases, phrasing has been simplified to improve ser nderstanding, and to inclde the common-sense procedres and gidelines associated with the registration process, which have come into effect in recent years. Yo may note that specific references to the class and category system have also been minimised in the interests of simplicity. This decision was made on the basis that the system exists to act as internal data on registrant classification type and domain se categorisation. However, information on these is provided in Section 6, Appendix II. This proposal has been prepared on an as-is basis, as the fondation for a consenss bilding exercise with Registrars. Companion docments are available on reqest, which show the adit trail and the sorce of the text. 1

Registration and Naming Policy Statement The dot ie namespace is a national resorce, reserved for the Irish, and for those with Irish connections, so or policy is that all domain holders (registrants) mst have provided s, prior to registration, with evidence of their real and sbstantive connection to the island of Ireland. The domain holder mst have a valid legal stats, and gidelines are provided on how a domain holder may provide this evidence of their connection to the island of Ireland. As of September 2016, these registration and docmentation gidelines analyse domain holders into seven classes 1 of registrant. It is or policy to athenticate the veracity of spporting docmentation provided. The good name and reptation 2 of the dot ie namespace is an important strategic priority, so or policy is to ensre that all domain holders have provided s, prior to registration, with evidence of a valid claim to the domain name they wish to register. At the time of registration, the domain name mst be valid and available. Then and sbseqently, the domain names mst be reachable and managed in accordance with internet standards. Gidelines are provided on how the domain holder may provide this evidence of a valid claim to the name. General rles are provided to determine a valid domain name (maximm length, alphanmeric, special characters, geographical, niversity, non-offensive etc.). We reserve the right to refse applications where the proposed name is likely to lead to confsion, or is likely to be sbject to an administrative proceeding nder the Dispte Resoltion Policy. As of September 2016, specific naming gidelines are provided in relation to eleven 3 categories of domain name. It is or policy to athenticate the veracity of spporting docmentation provided. There is a very important distinction between the domain holder and the Administrative Contact. The domain holder will be the legal owner of the right to se the domain name. The Administrative Contact is their nominated representative, who will have athority from the domain holder to reqest modifications to, and/or the deletion of, the domain registration. The applicant is any person or entity who is sbmitting the application on behalf of the domain holder, and is sally a Registrar, a reseller or a billing agent. The applicant for a.ie domain name mst be able to provide evidence of the (ftre) domain holder s connection to the island of Ireland and valid claim to the.ie domain name applied for. Connection to the island of Ireland.ie is Ireland s domain extension. It is Ireland s online address and as sch, all.ie domain holders mst be either based 4 in the island of Ireland or have a real connection to the island of Ireland. Evidence of this base or connection can be a company s Irish 5 CRO nmber, Revene VAT nmber, registered bsiness nmber. Evidence from a sole trader cold be an Irish VAT nmber in their own name, or proof of their bsiness or Irish income tax registration. 4 1 The seven classes are: body corporate, sole trader, natral person, nincorporated association, school/edcational instittion, stattory body, and, if none of these, a discretionary applicant. 7 Evidence from an Irish trademark holder cold be the trademark nmber or a digital copy of the trademark certificate. Evidence from an individal cold be a digital copy of the Irish driver s license or Irish passport. Claim to the name All.ie applicants are also asked to show that the (ftre) domain holder has a valid reason for wanting a particlar.ie domain name. This is known as the claim to the domain name. If the domain name matches the company, bsiness, or trademark name, then that is evidence of the domain holder s claim and no additional information is reqired. If the domain name doesn t match, then variations on the name of the company, bsiness, or trademark name can also be registered. If the domain name is not clearly related to any of these, then the applicant may be asked to provide more evidence or information. Generally, the applicant only needs to provide an explanation (a few short sentences) abot the meaning of the domain name and why the (ftre) domain holder needs to register it. This way, one can register domain names corresponding to brand names, trading names, prodcts, or even promotional campaigns and events. If the (ftre) domain holder is based otside of the island of Ireland, a connection to Ireland mst be proven. When the applicant applies for a.ie domain, the applicant has to show that the (ftre) domain holder trades with, or clearly intends to trade with, people or bsinesses in the island of Ireland. One can se invoices, press releases, promotional material, or even a screenshot of the domain holder s e-commerce store that shows a cstomer can select anywhere in the island of Ireland as their location for delivery. Proof of the (ftre) domain holder s corporate or commercial identity mst also be provided. We are carefl abot registrants rights, and or responsibilities in relation to secrity of the registrant s ongoing right to se the.ie domain, so or policy is to ensre that any changes to the contact personnel or edits to other aspects of the registered domain name are spported by signed athorisation from the Administrative Contact, as the person athorised by the domain holder. Technical Contact changes may be athorised by either the Administrative or Billing Contact. DNS pdates may be processed by either the Administrative, Technical or Billing Contacts in the IEDR systems. We are mindfl of certain sharp practices in the indstry with regard to domain renewals, so or policy is that.ie domain renewals mst be processed throgh the crrent Billing Contact (sally a Registrar). Changes of the Billing Contact (BillC Transfer) mst be athorised by sbmitting the transfer athcode to the registry. All reqests to delete a domain throgh the Volntary Non-Renewal Process reqire signed athorisation from the Administrative Contact. Following a policy change, effective from November 2016, sale of the domain holder s (registrant s) right to se the domain is permitted. Sch registrant transfers can only take place when: a byer has been advised of their obligations nder the process, and has acknowledged their nderstanding of, and agreement, to these reqirements. a byer has provided evidence of their connection to the island of Ireland and their claim to the domain name they wish to by, and has their athcode. a seller has informed the byer of their obligations nder the registrant transfer process. 5

8 a seller has agreed to adhere to the pdated registrant terms and conditions. a seller sbmits the registrant transfer reqest, along with their byer s athcode to their Registrar. Domain holder re-assignments are permitted when athorised by the crrent domain holder with a signed reqest from the Administrative Contact, and the proposed new holder provides sfficient evidence of their connection to the island of Ireland, the claim to the domain name and if not provided with their connection to Ireland, proof of their personal or commercial identity. These notions are defined below for a better nderstanding of the PDP.. ie namespace Policy is defined as a high-level overall plan embracing the general goals, rles and acceptable processes and procedres which govern the operation of the.ie namespace..ie namespace Process is defined as the series of procedres followed in a reglar definite order, in implementing an element or segment of the Policy.. ie namespace Procedre is defined as as the series of steps in a Process, followed by the Registry/Registrar/Registrant in a reglar definite order, in implementing the Policy. In overall terms, the three may be considered as follows: - A process will define what needs to be done to implement a Policy e.g. the registration of the.ie domain. A process may define standards, gidelines and activities. Procedres are defined as part of processes. A procedre describes how the activities of the process are to be performed. A procedre describes how to or step-by-step instrctions that implement the process and how the steps are to be performed for the process to flfil a cstomer s reqirements. 6

9 3. Processes 3.1. Registration Process This is the process for applying for the right to se a new.ie domain. All applicants are reqired to provide evidence of the (ftre) domain holder s real and sbstantive connection to the island of Ireland, and demonstrate the (ftre) domain holder s valid claim to the domain they wish to se, so that sers of the IE namespace can be confident that they know who they are dealing with online. Frthermore, all applicants are reqired to provide a minimm of two nameservers configred with athoritative zones. All applications mst be sbmitted throgh the electronic ticketing system, and are valid for 27 days from the day of sbmission. Dring this time, all applications are sbject to a triple pass process: i. The applicant s real and sbstantive connection to the island of Ireland is verified, along with their claim, and evidence of their personal or commercial/corporate identity, as reqired. This is referred to as the Administrative Pass. ii. The configration of the nameservers provided is then tested to ensre that both DNS records meet or reqirements. This is referred to as the Technical Pass. iii. Lastly, or systems ensre payment has been made for the registration of the domain, and this is referred to as the Financial Pass. Once the application has sccessflly completed the triple pass process, the domain is then pshed live at the next zone reload, which occrs at every odd hor Procedre i. Choose an accredited.ie Registrar and sbmit yor electronic application ticket. ii. Inclde evidence of the (ftre) domain holder s connection to the island of Ireland. iii. Explain their claim to the domain name. iv. Inclde proof of the (ftre) domain holder s personal or commercial/corporate identity, as reqired. v. Provide a minimm of two valid nameservers, which have been setp with athoritative zones, in accordance with RFC protocols 1034 and In this regard, it may be helpfl to read section 5 below. If yo are nsre what this reqires, we strongly recommend that yo contact an accredited.ie Registrar to handle yor application vi. If yo choose to apply directly throgh the IEDR, yo shold create a direct registrant accont (nic-handle) and sbmit yor application in the IEDR Console, 7

10 Rles General i. Each application for a.ie domain registration mst inclde the following: The proposed domain name. The (ftre) domain holder s fll legal name. The name and contact details of the contact persons for the domain. The Flly Qalified Domain Name (FQDN) of a minimm of two distinct nameservers for the new domain (the IP nmber of a nameserver shold also be spplied where the FQDN of the nameserver is within the domain to be delegated). A declaration that the (ftre) domain holder (and, where the reqest is made on behalf of this party by a service provider, also the service provider) accepts the conditions of liability and indemnity. Agreement to sbmit to the Dispte Resoltion Policy. ii. The (ftre) domain holder mst be the named individal or organisation to whom the domain name is to be registered. A domain name cannot be registered in the name of a trademark or a registered bsiness name, for example. It mst be registered to the holders of these names. In cases where the (ftre) domain holder is a person nder the age of 18, a parent, or legal gardian, may be listed as the domain holder. However, the domain holder will be reqired to provide sfficient evidence of their identity, Irish residency or trading proof, and sbstantive connection to the island of Ireland, as deemed appropriate by the IEDR Registrations Department. iii. Each domain mst have 3-4 contacts listed on it: 1-2 Administrative Contacts. 1 Technical Contact. 1 Billing Contact (Registrar). Each contact is assigned a sername, or nic-handle, which grants the ser with access to the IEDR s online Console. The contact persons registered for a domain can inclde one or more representatives of the service provider. However, at least the Administrative Contact mst represent the domain holder rather than the service provider, and mst have athority to act for the domain holder. See Section 6, Definitions for frther information relating to the Administrative Contact role. 8

11 Exception There are two instances where the Administrative Contact may be a third party: a. Where a registrant assigns a legal representative b. Where a registrant is a minor a parent or gardian is then permitted to act as the Administrative Contact for the domain. i. Application details mst reflect the party who wishes to register the legal right to se the domain. Inclding the wrong information in the application can delay the registration process. ii. Applicants mst ensre that the (ftre) domain holder is entitled to se the particlar domain name soght, and that they are not infringing pon the registered rights of any third party. iii. The DNS checks mst pass for the domain holder to be granted the right to se the domain, in accordance with all applicable terms and conditions, policies, and rles of the Registry Rles on what constittes a valid domain name are as follows: i. A domain name consists of a nmber of labels separated each from the next by a dot (period). The characters which mst be sed in a label are the 26 letters (A-Z) of the Roman alphabet withot regard to pper- or lower-case, the 10 digits (0-9), and the hyphen (-). The hyphen mst not be sed as the initial or final character of a label. As of Agst 23rd 2016, sage of the fada character (acte accent) is permitted on vowels (a,e,i,o,). Each label may be p to 63 characters in length. The entire domain name, conting the separating dots, mst be no longer than 255 characters. (See Domain Names Implementation and Specification: RFC-1035). A domain name proposed for registration by the IEDR mst consist of a single sch label followed by the sffix.ie. ii. Applicants and/or (ftre) domain holders mst choose to replace any spaces or nspported characters in a mark or name with a hyphen, or alternatively, they may be omitted. iii. The domain applied for mst relate to the (ftre) domain holder and their activities. iv. The proposed domain name mst not be offensive or contrary to pblic policy or generally accepted principles of morality. v. The proposed domain name shall not be reqired to abide by the generic name reglation, as of November 5th, vi. The proposed domain name mst not contravene the geographical name reglation, which reqires that no domain name may consist of Irish geographical name(s), word(s) or description(s), or a combination of sch, followed by.ie, which in the view of the IEDR wold be likely to be misleading if registered in the name of the applicant, or if registered, wold be likely to infer or to imply that the (ftre) domain holder had exclsive, or certain, rights emanating from sch a domain name. 9

12 10 These names, which can most often be defined as names that appear on official maps, or on logainm.ie; a place names database maintained by Fionntar (DCU) and the Place Names Branch of the Department of Arts, Heritage and the Gaeltacht, and are reserved for registration to relevant local athorities. If a relevant local athority provides a signed letter, on its headed paper, confirming that it has no objection to the proposed (ftre) domain holder applying for the domain, this rle (vi) shall not apply. NOTE: As of December 20th 2016, this rle will no longer be in effect. Accordingly, there will be no restriction on applying to register a.ie domain that corresponds to an Irish geographic place name from this date. vii. A sb-domain name mst be distinct from any of the recognised top-level domain names (.com,.net,.org etc.) except in special circmstances where the Registry considers sch a registration to be in the best national interest. [Amended: 22nd May 2000]. viii. The proposed domain name mst not contain the word niversity nless the (ftre) domain holder is recognised by the Department of Edcation as an established niversity. The Universities Act, 1997, prohibits the se of the word niversity to describe an edcational establishment or facility withot the approval of the Department of Edcation. ix. 13 Yo are allowed to apply for a variation of both, or either srname. Srname only registrations The registration of domains on the gronds that they reflect the (ftre) domain holder s srname only are restricted for registered sole traders. However, if the (ftre) domain holder can show any other form of claim to the domain name, the IEDR will review this on its own merits. x. Exemptions for State Bodies (By assertion) State Agencies, which the IEDR defines as any person, body, entity or office established prsant to Bnreacht na h-eireann, an Act of Parliament, Secondary Legislation or established by the Northern Ireland Assembly, can apply for a.ie domain withot the need to spply claim information or a connection to the island of Ireland. This incldes any other State Body, Agency or Department, inclding State Hospitals, Semi-State Bodies, VEC s and Local Athorities. All of the above are eligible to apply for a.ie domain name in English, Irish or both langages, which reflects their name. A State Agency may apply for a domain name to reflect the name of a project, special event, or joint ventre where at least one of the parties involved is a State Agency. If the IEDR can verify that the (ftre) domain holder is a State Agency or Stattory Body, then no spporting docmentation will be reqired with the application Rles on what constittes an available domain name The domain name being applied for: i. Mst not be crrently registered to another party, or, ii. Mst not have any open, pending application reqests for registration Reachability & Technical Rles i. The domain holder mst provide a point of contact for where reqests for information may be addressed. ii. A minimm of two nameservers mst be provided, and both mst be correctly configred with athoritative zones to host the domain in qestion. These valid nameservers mst be prchased from a hosting provider in advance of applying for a.ie domain Good Management i. Renewal fees mst be paid when they fall de or the domain will enter the IEDR s Non-Renewal Process (NRP). ii. If the domain is not renewed before the completion of NRP, the registration will be deleted at the end of the process. 11

14 Refsal of Registration i. Applications can be refsed on the following gronds: Acceptance of the registration reqest may lead to Administrative Proceedings The IEDR reviews all claim information provided on its own merits. However, it shold be noted that if the registration of a proposed domain name is considered likely lead to a dispte being raised nder the Dispte Resoltion Policy, the IEDR shall reserve to right to refse sch applications. ii. Insfficient information provided with an application: Instances where applicants are nable to provide the (ftre) domain holder s reqired spporting information or docmentation within the application ticket dration period will reslt in the application for the right to se the domain applied for being refsed. Applications that expire before sfficient information is provided to complete registration will reslt in the domain name becoming available for interested parties to apply for on a first come, first served basis Termination of a domain registration The IEDR will terminate domains on the following gronds: i. When a domain ceases to satisfy any of the conditions of reachability or of good management, the contact person(s) shall be notified and given the opportnity to correct the deficiency. Shold the necessary action not be taken within a reasonable delay, the IEDR will have the right to terminate the registration of the domain withot frther notice. ii. If the IEDR becomes aware that an accepted reqest was seriosly or fndamentally incorrect, either intentionally or nintentionally, it shall have the right to terminate the registration after giving de notice. iii. If the IEDR becomes aware that a.ie domain holder has breached any of the policies, rles, terms and conditions or agreements of the Registry, it shall have the right to terminate the registration after giving de notice. 12

15 Gidelines Applying for a.ie domain spporting docmentation reqired for (ftre) domain holders Applications can be sbmitted online and we recommend that yo contact one of the accredited.ie Registrars, who will gide yo throgh the process. See register-a-domain/accredited-registrar-list/ for frther information. Depending on what yo intend to se yor.ie domain for, yo ll need to provide a few things to s to show that yo are eligible to apply. Below, we set ot the docment reqirements for: i. Bsinesses, Companies and all other trading entities, ii. Personal Blogs or Informational Websites, iii. Charities, iv. Schools/Colleges/University (Edcational Bodies), v. Organisations (Clbs, Bands, Local Grops), vi. Personal Name applications. vii. Stattory Bodies/Government Agencies * Claim is by assertion. Yor Registrar will let yo know what yo need to send s, and there s frther information on the type of docments we ll need throghot this section. Sending docments to s How? Docments sbmitted to spport an application can be sent via: i. Fax/e-fax, ii. , iii. Post iv. IEDR Console (if applying directly throgh the IEDR) Note: Accredited.ie Registrars can also send docments throgh the docment detacher systems. The IEDR reserves the right to accept docmentation throgh any other means it deems appropriate. Any additional channels for docments will be added to this list and commnicated to the accredited.ie Registrars. 16 Sending docments to s What types? Docmentation mst be either a clear photo, or scan of any of the following: an original docment, an official copy issed by the originating agency or a certified copy of the original or official copy dly certified by a practicing Solicitor, a Commissioner for Oaths, a Notary Pblic or a Registered Trademark Agent whose name is entered in the Register of Trademark Agents. Original docments are not reqired, and applicants are asked to avoid sbmitting these, where possible. OR Any one of the following proofs of residency: Utility Bill showing yor address, Bank, credit card statement, Docmentation from the Revene Commissioners. AND Claim An explanation of why yo want this domain We ll jst need yo to inclde a few short sentences with yor application explaining why yo want this domain, and what yo will se it for (e.g. is it the name of yor blog, or the hobby yo want to write abot) Charity Yo shold inclde: Proof that the Charity is registered within the island of Ireland We ll need yor charity s CHY or NIC nmber. Claim An explanation of why yo want this domain If the domain reflects the charity name, we ll need nothing else. If it is different to the charity name, we ll jst need yo to inclde a few short sentences with yor application explaining why yo want this domain, and what yo will se it for School/College/University (Edcational Body) A primary or secondary level school, or any other edcational instittion, that is recognised as sch by the Department of Edcation is entitled to register a.ie domain name. Yo shold inclde one of the following with yor application: A valid school roll nmber Letter on the school s/edcational instittion s official letterhead confirming the name of the body, and yor intention to register the domain. 17

20 NOTE: If yo are not registered, or operating, in the island of Ireland, yo will to provide evidence that yo offer yor services to clients anywhere in the island of Ireland (sbstantive connection to Ireland). Claim An explanation of why yo want this domain If the domain yo want isn t reflected in the edcational body s name, we ll jst need yo to inclde a few short sentences with yor application explaining why yo want this domain, and what yo will se it for Organisation (e.g. clb, band, local grops etc. Unincorporated Association) Clbs, Local Grops etc. Yo shold provide either a: link to a social media page clearly showing the name of the organisation, and that yo operate in the island of Ireland, or a letter on the grop s letterhead referencing the name and address of the body, and confirming that they want to register this domain. If yo don t hold any other.ie domains, yo ll need to inclde a letter on headed paper confirming the name and address of the body applying. Yo shold also explain what type of body yo are. As per Section (x), once the IEDR has verified that the applicant is a Stattory Body, no frther docmentation will be reqired. 18

21 Personal name applications a. If yo aren t sing the domain for any bsiness reasons Yo shold provide some evidence that yo are an Irish citizen, or are resident within the island of Ireland. There are lots of different types of docments yo can send to show s this, so we can t inclde everything we accept here. Bt if yo want to send s something not on the list, please feel free to do so, and we ll happily review it for yo. We wold jst need any ONE of the following: Irish passport. Irish/Northern Irish tility bill. Irish/UK driver s licence (mst show address in the island of Ireland). Irish/Northern Irish bank statement for a personal accont, with the financial details removed. Irish/Northern Ireland birth certificate. Docmentation from Revene Commissioners/HM Revene & Cstoms (showing yor fll name). Docments provided to spport these applications mst show the exact name being applied for, as abbreviations, variations and nicknames are not allowed. b. Trading and want to se yor personal name as yor bsiness website name? Yo will need to provide s with one item to verify that yo are registered for trading: For example: A VAT or RBN nmber, Tax Clearance Certificate, Docmentation from Revene Commissioners showing this, Signed letter from a third party solicitor/accontant/bank manager/aditor. c. Are yo a serving politician, or rnning for election in an pcoming campaign? If so, yo will need to provide s with one item to verify this, e.g. A letter on official party headed paper confirming that yo are a serving politician, and that yo wish to register the domain. Independent candidates can provide docmentary evidence from the electoral register that they are rnning for office. Personal Name Exceptions: English/Irish Translations We nderstand that yo may wish to register the Irish or English translation of yor own name, and that this may not always be listed on any docmentation. In these cases, we ask that yo state that this is the reason yo want the domain in yor application, and provide the ID/proof of residency that yo have. Or Registration Services Team will review yor reqest, and provided it is a clear translation, we ll accept yor application. The domain holder information on the application will show the name of the ID or proof of address yo provide s with. 19

22 3.2. Renewal Process This is the process to renew and extend the right to se a.ie domain registration. Renewals are accepted for a minimm term of one year, p to a maximm term of ten years Procedre i. Contact yor Registrar and make payment to renew the domain for 1-10 years. ii. If yo are a direct registrant, yo can process yor renewal in the IEDR Console, or by contacting the IEDR Acconts Department on Rles i. Domains managed by a Registrar mst have their renewal payment processed throgh that Registrar. ii. Domains managed directly with the IEDR mst be renewed either throgh the Console by the Billing Contact, or by contacting the IEDR Acconts Department on iii. Renewal mst be completed when the renewal date falls de, or at any time before the deletion of the domain (70 days after the renewal date) Gidelines on docments reqired i. No docmentation is reqired to renew a.ie domain. ii. The renewal payment will need to be paid throgh yor crrent Registrar. iii. If yo are nsre who yor Registrar is, the Administrative Contact for the domain shold reqest this information from the IEDR Registration Services Department by to registrations@iedr.ie, or by telephone to iv. Alternatively, if yo want to renew yor domain throgh another Registrar, yo shold complete a billing transfer, as otlined in section 3.5 below. NOTE: If yo fail to renew yor domain registration when renewal fees fall de on the renewal date, the domain will enter the Non-Renewal Process. This Non-Renewal Process takes 70 days to complete an notification is sent on day 1 after the renewal date, the domain is sspended on day 40 after the renewal date and the domain registration is then flly deleted on day 70 after the renewal date. 23 3.3. Non-Renewal Process (Volntary) This is the process whereby a registrant no longer wants to renew the right to se a.ie domain, and wishes to arrange its deletion before the renewal date. This Non-Renewal Process takes 70 days to complete following the reqest. A confirmation is sent on day 1 after the reqest date. The domain is then sspended on day 40 after the reqest date, and deleted on day 70. NOTE: The registrant has the option of a do nothing approach, which will reslt in the domain being deleted 70 days after the renewal date. The renewal date is visible on the WHOIS search facility on Procedre i. Contact yor Registrar in the first instance. ii. Provide signed athorisation, on letterhead (if applicable), from the Administrative Contact reqesting that the domain be entered into the volntary non-renewal process (NRP). iii. Alternatively, if yo are a direct Billing Contact, please enter the domain into this process by logging into yor accont in the IEDR Console Rles i. There are two ways in which a domain mst be entered into the non-renewal process: a) The Billing Contact mst enter the domain into this process throgh the IEDR systems, or, b) The Administrative Contact may reqest that the Billing Contact or IEDR does so at its reqest, and mst provide signed athorisation on letterhead, if applicable, reqesting the deletion of the domain Gidelines on docments reqired i. Provide to yor Registrar the signed athorisation from the Administrative Contact on letterhead. ii. Once the IEDR has actioned the reqest from yor Registrar, the domain will be entered into NRP. iii. Throgh this process, the domain registration will be sspended 40 days after it is entered into NRP, with the domain registration then deleted a frther 30 days after its sspension. iv. The domain holder may remove the domain from this stats at any stage before deletion by either renewing the domain with their crrent Registrar, or by completing a billing transfer as otlined in section 3.5 below. v. Conflicting reqests Where the IEDR receives conflicting reqests for the deletion of a domain registration, it shall be free to determine which, if any, reqest to honor. vi. Exceptions If the domain is locked, or has a pending, active dispte nder the Dispte Resoltion Policy, the IEDR will reject sch reqests ntil sch time as the domain is either nlocked, or the dispte has been resolved. NOTE: If yo change yor decision, domains entered into the Volntary Non-Renewal Process can be removed from this process by yor Registrar at any time before the deletion of the domain. 21

Domain Modification Processes This section relates to the processes associated with pdating a.ie domain registration, inclding altering nominated contact information, making nameserver changes, and re-assigning the registration to another holder Administrative Contact Update Process This is the process to change the names, address or contact details for the nominated contact personnel who are athorised by the domain holder to carry ot the roles and responsibilities in relation to the domain, as set ot in Section 6 of this docment, Definitions Procedre i. Contact yor Registrar in the first instance. ii. Provide signed athorisation on letterhead from the crrent or new Administrative Contact Rles i. The Administrative Contact mst be any staff member of the domain holding body, or a legal representative. ii. Where a domain is registered to an individal, the Administrative Contact role mst be filled by the domain holder or their legal representative. iii. Where a domain is registered to a partnership, the Administrative Contact role(s) mst be filled by p to two of the partners, or their legal representatives Gidelines on docments reqired i. Provide to yor Registrar the signed athorisation on letterhead. ii. This mst be signed by either the crrent, or new Administrative Contact. iii. This letter shold state: I athorise the change of Administrative Contact for the domain XXXXXX.ie from (previos Administrative Contact name) to (new Administrative Contact name and address). iv. Conflicting reqests Where the IEDR receives conflicting reqests for the modification of a domain registration, it shall be free to determine which, if any, reqest to honor. v. Exceptions If the domain is locked, or has a pending, active dispte nder the Dispte Resoltion Policy, the IEDR will reject sch reqests ntil sch time as the domain is either nlocked, or the dispte has been resolved. vi. A maximm of two Administrative Contacts can be listed for a.ie domain registration. vii. Any party with access to the Administrative Contact s nic-handle may pdate the contact information throgh the IEDR Console, and sch changes will be completed withot the need for spporting docmentation. 22

25 Technical Contact Update Process This is the process to change the names, address or contact details for the nominated contact personnel who are athorised by the domain holder to carry ot the roles and responsibilities in relation to the domain, as set ot in Section 6 of this docment, Definitions Procedre i. Contact yor Registrar, or have the Administrative Contact arrange the change. ii. The Administrative or Billing Contact for a.ie domain can pdate this information by: a) Sbmitting a modification ticket reqest in the IEDR Console. b) ing the IEDR Registrations Department (registrations@iedr.ie) reqesting the change Rles i. The reqest mst be made by either the Administrative or Billing Contact for the domain. ii. If the reqest is made by to the IEDR Registrations Department, this reqest mst be sent from the address on file for the contact Gidelines on docments reqired i. No docmentation is reqired to complete these pdates. ii. The Administrative Contact and Billing Contacts both have the athorisation to reqest alterations to the listed Technical Contact for a domain registration. iii. Any third party is permitted to act as Technical Contact for a.ie domain, provided that the Administrative Contact or Billing Contact athorise the appointment. iv. The name, company name, address, telephone nmber, and postal address for the contact shold be provided when reqesting the change. v. Conflicting Reqests Where the IEDR receives conflicting reqests for the modification of a domain registration, it shall be free to determine which, if any, reqest to honor. vi. Exceptions If the domain is locked, or has a pending, active dispte nder the Dispte Resoltion Policy, the IEDR will reject sch reqests ntil sch time as the domain is either nlocked, or the dispte has been resolved. 23
