The Division requires scientific services to support analytical needs for analytes requested for compounds considered emerging substances of concern (ESOCs) by DEP as categorized according to the following: polybrominated diphenyl ether flame retardants, pharmaceuticals and personal care products, hormones, nonylphenols and octylphenols, pesticides, and perfluorinated compounds. It has been determined that AXYS is the only vendor capable, at a single facility, of analyzing 1) Specific analytes that we require as part of a suite of compounds. 2) Compounds as determined by EPA Clean Water Act methods or equivalent for aqueous, solid, biosolid, with exception of published in-house methods for nonylphenols/octylphenols, and perfluorinated compounds with prior experience. 3) Compounds with a published in-house method for polar organic compounds integrative device and semi-permeable membrane device (SPMD), when identified as appropriate. As stated below in the ESOC Chemical Analysis Required Methodology document and ESOC Minimum Requirement Analyte List. Intended source (vendor, contractor): AXYS Analytical Laboratories, Ltd. Price: $310, Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): While other vendors may offer similar analytical suites of ESOCs with categories described below, AXYS is the only vendor that has the capability to analyze the extracts from the POCIS and the SPMD. A review of potential vendors, including a Request for Information issued by DEP in November, 2013, and discussions with other entities procuring these services (including the laboratories Eurofins and Columbia Analytical Services) demonstrates that no other vendor has the ability to perform these analyses. The Department advertised this single source request on the DMS Vendor Bid System (VBS) from Tuesday, September 1, 2015 through Thursday, September 10, There were no other vendors who submitted information regarding their ability to provide the above services.
