3 BRL Report 1279 Case Narrative Shipping and Receiving Water samples included in this report were received by Brooks Rand Labs (BRL) on two (2) different days and logged-in to one (1) work order: BRL Work Order Number 1279 Date Time Number of Cooler Received Received Samples Temp 2/11/212 1: AM C C 2/15/212 9:45 AM C The chain-of-custody (COC) forms requested analysis for total and dissolved mercury (Hg), methylmercury (MeHg), and total and dissolved selenium (Se). Several sample IDs did not match the sample labels. Samples were logged in according to the sample label IDs and notations regarding these changes were marked on the Alpha COC form. Additionally, the sample identified as WC1SW-A (Alpha ID L ) did not request MeHg analysis on the COC form; however, a sample container was provided for this analysis. The COC was updated accordingly and the sample was logged in for MeHg analysis. The samples were received and stored securely according to BRL standard operating procedures (SOP) and EPA methodology. Preservation and Holding Time All method and SOP requirements for preservation and holding time were satisfied, with the exception of the preservation of samples submitted for MeHg analysis. The sample matrix for this project was initially identified as freshwater samples; therefore, sample containers provided by BRL for MeHg sample collection were pre-preserved with hydrochloric acid (HCl). Subsequently, BRL was informed that the sample would be highly saline. Samples with salinity levels greater than 1 parts-per-thousand are typically preserved with sulfuric acid (H 2 SO 4 ) instead of HCl, in order to keep the total chloride levels in the samples below the threshold that would cause interferences with the MeHg distillation. After discussions with the client, it was determined that all samples for MeHg analysis would be prepared at a 5x dilution to overcome any interference due to the HCl preservative. BRL has updated the notes for this project to send containers pre-preserved with H 2 SO 4 for all future MeHg analyses. Total Mercury in Water by EPA Method 1631 (BRL SOP #BR-6) All samples are prepared and analyzed in accordance with EPA Method Samples are oxidized with bromine monochloride (BrCl) and then analyzed with stannous chloride (SnCl 2 ) reduction, single gold amalgamation, and cold vapor atomic fluorescence spectroscopy (CVAFS) detection using a BRL Model III CVAFS Mercury Analyzer. The results have not been method blank-corrected, contrary to the method described in the calculations section of the relevant BRL SOPs and may have been evaluated using reporting limits that have been adjusted to account for sample aliquot size. Please refer to the Sample Results page for sample-specific MDLs, MRLs, and other details. Sample results equal to our Page 3 of 39

4 BRL Report 1279 less than the MDL have been reported at the MDL and qualified U. Sample results greater than the MDL, but less than or equal to the MRL, have been reported qualified B. Sequence 12139, Batch B12262 Instrument calibration, meeting all quality control criteria, was successfully achieved on the day of sample analysis. The 2 nd instrument blank (12139-IBL2) produced an abnormal peak and the resulting concentration was above the acceptance criteria. This instrument blank was reanalyzed (reported as IBL5). All data was reported without further qualification and all associated quality control sample results met the acceptance criteria. Methylmercury in Water by EPA Method 163 (BRL SOP #BR-11) Water samples are prepared by distillation following a 5x dilution to account for the HCl preservative (as described in the Preservation and Holding Time section above). Distillates are analyzed by ethylation, Tenax trap collection, gas chromatography separation, isothermal decomposition, and cold vapor fluorescence spectroscopy (CVAFS). Sample results equal to our less than the MDL have been reported at the MDL and qualified U. Sample results greater than the MDL, but less than or equal to the MRL, have been reported qualified B. Sequence 1214, Batch B12251 Instrument calibration, meeting all quality control criteria, was successfully achieved on the day of sample analysis. All samples were prepared using a 5x dilution (noted above). All data was reported without further qualification and all associated quality control sample results met the acceptance criteria. Trace Metals EPA Method 1638 modified (BRL SOP #BR-6) Analysis is performed by EPA Draft Method 1638 (modified) using inductively coupled plasma - mass spectrometry (ICP-MS). Prior to analysis, the samples are preserved to 1-5% with ultrapure nitric acid. Furthermore, samples for total recoverable analysis are heated overnight at 85 C. Aliquots of digested sample are analyzed utilizing internal standardization. This method incorporates ionization of the sample in an inductively-coupled RF plasma, with detection of the resulting ions by mass spectrometer on the basis of their mass-to-charge ratio. Sample results greater than the MDL, but less than or equal to the MRL, have been reported qualified B. Sequence 12118, Batch B12252 Instrument calibration, meeting all quality control criteria, was successfully achieved on the day of sample analysis. Page 4 of 39

5 BRL Report 1279 Samples which yielded results for the analysis of dissolved Se slightly greater than the results from the analysis of total Se, but produced an RPD between the two values that was less than the method criterion for duplicate precision (RPD < 2%), or if the results for both samples were less than five times the MRL, were considered statistically equivalent. In instances when the native sample and/or the corresponding duplicate (DUP) produced nondetectable results the relative percent difference (RPD) was not calculated (N/C). Due to the salinity of the samples, all samples from this work order were diluted 25x at the instrument. As a result, most of the sample results are less than the MRL. The RPD produced by the analysis of sample NC68SW-A (1279-1) and the corresponding DUP (B12252-DUP1) for Se met the secondary acceptance criteria, as the results were less than five times the MRL and within one MRL value of each other. All data was reported without further qualification and all associated quality control sample results met the acceptance criteria. We certify that this data package is in compliance with the terms and conditions of the contract, both technically and for completeness, for other than the conditions detailed above. BRL, an accredited laboratory, certifies that the reported results of all analyses for which BRL is NELAP accredited meet all NELAP requirements.
