1 Overview of KC Resources and Resource Usage Overview of KC Resource Allocation (0.00) Introduction (0.01) Module: Overview of KC Resource Allocation Introduction Knowledge Center has a set of tools that will help you manage Resources that are commonly used by Emergency Management. Knowledge Center s resource management tools will help you to track the use of resources during an incident. They can also can be used to help find resources quickly and easily. Objectives (0.02) The objective of this presentation is to: Identify characteristics of a Resource in KC. Review the purpose and use of key Resource Pages in KC. Use the Direct Allocate function to assign a Resource to an incident. Use the Request Resource function to request a specific Resource. AND- Use the Open Request function to request a Resource by NIMS Type. Objectives Identify key characteristics of KC Resources Review the use of key Resource Pages in KC. Use the Direct Allocate function to assign a Resource to an incident Use the Request Resource function to request a Resource. Use the Open Request function to request a Resource by Type. KC Resource Management (0.03) KC Resource Management Knowledge Center provides a set of Resource Management tools to maintain resource records, provide a way to allocate and request resources and track resource utilization by KC incident or event. This tool is pretty comprehensive and easy to use. This module will provide information about how to put resource in KC, how to find them, and how to track usage during incidents. Page 1

2 Section 1: Basic of KC Resources (1.00) Resources (1.01) Section 1: Basics of KC Resources Resource Tab Knowledge Center makes information about resources quickly- and easily-available via the blue Resource Tab. This tab displays all common resources organized by resource type such as Personnel, Equipment & Materials, and Teams. A green Resource tab is provided for each. Resources Other (1.02) Additionally, there are other resources identified by the green Tabs available in Resources such as Mass Care, EOCs, Hospitals, and other resources that may be required. Other Resource Tabs Resources are listed based on the users jurisdiction so that you see your resources first. Use the Show Only My Resources checkbox at the top of the grid to expand the listing for other resources in the region or area. Resources - PowerSearch (1.03) PowerSearch Tab The green PowerSearch tab provides access to all resources in KC and searches across ALL of the green tabs and any resource stored in KC. This tab displays all resources regardless of types. If you want to access a resource by type, select the appropriate green tab. Resources Quick Search (1.04) The Search by Name option provides a way to quickly search for resources by the Resource Name. When searching, it is helpful to search for a small portion of the name such as H-A-Z for hazardous or hazmat or G-E-N-E-R for generator. Once you see the results, you can refine your search if necessary. Search by Name Don t forget to uncheck the Show Only My Resources if you wish to search information outside your jurisdiction. 3 Resources Column Sort (1.05) Sorting the List You can also customize your search by using the Sort column functions on the Resource grid. Click on the Column Name to sort the list by that column. The first click sorts in ascending order, the next click sorts in descending order and the third click clears the sort for that column. Resources - Filters (1.06) You can further customize your search by using the Filter functions on the Resource grid. Click on the Filter icon in one or more of the columns to limit the values in that column. Type a value that you want to look for. You may adjust the comparison by changing the value in the drop down list to change how the filter works. Click Filter to apply the filter to that column. Sorting the List A highlighted Filter icon indicates that the column has a filter applied. Use the Clear Filter to remove the filter value and restore the complete list of resources for that column. Resources Resource Page (1.07) Once you find the resource you want to view or modify, click on the Resource ID link to display the resource page for that resource. The General information page includes the resource Name, Jurisdictions, Resource Type and Notes. Other information about the resource is shown including quantity available, other resource details, and owner Agency and/or Facility information near the bottom of the page. Resource Page Page 3

4 Resources True Quantity (1.08) Notice the True Quantity checkbox. This controls how Quantity on Hand works. Resource True Quantity When checked, the quantity is tracked more precisely and limits the allocation so that it never exceeds that quantity. This is used where quantities are very specific. When unchecked, the quantity is tracked more loosely and quantities may be allocated over the quantity on hand value. This is used where quantities are more general or estimated such as sand and gravel. Resources Associated Agency / Facility (1.09) Notice the Primary Agency and Primary Facility fields at the bottom of the page. These fields are used to associate the resource with a specific Facility and/or Agency. For example, if a resource belongs to a Fire Department or Municipality or Private Agency, this field can be used to indicate who owns the resource. Associated Agency/Facility Use the ellipses Pick List icon to add or change the value. Use the Delete icon to remove or clear an association. Resources Resource Details Tabs (1.10) Also, notice the gray tabs at the top of the Resource page. These tabs represent other data about the resource including the following: Resource Detail Tabs Contact tab associates persons who are responsible for the resource. Docs/Images tab can be used to attach documents or pictures related to the resource. Costs tab can be used for indicate costs associated with use or allocation of the resource. AND the- Logs tab tracks the use and activities associated with the resource, such as maintenance or updates. Page 4

5 Resources Adding Resources (1.11) When it is necessary to add additional resources in KC, there are a few ways to accomplish this. Adding a Resource Find a similar resource and click the Copy icon associated with that resource to make a copy of the resource. You can then modify the copy information for the new resource. Click on the New icon to create a new resource from scratch. Resources Resource Typing (1.12) Resource Typing One of the aspects of adding or adjusting resources is using the taxonomy or resource typing function. The KC taxonomy is based a combination of national systems including National Incident Management System or NIMS, FEMA s Schedule of Equipment Rates as well as KC lists for those items not considered by the other national systems. Resources Taxonomy Elements (1.13) Four Elements The taxonomy lists are made up of four elements from most general to most specific: Kind Category Description, -AND- Type This structure is based on NIMS and similar taxonomy or typing lists. 6 Resources Select the Right Type (1.14) Select the taxonomy choice that best represents the equipment or material or team that to be entered. Use the Description to find the common name or item. Select Taxonomy Item If you cannot find the appropriate taxonomy choice, use the Other option by typing OTHER in the Description field and select the best option from the list. To keep the taxonomy up to date, the Other categories should be reviewed regularly to identify when additional items should be added to the KC Taxonomy. Resources On the fly (1.15) Resources On the Fly Knowledge Center resource management works best when resources are already entered in Knowledge Center. Having resources available and identified makes finding them in times of emergency much easier. However, it is possible to create resources in KC on the fly or at the time of request to track and associate costs with those resources. Resources Representative Items (1.16) Even if you don t put in every piece of equipment, you may put in representative pieces of equipment for the agencies that have them such as bus companies or heavy equipment companies. Then, when you need those items, you get a list of companies or agencies that have resources. Representative Items The Copy function makes entering resources very easy and can help track those resources as they are needed and used. Page 6

7 Resources Summary (1.17) Resources can be added to KC with as few as three or four fields of data and can be associated with an incident very quickly to track resource usage. Resources Summary Additional information can be easily added for Resource including contact information, documents and images, costs, and association of resource with the agencies or locations where they are found. This can be a powerful set of tools for overall management of resources. Resources Self Check (1.18) Pause the program and login to Knowledge Center Training Site and practice the following tasks: 1. Find a resource using the KC Power Search function. 2. On the Resource > Equipment page, filter the list by Description. 3. Enter a new resource and assign it to a Facility or Agency in your jurisdiction. 4. Copy a resource from one that exists in KC and assign it to your jurisdiction. 8 Section 2: Resource Naming and Taxonomy (2.00) Section 2: Resource Naming & Taxonomy KC Resource Taxonomy (2.01) KC Resource Taxonomy Knowledge Center organizes resources according to national standards from National Incident Management System or NIMS and Federal Emergency Management Agency or FEMA s Schedule of Equipment Rates and KC s own taxonomy elements to fill in where the other two fail to provide details. Resources Taxonomy Elements (2.02) The taxonomy list is founded on the NIMS structure and is composed of four elements or parts that range from the most general to most specific. The elements include: Four Elements Kind Category Description -AND- Type We ll look at each element briefly. Resources Kind (2.03) The most general element is the Resource Kind. The Kind is made up of the following values: Resource Kinds Vehicle, Aircraft, or Boat Equipment Inventory or Material Personnel -AND- Team Page 8

9 Resources Category (2.04) The next element is the Resource Category. The Category is based generally on functional area and/or Emergency Support Functions. Some include, but are not limited to: Resource Categories ESF01 Transportation ESF02 Communications ESF03 Public Works and Engineering and so on through the other ESFs or functional areas. Resources Description (2.05) Resource Descriptions The third element is the Resource Description. The Description, as the name implies, is the name or title of the resource. This is the value that you will most commonly use to search for required resources. The Description for a resource is a standard name from NIMS, FEMA, or the KC groupings. This is very similar to the KC Resource Name Resources Type (2.06) The last element is the Resource Type. The Type is a more specific or exact based on the Description. NIMS uses the roman numerals I through V or VI to specify type. Typically, a Type I item is generally more capable, larger or has increased capacity than Type II or Type III and higher. Resource Types NIMS provides specific definitions of each type for a Kind, Category, and Description. Resource Taxonomy Summary (2.07) KC Resource Taxonomy So, when you combine the four elements of Kind, Category, Description and Type, you form the KC Taxonomy that we will use to describe all resources in Knowledge Center. KC initially presents the resources by Kind. The green Resource tabs are essentially set up by Kind. Page 9

10 Resource Name / Title (2.08) In addition to the KC Taxonomy, KC provides a Name/Title element that is very much like the Description. This provides some flexibility to work with the four element in precisely describing resources. Resource Name/Title Unlike the Description, the Name field can contain specifics about the unit such as a radio call sign or equipment unit number or some other attributes about the resource. Resource Naming (2.09) The Resource Taxonomy is part of the solution to organizing resources in KC. The other part is to provide common naming and names that assist other users in locating and understanding a resource capability. Resource Resource names are flexible but can be used to make finding a resource easier and more reliable when the names are predictable and formatted with key information. Consistency in naming conventions is very helpful in keeping resources easy to find. Resource Name Selection (2.10) Resource When selecting a resource name, consider some of the characteristics of the resource that may be important in selecting the resource when it is needed. Consider some key characteristics of the resource and include that information in the name, if possible. Think about what you may search for when trying to locate a specific resource in KC. Resource - Example 1 (2.11) Characteristics For example, when we think about a needing a bus, it is important to know what type of bus it is such as a coach or school bus. We may need to know many passengers it can carry. It may also be useful to know if it has special capabilities such as air conditioning or ability to handle wheel chairs. Page 10

11 Resource Example 2 (2.12) Characteristics In another example, when selecting a generator, it is important to know how big it is, how much power it can supply, whether it is trailer mounted, and voltage to name a few capabilities. If the name can reflect some of this key information, it is useful in sorting and searching resources. Resource Search for Similar Items (2.13) Another aspect of selecting a name may be to see how similar resources are named in KC. Sometimes you can perform a search or a filter for similar items and match or emulated their naming conventions. Search for Similar Items This is another use of the Resource Copy function so you can create similar resources with similar names and typing consistency. Resource Name (2.14) Develop a naming format or convention or use one that already exists in KC. This will help keep resource organized and easier to find in an emergency. Resource Naming Conventions It s probably NOT a good idea to identify the resource solely by unit number as this may not mean much to persons who are not familiar with the unit naming convention who may be assisting in an emergency. Resource Check / Review (2.15) Resource Naming Check Once you have entered some resources, especially similar resources. Use KC to sort and filter the resources to review how they appear in the Resource tables. They should all sort together or have similar appearances so they are easy to identify variations or commonality depending on the situation you are researching. Page 11

12 Resource Naming Summary (2.16) The KC Resource Taxonomy is flexible and reasonably complete. Become familiar with the organization of the Kind, Category, Description and Type so you can easily find resources when needed. Resource Naming Summary Pay attention to the names you assign to resource and make sure that they are consistent when possible. Use common terms often and think about how you will search for resources when assigning a name. Review Resources in the training site and look for common items to see how consistently similar resources are named. 2. 13 Section 3: Key Resource Pages in KC (3.00) Section 3: Key Resource Pages in KC Resources Pages in KC (3.01) Resource Pages in KC As you have already seen, Knowledge Center has several Resourcerelated pages that look very similar but serve slightly different purposes. Some information is similar across these pages. Let s take a few moments to review the various pages and their intended use Resources Blue Resource Tab (3.02) We ll start with the blue Resource Tab. Three are three primary types of pages identified by green tabs: Blue Resource Tab PowerSearch is used to search for any resource in KC and/or other KC systems. Requests. This page displays the outgoing and incoming resource requests across all of KC. Other Resource Tabs list the resources organized by the type or kind identified by the green tab selected. Next, we will review each of these pages in more detail Resources PowerSearch (3.03) PowerSearch The PowerSearch page is used to search for ANY resource in KC when you want to find it quickly or do not remember under which tab that the resource may be listed. When you first access the blue Resource tab, the PowerSearch tab is displayed. Page 13

14 Resources PowerSearch (3.04) Like most tables in KC, the PowerSearch page has a Search by Name function that searches for any part or the whole resource name. PowerSearch The PowerSearch always starts with the local system resources as the default tab that is selected. Also, the Show Only My Resources is checked. So you start search your resources first. Resources PowerSearch Search (3.05) PowerSearch Sometimes, you will need to search for more than just the resource name. You may want to search for the resource type. The gray Search tab is used to search for resources using any or all of the elements of the KC taxonomy. That is, you can search for resource by Name, Description, Type, Kind, Category and/or Quantity. Resources PowerSearch Search Criteria (3.06) The Search function searches and filters by the criteria displayed on the Search page. You may search or any or all of the fields displayed on this page. By Type Search Criteria For each field, you can specify the type of search. Use Like to find part of a name or type. Use Equals to find an exact match. Type the value you wish to search in each field that you wish to filter. You may also use the Pick List icon to select criteria from the pick lists. Use the Clear icon to remove a criteria from a field. Page 14

15 Resources PowerSearch by Type (3.07) By Type Search When using multiple fields from the Pick Lists, it is usually easier to start near the bottom of the criteria fields and work up. For example, if you want to search for Description, Kind, and Category for a resource, start with the Category field it will populate the other fields above when you select from the Category Pick List. If you don t want to filter on a field, use the Clear icon to remove that value. Click Search to execute the search. Resources PowerSearch Other System (3.08) If you cannot find the resource on the local KC system, it may be possible to search another KC system Search Other Systems Notice there may be White tabs identifying other KC regional systems (when they are available). Click on the appropriate tab to conduct the same search in that system. We will discuss more about making requests or allocating resources from other KC regional systems in a different program. Resources PowerSearch Summary (3.09) PowerSearch Summary So you ll use the green PowerSearch tab under the blue Resource tab to find ANY resource that are in KC. Use the Search Tab to search for resources by type. In some cases, you may also use PowerSearch to search other KC systems for desired resources. Page 15

16 Resources Requests Page Tabs (3.10) Requests Page The next page we will look at is the Requests Page. The Requests page (under the blue Resource Tab) lists ALL requests that are active in KC. Notice the gray tabs The Outgoing Request lists requests that you have made. The Incoming Requests lists requests that were made by other users AND that you have permissions to respond to. Resources Requests Page Sections (3.11) Each Requests Page is also divided into two sections: Requests Page The upper section presents Incoming Direct Requests from anywhere in KC. These are requests for specific items listed in KC. The lower section presents Incoming By Type Requests from anywhere in KC. These requests are based on Resource Type. Resources Requests Summary (3.12) Requests Summary So you ll use the green Requests tab under the blue Resource tab to find ANY active resource requests that are in KC. The Incoming Requests tab shows those requests for specific equipment and Outgoing Requests tab for those items you have requested. Page 16

17 Resources Other Green Tabs (3.13) Other Resource Tabs The remaining group of pages are all similar and are resourcespecific pages by kind such as Equipment, Team, Personnel, EOCs Agencies/EMS, and Hospitals. Under the blue Resource Tab, these pages provide access to specific resources in KC. Resources Green Tabs / Deleted Resource (3.14) Green Tabs / Deleted Resources So you ll use the green resource tabs to find ANY active resource by the kind or category listed in KC. These tabs sort resources by similar kind when you are looking for a specific kind of resource. You may note the Show Deleted Resources checkbox at the top of the grid or table. Use this function to find a resource that has been marked for delete to recover or restore it if the deleted was in error. Resources Incident Related (3.15) Incident Resource Tabs So far, we have discussed the PowerSearch, Requests, and other Green tabs found under the blue Resources tab in KC. The Requests tabs also exist under the green Resource tab for Incidents. Use these Requests tabs when you wish to find resource request related to a specific incident or family of incidents Page 17

18 Resources Incident Resources (3.16) When you select an incident, and click the green Resources tab for that incident, you will find the following gray tabs: Incident Resources Current Resources Use this to view resources currently assigned to the incident. Outgoing Requests Use this to see resource requests made for the incident. Incoming Requests Use this to see resource requests made by others. Direct Allocate Use this to find resources and directly allocate those you have permissions to allocate. Resources Summary (3.17) When monitoring resource and resource requests for a specific incident, use the Incident Resource tabs to see the resources assigned to the incident and request associated with that incident. Incident Resources When you are monitoring incoming resource requests as in an EOC Logistics Section, use the blue Resource tab and green Requests tabs to see all requests that are active in KC, regardless of the specific incident. Resources Red Tabs (3.18) Red Tabs - Requests To help in monitoring resource requests at the EOC level, KC signals open request and turns the tabs red to indicate that a request has been made that you have permissions to respond to. When you click on the Resource Tab, notice the Request Tab is also displayed in red indicating an open Request that you can respond to. Page 18

19 Resources Self Check (3.19) Pause the program and login to Knowledge Center Training Site and practice the following tasks: 1. Use the Resources > PowerSearch function in KC to search for local resources. 2. If available, repeat the same search in Remote systems to see what is in other KC systems. 3. Use the Resources > Request tab to find open requests. 4. Access the Incident > Resources tab to find resources allocated to an incident. Self Check 1. 20 Section 4: Allocating Resources (4.00) Resources Allocation Overview (4.01) Section 4: Allocating Resources Overview The simplest way to assign or Allocate a resource to an incident is Direct Allocation. KC has administrative permissions assigned to resources. The highest level of control allows a user with those permission to allocate a resource directly to an incident. This can be accomplished a couple of similar methods Resources Allocation Method 1 (4.02) The first method for Allocating Resources is from an Incident. Incident Tab Once you have the incident displayed, select the green Resource tab. Note the Current Resources tab is displayed. For a new incident, this list is empty until resources are assigned. Next, click the gray Direct Allocate tab. The resulting list will display all resources the user has permissions to Allocate. Notice the Allocate icon at the right of each resource on the grid. Resources Allocation Page (4.03) Find the resource you wish to allocate and click the Allocate icon associated with that resource. Allocate Resource Page This will display the Allocate Resource page. Complete as much information as is necessary for the allocation. You may simply enter an allocated quantity and click Save or fill in other information and/or Delivery Location as is necessary. Click Save to complete the allocation. Page 20

21 Resources Direct Allocation Page (4.04) Direct Allocate Page Note that the resource allocated, now has the incident ID number in the Commit To column indicating that the resource is assigned to the incident. Resources Current Resources Page (4.05) Current Resource Page Also, if you click on the Current Resources tab, the resource will be listed as assigned to the current list of resources for the incident. Resources Allocation Method 2 (4.06) Current Resource Page The second method for Allocating Resources is from the blue Resource tab. Once you have found the resource using the PowerSearch or via any of the green Resource tabs, click the Allocate icon associated with the resource to access the allocate page. Resources Allocation Method 2 (4.07) Current Resource Page The only difference between this method and the Direct Allocate method is that you have to select the incident to which to allocate the resource. The rest of the process is the same as we have already discussed. Resources Allocation Summary (4.08) Allocate Summary The Direct Allocation is the simplest way to assign or allocate a resource to an incident. It may be used for any resource that the users controls and has permissions to Allocate. If the user doesn t have allocate permissions, the Allocate icon will not be displayed with the resource. 22 Resources What s Next (4.09) What s Next? The next section describes how to Request a resource from another agency or jurisdictions and assign it to an incident. View the Incident > Resources > Current Resources tab to see if any resources are currently allocated to the incident. 3. 23 Section 5: Requesting Resources (5.00) Resources Request Overview (5.01) Occasionally, you may find that you need additional resources that are no available for you to Allocate directly either because you do not own the resource or you have none available and need additional resources beyond your inventory. Section 5: Requesting Resources Overview You may need to make a resource request from another agency or jurisdiction for the resource. Resources Finding the Resource (5.02) The first step is to find the resource that you wish to request. Incident Tab You may use the blue Resource tab to search for the required resource and use the Request icon to start the request process. You may also use the Outgoing Request function Make Direct Request that is located on the Incident Resource tab. This function lets you search available resources. Resources Make Direct Request (5.03) Make Direct Request Click Make Direct Request to begin the request process. The Resource Direct Request page will be displayed. This page is similar to the Allocate Page and is used to indicate the purpose of the request, the duration and location information where the resource will be requested. Resources Find the Resource (5.04) Click the Pick List icon to display a list of resources. Use the search, sort and filter functions to identify resources that match your needs. Make Direct Request Once you find a resource that meets the need, select it and click Save. Complete the Resource Direct Request form and click Save. Page 23

24 Resources Outgoing Request List (5.05) Outgoing Request Once the request form is complete, the Request is displayed in the Outgoing Direct Requests table. Resources Requests Lists (5.06) The request is also available on the blue Resource tab, green Request tab. All requests that are made in KC are shown in the Requests tab. Outgoing Request Users in a Logistical Support role can monitor this screen as request are made and posted in KC. Resources Requests Alerts (5.07) Outgoing Request Alert Additionally, KC can provide alerts via or text message to the owner or person responsible for committing or allocating the resource. When the request is made, the alerts are sent via or text message indicating that a resource has been requested. The message identifies the Resource and Incident for which it is being requested. So the resource owner will be made aware of the request even if they are not actively monitoring KC. Resources Incoming Requests (5.08) When the owner of the resources gets a request they can go to the Incoming Direct Request to review the resource request. The owner may click the Request ID to see the request information. Review Request The owner then makes a decision to Accept the request or Decline the request. Page 24

25 Resources Decline Request (5.09) If the owner choses to Decline the request, it indicates that the resource is NOT available or may already be in use. This completes the request process. Decline Request If the requestor still needs a similar resource, they can make a new Resource Request to a different owner. Resources Accept Request (5.10) Accept Request When the owner of the resources elects to accept the request, they click on Accept and complete the Accept Direct Request form with the quantity and any comments and the click Save. Resources Request Accepted (5.11) Request Accepted This will mark the resource as accepted on the Outgoing Requests display for the incident. Notice that the Allocate icon is also visible and can be used to assign the resource to the incident as you would Allocate your own resources. Resources Follow Up with Resource Owner (5.12) Follow Up - Resource Owner Remember, KC is NOT a dispatch system and this process does not necessarily dispatch or guarantee the requested equipment will be sent. You may have to contact the owner for the resource by phone or other method to confirm delivery and resource status. Page 25

26 Resources Allocated as Needed (5.13) Allocate as Needed KC recommends that you wait until the resource arrives or is near the destination before Allocating the resource. That way if it doesn t arrive or you don t need it, it has not been committed to the incident. This also serves as a tracking mechanism for resources that you are waiting for or that are in transit. Resources Request Summary (5.14) Request Summary The Request Resource is the next simplest way to obtain and assign a specific resource to an incident. It may be used for any resource that the user can request from another agency or jurisdiction. The resource must be in the KC system in order to find and request it. Resources What s Next (5.15) What s Next? Sometimes the resources you need are not entered in the KC system or you don t have time to find the specific resource. It s also possible that you cannot find a resource that matches your exact needs. In the next Section, we will discuss the Make By Type Request available in KC. 28 Section 6: Make By Type Request for Resources (6.00) Resources By Type Overview (6.01) Section 6: Make By-Type Request for Resources Overview Occasionally, you may find that you need a specific type of resource but don t have it or do not know of a local resource that will work. For example, you don t necessarily need the neighboring borough s dump truck or tracked dozer. However you do need a specific size and type of dump truck or tracked dozer from any agency or jurisdictions that has one available and will permit you to use it. This is where the Make By Type Request is useful. The Make By Type Request is very similar to Requesting a Resource that we covered in the last section. The difference, is that will specify the TYPE of resource and not the specific unit or resource. Resources Make By Type Request (6.02) To make a By Type request, go to the Outgoing Request tab for the incident and Make By Type Request that is located under the Incident Resource tab. Make By Type Request This function helps you search available resources types based on the KC taxonomy including NIMS, FEMA reimbursable, and KC kind, category, description and type. Resources Selecting the Jurisdiction(s) (6.03) Select Jurisdiction(s) Once you click the Make By Type Request, the Resource Request By Type page is displayed. You may direct the request to one or more specific jurisdictions, a group of jurisdictions, or All Jurisdictions. Click Add Jurisdictions / Facilities to modify the list of recipients for the request. Page 28

29 Resources Selecting the Resource Type (6.04) Select Resource Type Next, click on the Pick List (or ellipsis dots icon) to view the KC resource taxonomy or type list. Use the quick search functions or to filter or narrow the list until you find the resource type that you need. When you find the resource type combination that matches your needs, click on the row to highlight it and click Save. Resources Complete the Request (6.05) Complete the Request The Resource Type will be listed on the Resource Request by Type form. Complete the rest of the form like in the Direct Allocate and Resource Request forms discussed earlier. Click Save to launch the request in KC. Resources By Type Requests Alert (6.06) Outgoing By Type Request Like the Request Resource, KC can provide alerts via or text message to the owner or person responsible for committing or allocating resource in the selected jurisdictions. When the By Type request is made, the alerts are sent via or text message indicating that a resource has been requested. The message identifies the Resource Type and Incident for which it is being requested. So the potential resource owners will be made aware of the request even if they are not actively monitoring KC. 30 Resources Make By Type Request List (6.07) Make By Type List You may also note that the new request is listed in the Outgoing By Type Request list within the Incident Resource screen. Resources Incoming Requests (6.08) Review Request When other KC users get a By Type Resource Request alert, they can go to the Resource, Incoming By Type Requests list to review the new request. The user may click the Request ID to see more detailed request information. Resources Decision (6.09) Make Decision? The owner then makes a decision to Accept the request or Decline the request. Decline in this situation can mean either the resource is NOT available or the user does NOT have that type of resource. Resources Verify Resource in KC (6.10) A user cannot accept a By Type Resource request if the resource type is not already available in KC. Verify Resource in KC If an owner has the requested type of resource, but a record for it is not actually in KC, the owner must first enter the resource in KC. The owner can enter that resource on the fly prior to accepting the By Type request. Page 30

31 Resources Review Request (6.11) Accept By Type Request If the resource owner choses to accept the request and the resource type is available, he or she can find the resource in KC and assign it to the request. To accept a request, the owner then assigns the resource to the request by choosing it from the Resource list and click Save. Resources Outgoing Request (6.12) After Acceptance When you go to the Incident > Resources > Outgoing Request page, the newly accepted resource will be shown with an Allocate and Cancel options. When the resource arrives at the staging location specified in the request, use the Allocate icon to allocate the new resource to the incident as you would our own resources. After you have the requested By Type resource, you can go to the Outgoing By Type Request and click Cancel associated with the completed request to remove it from KC. Resources What s Next (6.13) Once resources have been associated with an incident, the next section reviews how KC reports resource usage for that incident. Additionally, we will discuss the options used to move resources to other incidents and demobilize or release them from the incident. What s Next? Page 31

33 Section 7: Transferring and Releasing Resource (7.00) Section 7: Transferring and Releasing Resources Allocated Resource Options (7.01) Resource Options Once a resource has been allocated to an incident, it appears under the blue Incident, green Resources tab. This represents the resources currently allocated to the incident. Allocated Resource Options (7.02) Resource Options Any resource allocated to the incident also appears in the Resource Report. Even if it is not currently Allocated, the resources appear in the Resource Report. Allocated Resource Options (7.03) There are other options associated with resources allocated to an incident. The icons for each are located to the right of each resource These other options include Resource Options Re-Allocate is used to send a resource to another incident like direct allocation. Demobilize is used to take a resource out of service without releasing it from the incident. Release is used to remove the resource from the incident and indicate that it is being returned as available. Page 33

34 Allocated Resource -- ReAllocate (7.04) ReAllocate When you need to send a resource to another incident directly without returning it to the owner or back to its depot, use the ReAllocate function associated with that resource. Allocated Resource -- ReAllocate (7.05) ReAllocate The Resource ReAllocation page is very similar to the Allocation page with a few exceptions. There are fields to capture the Used Quantity, Returned Quantity, and ReAollcated Quantity. If you consume some of the resource such as materials or inventory, you may use these fields to show that usage. You may also ReAllocate the entire quantity for equipment and teams. Allocated Select incident (7.06) ReAllocate Select Incident You will select another incident for the reallocation. Complete as much other information as is required and click Save. This will Allocate the resource to the new incident and it will appear on the new Incident > Resources > Current Resources list. Allocated Resource -- Demobilize (7.07) Demobilize When resources are returned to staging or not being actively used for the incident, you can indicate this in KC for the incident by using the Demobilize function for the resource. Demobilizing a resource keeps it in the Current Resource list but indicates that it is demobilized or not actively being used. Page 34

35 Allocated Resource Resource Demobilized (7.08) Resource Demobilized The resource will remain in the Current Resource list but will have a Remobilize icon associated with the resource. Click Remobilize icon to remobilize or reallocate the resource to the current incident and indicate that it is back in use. This will also be reflected in the Resource Report. Allocated Resource Release Resource (7.09) When resources are no longer needed for the incident, they can be released indicting that they are no longer being used. Some resources are consumed such as absorbent booms, gloves, and sand and gravel. Other resources remain intact and are sent back to their owners such as generators, vehicles, and most equipment. Release Resource To release a resource, click the Release icon associated with that resource. Allocated Resource Resource Released (7.10) The Resource Release page will display. Complete the quantity fields to show what was used and if any is being returned. You may also include Comments related to the release. Resource Released Click Save to release the resource. Note that it will no longer be displayed on the Current Resource page for the incident. However, it will remain on the Resource Report for the incident. Allocated Resource Release All Resources (7.11) At or near the conclusion of an incident, you may also release ALL resources from an incident. This presents a page where you can enter the Quantity Used and Quantity Returned and Comments for each resource assigned to the incident. Release All Resources Be sure to check the checkbox associated with each resource to be released. You can check the top checkbox to select ALL resources. Click Save to release ALL selected resources from the incident. Page 35

36 Incident Resource Logs (7.12) Incident Resource Logs All resource transactions in KC are typically logged to the incident to which they apply. When you view the green Log tab for the incident, you will see logs with a Status of Resource for each resource transaction. Resource Logs (7.13) Resource Logs If you display a specific resource page for a resource that was allocated to an incident, KC tracks the history of that resource in the gray Logs tab for the Resource. This is useful to see how often and for what incidents any resource was used. Resource Summary (7.14) Resource Logs As you have learned, Knowledge Center includes a set of resource management tools that will help you manage Resources that are commonly used by Emergency Management. Knowledge Center s resource management tools will help you to track the use of resources during an incident. They can also can be used to help find resources quickly and easily.
